L.5.2 Experience. Please consider changing the first similarity factor which states; “Performing required services for building with approximately 1 Million square feet or greater.” First, this solicitation is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). This factor would drastically limit the amount of true SDVOSB contractors that can meet that requirement without teaming or forming a joint venture with a larger business. Secondly, none of the buildings within this solicitation meet this requirement. The largest of the three, the Lanham Federal building, falls short with 766,951 SF. If GSA is assuming the combined total of all three buildings of this solicitation, please remember that the parking garage accounts for nearly half a million square feet at 489,715 SF. We have several contracts that are close to or greater than the sizes of each of the three facilities of this solicitation under separate contracts. This should be more than adequate to determine size similarity. The 1 million square feet requirement is over stated for the buildings of this solicitation and not a fair indicator of similar size experience.

Response Solicitation will be amended to reade "- Performing required services for three (3) buildings with approximately 1 Million square feet aggregate or greater; either in a single contract or simultaneous contracts."

Response Refer to bidder's library.

Question 143 Section B: B.4.As the pricing pages do not include a breakdown by facility, if a facility is deleted from the contract, how will the reduction in total contract value be determined?

Response Any increase or decreased in scope will be negotiated and incorporated by bi-lateral modification to the contract.

Question 144 Section B: B.4. If a facility is added and if the contractor determines the value of the additional building is greater than 25% of the total contract value, how will the contractor be reimbursed?

Response Any increase or decreased in scope will be negotiated and incorporated by bi-lateral modification to the contract.
