QuestionAnswer
Appendix C – FSR Positions includes 35 FSRs and 7 In Theater FSRs for a total of 42 FTEs; Attachment 11 TO#1 has pricing for 25 FSRs and 14 In Theater FSRs for a total of 39 FTEs, would the Government please explain the difference?Attachment #11 has been revised to reflect 35 FTE for the FSR requirement.
Attachment 11 TO#2 has pricing for 21 FTEs. There is no information in the SOW regarding the location of these NET Training personnel. Can the Government provide information of where these positions will be located? The NET teams are required to be mobile, therefore; the Government will not be providing workspaces for these positions. It will be up to the Contractor to provide facilities for the teams if they are not executing a NET course.
Appendix B contains a Key Position of FSR Manager; Attachment 11 TO#1 has pricing for a part-time FSR/OP Program Management. Would the government please confirm the “FSR Manager” and “FSR/OP Program Management” are the same position? The FSR/OP Program Manager is captured in the 35 FSRs identified in SOW section 4.1. Attachment #11 has been revised to remove the part-time FTE.
The solicitation states, “In-theater FSR support shall be on a 90 day rotational basis that shall include a seven day overlap at the time of rotation. Due to high operational tempo for these positions, the Government requires the forward deployed FSRs rotate every 90 days IOT avoid burn out but also to allow the FSRs to obtain the necessary training on new products and/or capabilities being introduced by the HF-TTL Program.” What is the minimum allowable time between the end of an FSR’s 90 day rotation and the commencement of a new 90 day rotation? Each rotation is 90 days plus 7 days of overlap at the start and end of the deployment which totals 104 days. The Government estimates 2 days of travel to and from their deployed location. Based on these assumptions, the returning FSR would remain CONUS for rest, refresher training, and pre/post deployment activities for a minimum of 72 days before beginning his/her next rotation. All FSRs will not rotate in and out at the same time.
TO#2 Net Equipment Training, requires the Subcontractor to submit an unsanitized cost proposal directly to the government. Must subcontractors complete the requirements for TO #1 or are they excluded? The requirement for an unsantized subcontractor proposal applies to TO #1 and #2.
Must all subcontractors have an approved accounting system or are they eligible to receive a fixed price subcontractor for TO#2. If they are eligible to receive a FFP subcontract, must they still complete the SF 1408 and submit to DCAA prior to proposal due date?TO #2 requires the subcontractor to have an approved accounting system.
Can a subcontractor be bid on TO#1 but not TO#2?Yes.
What is the deadline for submitting questions to the government? All questions must be received by 3:00 p.m. 7 Nov 2016.
What software product and version number is the government using to conduct a security scan of proposals so, that bidders may use the same scan to ensure their proposal media will be accepted upon receipt?McAfee Inc., Version 8.8.06000
Section L.4.3 indicates Key Personnel resumes in Volumes I and II. However, it appears all key personnel requirements are found in Task Order #1. Would the government please confirm Key Personnel resumes are only to be provided in Task Order #1 Volume II?There are three Key Personnel positions associated with Task Order #2 that should have been reflected in the SOW. These positions will be considered Master Trainer positions. The revision to the SOW will be made at time of award of the contract and task order.

Deloach, Julia A CIV USSOCOM HQ: Deloach, Julia A CIV USSOCOM HQ:

Does this require a revision to the TO#2 SOW. If so, let them no it will be/has been revised

Task Order #1 Page 11 indicates the Key Personnel positions. However, only two locations are marked by asterisks specifying the exact positions for those locations. Would the government please confirm the other locations, not marked by an asterisk, are simply FSR positions?Yes, this is correct.
The transition period is listed as 10 days, however, the global deployment of personnel includes international business licensing, country authorizations, etc. that prevent successful execution of a 10 day transition. Would the government please extend the transition period to 30 days inclusive of the successful hiring of all positions and excluding country authorizations, business licenses, and other government documentation, outside the span of control of the contractor? The Government intends to award the task orders no later than 1 March 2017 with a performance start date of 1 April 2017. The Contractor is required to have 95% of the required personnel onsite at their duty locations on day one in order to avoid an interruption in service. The scope of this contract involves providing support to on-going training and operational events. Any degradation in support will not be acceptable. The Contractor will need to plan appropriately to ensure all the necessary preparations for deployed personnel are completed immediately upon award. The Government will only make exceptions for the personnel located in Germany since the DOCPERS approval process and timeline is governed by the German Authorities.
Would the government please confirm reimbursement of Personal Protective Equipment (PPE) will be an authorized charge under ODC?The Government intends to transfer any PPE from the current contract if it is found to be safe, suitable and effective. If any new PPE needs to be procured, sufficient ODC funding has been allocated to cover these costs.
Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?Yes this is a follow-on contract to H92222-10-D-1012 Task Order 0009 and a bridge contract, H92222-16-C-0097, written to allow sufficient time to re-compete this requirement.
L.10.2.7: This section specifies that we deliver a Small Business Subcontracting Plan in Volume I, Subfactor 1.1-Program Management. Will the Government clarify that this plan is outside the page limitation for this Subfactor?Correct, the small business plan will not be counted in the proposal page limit.
L.4.3 SOW 5.0: The proposal instructions in Section L.4.3, Table L.1 indicate that we are to deliver key personnel resumes in Volume I—IDIQ Management Proposal in both the Program Management section and the Technical Capability section. Which specific resumes should be included in Volume I?The Key Personnel positions for Task Order #1 are listed in Appendix B. The Key Personnel positions for Task Order #2 were inadvertently omitted from the final SOW. The number of Key Personnel positions associated with Task Order #2 is 3. The revision to the SOW will be made at time of award of the contract and task order.
M.1.2: Section M.1.2 states: “Factor 1 is more important than Factors 2, 3, and 4; Factor 2 is more important than Factors 3 and 4; Factor 3 is more important than Factor 4; and Factors 1, 2, and 3 when combined are significantly more important than Factor 4.”

Will the Government confirm that the intent is for Factor 1 to be more important than Factors 2, 3, and 4 individually and not more important than Factors 2, 3, and 4 combined? And will the Government make the same confirmation that Factor 2 is more important than Factors 3 and 4 individually and not more important than Factors 3 and 4 combined.

The Factors are listed in order of descending importance. When combined the non-price Factors 1, 2 and 3 are significantly more important than Factor 4. Section M has been revised to show this clarification.
Attachment 11: In the Pricing workbook provided by the Government, in the Tab labeled TO#2 NET, it appears that all of the formulas in the total column just sum the amount in the base year column. Will the Government please clarify what the POP is for TO #2 and whether there should be multiple years that sum to a total column? The period of performance for TO #2 is 90 days. Attachment 11 has been revised to reflect 470 hours per billet.
Attachment 11: In the Pricing workbook provided by the Government in the Tab labeled TO#2 NET, there is only one set of rates to be entered for the base year. Is it the Government’s intent not to allow for escalation or a change in indirect rates over time?Escalated rates for future NET task orders will be allowed; however, the Government requires the base rate to remain constant with the rate proposed for TO #2.
Attachment 11/12: In the Pricing workbook provided by the Government in the Tab labeled TO#2 NET, there are no lines labeled for subcontractor content; however, in the instructions for the cost volume (Attachment 12), there are requirements to conduct a price analysis on the subcontractors.
Based on this requirement, would the Government allow contractors to add rows to the model to allow for distribution of hours to subcontractors, as long as hours total the same amount?Yes.
Attachment 7, L.12.3, Section J: Attachment 7, Interview Questionnaire Template, appears to be a document used by the Source Selection Evaluation Board. The form referenced in Section L.12.3 is titled “Past Performance Information Sheet.” In Section J, the form is referred to as “Past Performance Questionnaire.”

Please clarify what form the Government requires in Volume III Past Performance Proposal.

Attachment 7 is the correct document to be used.
Attachment 11, SOW pg 13: In the Task Order 1 SOW, the number of CONUS FSRs is 35. However, in the Government Pricing Model, the Government has listed CONUS FSRs at 26 FTEs. Please clarify the correct number of CONUS FSRs.Attachment #11 has been revised to reflect 35 FTE for the FSR requirement.
The government is unnecessarily restricting competition and burden to offerors along with creating significant risk to the government due to a lack of a viable transition timeframe for such a critical mission and staffing 63fte deployed globally. In fact, the government's rationale for 14 days due to mission criticality warrants a more typical 60 day transition or more. Would the government consider at least a 60 day transition period to resolve this matter?
In connection with the SDS NET, SDS Basic and SDS FSR work scopes, the RFP requires that the contractor have “95% of personnel in place on Day 1 of performance” and that the failure to do so will result in a penalty of a “1% reduction in gross price of task order for not meeting the acceptable fill level.” Can the government explain the rationale for eliminating a reasonable transition period and imposing a financial penalty for failing to staff the contract at a 95% or higher level, and how the requirements tie to the agency’s needs in the procurement or are necessary to contract performance?See answer to #24 above.
In addition, can the government explain whether an analysis or review was conducted to determine whether the elimination of a viable transition period and the imposition of financial penalties burdens potential offerors and if so the rationale for proceeding with this approach in any event?See answer to #24 above.
The classified documents were not immediately available and sent through regular mail causing delays in receipt beyond a reasonable timeline. Will the government consider a 14 day extension to account for such delays that burdened offerors?Additional time to mail and receive the classified materials was accounted for when determining the proposal due date. Requests for extensions are not being granted at this time.
