1) RFP Rev 2, paragraph C.39.8, Vertical Transportation and Associated Equipment, states that a separate elevator SOW is attached. Please provide referenced SOW. In addition, please provide the inventory of elevators/vertical transportation equipment within the scope of this contract.

Answer:

Disregard the statement of Elevator SOW is attached in section C.39.8. This will be removed from the SOW and will be issued via amendment. Follow all Manufacturer recommended preventive maintenance and ASME Elevator Code to maintain normal operation of all elevators. Elevator locations, manufacturer and quantity was provided in the solicitation.

2) Please provide copies of any applicable Collective Bargaining Agreements that effect work on site, namely Local 99 and Local 26.

Vendor is to contact the Union Hall and develop a contract agreement with Local 99/26. This is negotiated between contractor and the Union Hall.

3) RFP Rev 2, paragraph H.10, Ordinances, Taxes, Permits and Licenses. Please provide identify and provide historical information on costs for the past three years associated with noted ordinances, taxes, permits and licenses that are a responsibility of the contractor.

The government does not perform this work. The vendor is responsible for maintaining these cost in their firm fixed price. Example Boiler Certification/Inspection, Elevator Certificates, etc. is handled by the vendor not GSA. We would not have historical data on O&M costs.

Minimum of two (2) Engineers is required on each shift 24/7 365. An amendment will be issued to incorporate this statement.

This requirement states the contractor shall include in their bid, as part of the basic price, a cost for...any rentable false load bank that may be required for the full load test and labor hours. In order to accomplish this task at the Modular Plant a customized load bank would need to be designed and created. Then load bank would need to be 13,800 volt. This special requirement would cost in excess of $50,000 annually. Would the government consider removing this requirement or making it an optional service?

Make it a no cost line item so that if the Government elects to perform this test a cost will be associated with this activity.
