Amendment 2 – Questions and Answers
1. PWS Paragraph 8 and the DD254 are unclear whether the Contractor is responsible for
Safeguarding of classified material. It appears that the Contractor should not be responsible for Safeguarding, since the work will be performed in Government spaces. If this is correct, we recommend the following adjustments:
- DD254: Block 11a: Check “Yes” vice “No”
- DD254: Block 11b: Check “No” vice “Yes”
a. The program concurs with the assumption above and will work with NSWC
Security to make the changes to form DD-254.
2. PWS Paragraph 8.1 requires that all contractor team individuals supporting this requirement be cleared at the Secret level. Would it be permissible for the contractor to use certain uncleared employees to provide as-needed (less than full time) SME support in configuring the COTS solution, as long as: (1) they work from offsite and (2) they do not have access to live data or PII?
a. Yes, it would be acceptable for the vendor to employ SMEs without secret level clearances to work off-site, with no access to live data or PII, in support of configuration. Uncleared personnel will not have remote technical or administrative access to manage the USG on-premises solution.
3. PWS Paragraph 8.3 requires security management support. Is this paragraph applicable, since it is mentioned elsewhere in the PWS and DD254 that no classified products will be created associated with this tasking?
a. 8.3 is a boiler-plated comment in every DD254. Basically it's a cover statement that vendor will assist and abide by all government security procedures and SOPs in place. Very similar to the OSPEC and ONSITE requirements in those attachments of DD254.
*Yes, JPAS is the database or record (until DISS replaces it later in 2018) for
Industry and government to verify clearance eligibility, pass clearances, inform
CAF of violations etc.
4. H92240-18-T-0009_Final_17_April RFP, page 4 of 35 Instructions to Offerors, (2)
Technical Approach Section. – "Offeror shall submit personnel clearance level information for the key personnel proposed." Q: How is the contractor to submit clearance information i.e. through JPAS or a print-out?
a. For purposes of quote submission, Contractors should submit a printout.
