Performance Work Statement

Naval Special Warfare Command

Continuum of Leadership Development Software and Support Services

1. BACKGROUND

1.1 Naval Special Warfare Command (NSWC) and its subordinate Echelon Commands require a scalable, Commercial-Off-The-Shelf (COTS) software solution and support services necessary for the implementation and execution of its Continuum of Leadership Development (CLD) program within

Naval Special Warfare (NSW). CLD is a comprehensive feedback appraisal program designed to record, monitor, assess, and facilitate improvement of individual performance and character throughout every phase of a Naval Special Warfare operator’s training and career progression.

1.2 The foundational concept of CLD is to provide Naval Special Warfare (NSW) operators with regular feedback from all levels of their unit (superiors, instructors, and peers). In contrast to the Navy’s evaluation software, which is focused on informing promotion decisions through annual evaluations, CLD will provide 360-degree feedback focused on informing and guiding individual improvement after significant training or operational events. This evaluation allows for trends to emerge over time that might otherwise go unnoticed. Continuous evaluation of the same key traits across all levels of the leadership continuum facilitates ongoing reinforcement of critical character, performance, and leadership traits through an operator’s career. CLD enables leaders to be more engaged and to mentor teammates to identify possible shortfalls or problems with their performance or character and develop mitigating steps to correct before it becomes an issue. It will also enhance identification of an individual’s tactical profile and assist in identifying training trends that indicate aptitude and interest in specific high-demand/low-density qualifications.

2. OBJECTIVES

2.1 The objective is to obtain contractor provided support in the form of a Firm Fixed Price Indefinite

Delivery Indefinite Quantity Contract that provides a CLD enterprise solution in accordance with the requirements of this PWS.

3. SCOPE

3.1 This PWS identifies software requirements and services needed to support the CLD program across the NSW community.

3.2 The contractor-provided COTS Software shall contain existing scalability/customization that shall support all CLD program requirements without the need for any additional software development.

3.3 The contractor shall provide personnel and management necessary to provide CLD software and support services.

4. REQUIREMENTS

4.1 The contractor shall provide a Commercial-Off-The-Shelf (COTS) software solution for the implementation and execution of its Continuum of Leadership Development (CLD) program within

Naval Special Warfare (NSW). The foundational concept of CLD is to provide NSW operators with regular feedback from all levels of their unit (superiors, instructors, and peers). The software application shall be web based and accessible from any computer or mobile device with CLD software installed. The software shall also have the capability of receiving and managing large amounts of performance data and provide outputs in the form of assessment reports used to evaluate key traits across all levels of the leadership continuum. This assessment data will also be used to facilitate ongoing reinforcement of critical character, performance, and leadership traits throughout an operator’s career.

4.2 Phased Implementation

The program will be implemented throughout the NSW enterprise using a phased approach. Upon successfully demonstrating the required functionality within this PWS, and command need, the government will consider subsequent task order awards that will allow for further implementation within additional NSW organizations. Below is a draft conceptual timeline for the purpose of describing the potential growth of the CLD program. It is entirely subject to unilateral government discretion and does not represent any commitment to future task orders.
