Brief Review of Solicitation
Section A: SF-33
Section B: Services, Ordering and Prices
Note 4. Offerors are cautioned not to confuse overtime services with additional services.
Additional services are defined as any work requested by the Government that is within the scope of this contract but in addition to the contract requirements. Overtime services are defined as work within the scope of the contract originally intended to be performed during normal working hours, where the Government requests the work be performed outside of normal working hours to expedite the return of a piece of equipment to operating condition or to minimize disruption to tenants.
Note 5. Preventive maintenance of tenant owned equipment specifically identified on the Tenant Owned Equipment List is included as part of the standard services. Do not include any cost to repair tenant owned equipment identified on the Tenant Owned Equipment List. Repair of tenant owned equipment when ordered by the CO or designee will be priced in accordance with the Additional Services pricing.
SECTION C: DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.2.39 Normal Building Operating Hours “Normal Building Operating Hours” are the hours the building is open for tenant occupancy. (See Section J, Exhibit 5 – 7:00 – 5:00).
C.2.40 Normal Working Hours “Normal working hours” are the hours of building operations under most circumstances when all services shall be provided to all occupants. (See Section J, Exhibit 5 – 7:30 – 5:30).
C.4.2 Initial Deficiency List
The Contractor shall submit an initial deficiency list report in accordance with paragraph C.5.1. to the CO or designee. Any dispute between the Government and the Contractor as to classification of initial deficiency list report items will be resolved under the Disputes Clause in this document. The Contractor’s itemized estimates for correcting each deficiency shall remain in effect for _60_days. Deficiencies discovered after the

submission of the initial deficiency list report will not be considered pre-existing for purposes of this Contract, unless equipment is operational and cannot be secured and inspected. Any piece of equipment or system that cannot be inspected shall be highlighted at the beginning of the deficiency list stating why it cannot be secured and inspected. An estimate of when the Contractor reasonably expects to be able to inspect the piece of equipment shall be provided. When an existing deficiency in an item is corrected, the Contractor shall assume full responsibility for the subsequent repair of the item as covered under the terms of this Contract at no additional cost to the Government.
Nothing in this existing deficiency inspection/initial deficiency list clause shall be construed as diminishing the obligations imposed by this Contract upon the Contractor to operate any deficient item (to the extent operable) or to adjust or maintain any such item.
C.5.3 Transition Phase Startup
The Contractor shall provide within 30 days of transition startup services prior to the Contract start date to assist transitioning between Contractors. The purpose of this phase is to permit a transition that is seamless to the tenants and to assess the condition of the building and incomplete maintenance work at the time of Contractor transition.
C.6. Phase-out Transition Period
When the Contract ends, the Contractor shall cooperate with the incoming Contractor during a phase-out period. For planning purposes, the Contractor shall assume a phase-out period of 30 days.

C.40.2 Non-reimbursable Repairs
A non-reimbursable repair is a repair requiring no more than $2,000. The cost of consumable parts and materials shall not be calculated as part of the Contractor’s repair
