Amendment 1 – Questions and Answers
1. Will the software solution for this opportunity also need a storage solution that can manage the data?
a. No storage solution is required.
2. Who is currently providing the work? If a contractor - what company?
a. Horizon Performance
b. 8000 Regency Pkwy
c. Cary, NC 27518 www.horizonperformance.com
3. What software - if any - is currently being used?
a. Horizon Performance's GideonSoft Software http://horizonperformance.com/web_government.html
4. Section 14 of the PWS states: Place of performance is the Naval Amphibious Base, Coronado, CA. Are all contractors required to work on Government site?
a. No, not all contractors are required to work on Government site. The only position required to be on-site is the Field Service Representative. Contractors working off site will be provided with a Government laptop (when necessary) with VPN access to the network.
5. Section 14 of the PWS states: Place of performance is the Naval Amphibious Base, Coronado, CA. How many workstations are available for contractor personnel?
a. There are up to 7 contractor workstations available.
6. PWS Paragraph 4.32: Will the Government provide all hardware for the hosting of the
CLD web based application and databases?
a. Yes, the Government will provide all hardware required to host the application and databases.
7. PWS Paragraph 4.7, Scalability: The PWS specifies an estimated user base of approximately 5,500 accounts. How many users do you anticipate will use the application concurrently?
a. Based on our current usage, we estimate there may be as many as 25-30% (max) of the users accessing the application concurrently but future usage may vary substantially.
8. PWS Paragraph 8 and the DD254 are unclear whether the Contractor is responsible for
Safeguarding of classified material. It appears that the Contractor should not be responsible for Safeguarding, since the work will be performed in Government spaces. If this is correct, we recommend the following adjustments:
- DD254: Block 11a: Check “Yes” vice “No” http://www.horizonperformance.com/
- DD254: Block 11b: Check “No” vice “Yes”
a. The program concurs with the assumption above and will work with NSWC
Security to make the changes to form DD-254.
9. PWS Paragraph 8.1 requires that all contractor team individuals supporting this requirement be cleared at the Secret level. Would it be permissible for the contractor to use certain uncleared employees to provide as-needed (less than full time) SME support in configuring the COTS solution, as long as: (1) they work from offsite and (2) they do not have access to live data or PII?
a. THIS WILL BE ANSWERED IN A FUTURE AMENDMENT
10. PWS Paragraph 8.3 requires security management support. Is this paragraph applicable, since it is mentioned elsewhere in the PWS and DD254 that no classified products will be created associated with this tasking?
11. PWS Paragraph 5, Deliverables, specifies “Training Material” as CDRL 0003. The PWS is otherwise mute on the Government’s expectations for the format and content of training materials. Are there more specific requirements, or is this left to the Contractor’s judgment?
a. The program defines training material as PowerPoint presentations, user manuals or guides, quick-reference sheets, info-graphics, or any other medium to successfully train and support software administrators and end users on the provided software solution.
12. RFP Page 5 of 35, (4) Price Section: The RFP states that the Price Section is not page limited, however the only information specifically requested is completion of Attachment
2. Is additional backup information for pricing required beyond Attachment 2, or will back up only be required if the Contracting Officer determines adequate competition does not exist?
a. No back up required at this time; only the Attachment 2 – ELINs REV 1 is required to be submitted.
13. RFP Page 5 of 35, (4) Price Section: the RFP states that “the offeror shall populate
Attachment 2 to include fully burdened rates including profit.” The Attachment 2 format does not include a place to provide fully burdened labor rates. Is a breakout of fully burdened labor rates by ELIN desired, and if so should the offerors create a separate sheet in the Attachment 2 format that includes the fully burdened labor rate breakout?
a. Please revised Attachment 2 – ELINs REV 1
14. RFP Page 5 of 35, (4) Price Section and Attachment 2, ELINs: Attachment 2 to the RFP identifies ELINs for each ordering period for “Other within scope Customer
Projects/Upgrades” and “Travel”. Is the offeror to propose amounts for these ELINs, or leave them blank?
a. No; please leave blank. See revised Attachment 2 – ELINs REV 1
15. Are Appendices and Annexes counted as part of the Technical Approach 25 pages?
a. Yes, appendices and annexes will be counted as part of the 25 page technical approach limit.
16. Are resumes restricted to Key Personnel as described in the PWS, or may we include
"key personnel" that will contribute as part of "Services"?
a. Only resumes for Key Personnel as described as PWS Section 4.3 shall be submitted.
17. May we include images as part of our Technical Approach?
a. Yes, the respondent may include images and graphics in the technical approach
(25 page limit).
18. Paragraph 4.3.2 of the PWS states, “NSWC anticipates that the level of effort for this role shall be equivalent to one FTE, working on-site at NSWC. “Does this equate to a requirement that will be disqualifying if not filled in full with regards to "FTE" hours and
"on-site", even if we can provide a capability greater than the "Desired skills and qualifications..." at a cost savings to the government?
a. The Discovery & Implementation Team Lead position must be on-site for the initial discover and implementation period. The Government would be open to allowing that position migrate to remote and/or a lesser level of effort pending the amount of progress made. Note that access to the solution will be restricted to on-site, or VPN as a non-administrative user from a USG issued laptop only.
19. PWS 4.3.2 – Regarding the Discovery & Implementation Team Lead, “NSWC anticipates that the level of effort for this role shall be equivalent to one FTE. “ Please confirm the offeror should price one FTE for all five years of the contract.
a. Yes, please price the position to for all 5 years of the contract.
20. PWS 4.7.1 Scalability – The PWS states “the software will have an estimated end-user base of approximately 5,500 personnel.” Attachment_2_-_ELINs Exhibit Line Item
Number (ELIN) A-E 001 states “enterprise license (up to 5,500 users). Should the offeror provide pricing at the 5,500 level for all periods or provide pricing based on the phased implementation called for in PWS 4.2?
a. The offeror should provide pricing for the phased implementation as documented in PWS 4.2.
21. If answer to question 2 above is “provide pricing based on the phased implementation”, does the Government have estimates for annual of number end users in the draft conceptual timeline in PWS 4.2?
a.
Fiscal Year Estimated Users/Licenses
FY18 1100
FY19 700
FY20 1100
FY21 2600
FY22 5500 (total) for sustainment
22. PWS 4.32.1 Software Hosting – Is the Government or the vendor responsible for maintaining those servers?
a. The Government will maintain the servers.
23. PWS 4.28.1, 4.9.3 – The PWS calls for connecting the CLD software to unspecified DoD data sources. Confirm that the cost of these engineering efforts will be negotiated when each specific requirement emerges, and will be covered under ELIN 003.
a. There will be no additional costs to the vendor for these efforts.
24. H92240-18-T-0009_Final_17_April RFP, page 4 of 35 Instructions to Offerors, (2)
Technical Approach Section. – "Offeror shall submit personnel clearance level information for the key personnel proposed." Q: How is the contractor to submit clearance information i.e. through JPAS or a print-out?
25. PWS 7.0 Contractor Travel – "Contractor travel is authorized (CONUS and OCONUS), subject to government approval, to support software updates, provide live training, stakeholder discussions, and the phased implementation of software." Q: Will the government provide a plug number for all Travel ELINs?
a. The Government will provide a plug number.
26. PWS 7.0 Contractor Travel - Q: If no plug number can government state projected travel requirements? Information below is for situational awareness – offerors shall not quote travel a.
Fiscal Year Projected Trips Duration
FY18 2 Trips (1. Alaska, 1. East Coast) 5 Days (M-F) (Each Trip)
FY19 2 Trips (1. Hawaii. 1. East Coast) 5 Days (M-F) (Each Trip)
FY20 2 Trips (2. East Coast) 5 Days (M-F) (Each Trip)
FY21 2 Trips (2. East Coast) 5 Days (M-F) (Each Trip)
FY22 2 Trips (1. Hawaii 1. East Coast) 5 Days (M-F) (Each Trip)
27. H92240-18-T-0009_Final_17_April RFP, page 5 of 35 RFP Instructions to Offerors, (3)
Corporate Experience Section requires offerors provide detailed information to demonstrate they " … have resources available to enable the offeror to fulfill requirements"; however, there is no language in the corresponding page 7 of 35
Evaluation Criteria, (a), paragraph Corporate Experience to evaluate offeror's resources.
Q: will the Government add an evaluation criteria for the offeror's response to experience demonstrating resource availability?
a. This evaluation criteria has been added.
28. H92240-18-T-0009_Final_17_April RFP, page 3 of 35 RFP Contract Minimum and
Maximum Quantities "b) The maximum quantity over the five-year period of performance shall be any quantity of combination of line items not exceeding
$6,499,000.00.” Corresponding page 8 of 35 Price: portion of the Evaluation section states "The six (6) net totals (five annual net totals + option net total) will be added together to calculate the offeror's total evaluated price (TEP)”. Please confirm that the ceiling only applies to the five-year period of performance and not the five-and-a-half-year period of the TEP.
a. Ceiling applies to the five year period of performance.
29. PWS 4.31.5.2 Where is Exhibit 1?
a. Attached.
30. Is there an incumbent and if so, who is it and what is the contract number? (H92240-18-
T-0009 dated 17 Apr 2018 pp 1-5, and PWS paragraph 4.35)
a. Horizon Performance | Contract H92240-16-P-0284
31. Is the government currently using a COTS/ GOTS solution? If so, could more information be provided about that product? (H92240-18-T-0009, and PWS pp 1-10, paragraph 4, 4.5, 4.35)
a. Horizon Performance's GideonSoft Software
32. Could the government clarify the expectation for the Basic Training Command implementation by FY18 as stated in paragraph 4.2 of the PWS (dated Jan 2018)? With the estimated award date, that leaves only a few months to customize and train the COTS solution to meet the specific and lengthy NSWC requirements. That timeline seems very aggressive to meet the FY18 implementation schedule.
a. To clarify, the conceptual timeline listed within the PWS is there to illustrate our requirement for a phased implementation. It will fully understood that it will likely take longer than FY18 to implement and train at Basic Training Command, based on the date of award.
33. Would the government consider changing the due date for questions to 30 May and the solicitation response date to 15 Jun? (H92240-18-T-0009 dated 17 Apr 2018 pp 3-4)
With no recent Industry Day, no recent Pre-RFP, and the short (30 day) response time, the government might be limiting the ability of industry to build partnerships and provide a robust enterprise solution.
a. The cutoff for questions will be extended to 18 May, with final quotes due 30
May.
34. Would the government consider making this solicitation full and open with a significant
SB percentage required? (H92240-18-T-0009 dated 17 Apr 2018 page 1) With no recent
Industry Day, no recent Pre-RFP, and the short (30 day) response time, the government might be limiting the ability of industry to build partnerships and provide a robust enterprise solution.
a. No; this has been determined to be a small business set aside.
35. How does NSWC distinguish between customization and software development?
a. Customization is the process of configuring feature options tailored to meet functional CLD requirements, using the existing native administrative tools supplied within the application. Software development is the process by which new software is created using specific programming languages, including coding, testing, bug fixes, and deployment of the software.
36. Will Naval Special Warfare Command (NSWC) accept a SaaS solution meeting all the security requirements contained the RFP?
a. No (PWS 4.29.1.1).
37. Can NSWC provide a list of devices and operating system for the computers and mobile devices within their environment?
a. Modern commercial desktop PCs, laptops, and tablets operating the
Windows 10 operating system.
38. Does NSWC require a database that is both relational and hierarchal?
a. Relational database (PWS 4.29.1.6).
39. Given the significant requirements in the PWS we request an increase to the page limit of the Technical Approach from 25 pages to 35 pages.
a. The page limit has been raised to 30 pages for the technical approach.
40. Pitch applies to certain type fonts... and not to others based on our understanding. The
RFP indicated "10 pitch" but our team is more routinely responding to RFP's and thinking in terms of "point"... 10 or 12 point as example. In H92240-18-T-0009_Final_17_April
RFP, page 4 of 35 RFP (n) Proposal Format and Content it states “Type shall not be less than 10 pitch”. Can the government confirm that 10 point font versus 10 pitch (12 point) is the intended minimum type size?
a. The RFQ has been revised to reflect 12 point font.
File details come from the government source that posted it.
