About this file
This document contains an inspection report and cost estimate for the replacement of the San Vicente Creek Bridge #2 located on Bureau of Land Management (BLM) property in Santa Cruz County, California. The bridge is a 40-foot single span structure with a timber deck on a deteriorated steel railcar superstructure and requires immediate replacement due to critical structural deficiencies including advanced corrosion, section loss, and scour around the abutments. The estimated total project cost to demolish the existing bridge and construct a new 45-foot single span pre-stressed concrete box girder bridge is $572,211.75 based on 2015 prices. Work would be performed by the BLM with inspection services provided by the National Operations Center.

Looking Back On Line
General Bridge Description:
San Vicente Creek Bridge 2 is located in the Coast Dairies area. To get to the bridge turn off of Highway 1 onto Davenport Ave. Then take a right onto Old Coast Road and the first left onto San Vicente Creek Road. Take the road east for 0.5 miles to the first locked gate. This represents the start of the BLM road. San Vicente Creek Bridge 1 is located 0.5 miles from the locked gate. After driving over San Vicente Creek Bridge 1, take a left where there is a second locked gate. San Vicente Creek Bridge 2 is located 0.7 miles past the second locked gate at mile post 1.3.
The creek flows from the north to the south. Abutment 1 is located on the east side (left side looking downstream) and Abutment 2 is located on the west side. The superstructure consists of a railcar superstructure with two exterior W16x40 steel girders. The railcar has four varying depth girders that go from a depth of 14-5/8” near the abutments to a depth of 20-3/8” at mid-span. The bridge has a deck consisting of transverse 4x12” timber planks with a tubular steel frame around the perimeter with one cross bracing member at mid-span. The timber deck is not directly attached to the superstructure. The overall deck width is 12’, but there are small timber curb members that limit the road width to 10’. The substructure consists of cast place concrete abutments with a concrete footing.

CRITICAL FINDINGS
Were any Critical Findings identified?: No If Yes, provide detailed explanation:
Now that the bridge has been closed the critical finding from the last inspection has been resolved.
FOLLOW-UP PLAN
If a Critical Finding was identified, what is the recommended Follow-Up Plan?:
STRUCTURE EVALUATION SUMMARY
San Vicente Creek Bridge 2 is in critical condition and required immediate closure. The bridge cannot be rehabilitated considering the scour under Abutment 1 and the advanced corrosion of the railcar superstructure. If the Field Office determines that a bridge is needed in this location, then a new bridge will need to be constructed. The estimated cost of demolishing the existing bridge and constructing a new bridge is $595,300. This includes an allocation of 12% to account for BLM administrative costs, 15% survey and design fees and 2% available for overhead. A breakdown of the cost is included at the end of this report. The full cost estimate is available upon request.
The NOC provides bridge inspection services upon request for bridges under the jurisdiction of the Bureau of Land Management (BLM). The bridge inspections services provided are in compliance with the National Bridge Inspection Standards (NBIS). As a minimum, any BLM owned, public vehicular structures having an overall length of 20 feet or greater should be inspected in accordance with the NBIS. Tunnels, trail bridges, major culverts and other significant structures may be inspected upon request.

CONDITION RATING CODES FOR ITEMS 58 - 62
N NOT APPLICABLE
9 EXCELLENT CONDITION
8 VERY GOOD CONDITION - no problems noted.
7 GOOD CONDITION - some minor problems.
6 SATISFACTORY CONDITION - structural elements show some minor deterioration.
5 FAIR CONDITION - all primary structural elements are sound but may have minor section loss, cracking, spalling, or scour.
4 POOR CONDITION - advanced section loss, deterioration, spalling, or scour.
3 SERIOUS CONDITION - loss of section, deterioration, spalling, or scour have seriously affected primary structural components. Local failures are possible.
Fatigue cracks in steel or shear cracks in concrete may be present.
2 CRITICAL CONDITION - advanced deterioration of primary structural elements.
Fatigue cracks in steel or shear cracks in concrete may be present or scour may have removed substructure support. Unless closely monitored it may be necessary to close the structure until corrective action can be taken.
1 IMMINENT FAILURE CONDITION - major deterioration or section loss present in critical structural components or obvious vertical or horizontal movement affecting structure stability. Structure is closed to traffic but corrective action may return structure to light service.
0 FAILED CONDITION - out of service; beyond corrective action.

58 Deck Condition 6 – Satisfactory
1. DECK SLAB F Notes (w/item reference):
58.1 – Hammer sounding yielded some minor decay in the deck. There is no apparent connection between the deck boards and the superstructure.
58.5 – The curbs are only a few inches tall and would not be able to deflect a tire.

59 Superstructure Condition 2 – Critical
1. BEARING DEVICES P Notes (w/item reference):
59.1 – There is no apparent connection between the steel bearing plate and the concrete stem wall. Bearing seats are covered in soil.
59.2 – Substantial corrosion throughout the superstructure with spots of 100% section loss. G1 and G4 are in fair condition, but these girders are located outside the roadway width so they see little to no load. There are no diaphragms so the girders are assumed to deflect independently with virtually all of the live load being carried by the heavily corroded railcar superstructure.

*Note* - If the Rating Factor (RF) for the HL-93 loading is > 1.00, then the legal loads (3, 3S2, 3-3) do not need to be calculated.
Load Rating Remarks:
The bridge has been closed. No load rating has been performed.
Detailed Notes/Deficiency Descriptions:
The hydraulic clearance between the upstream girder and the thalweg is 11.75 ft.
The best estimate for the construction year of the bridge is 1970. This means that the bridge is at least 45 years old and that the railcar superstructure is likely much older than that. Typically, railcars only become bridges after they have been discarded from the railroad company due to damage or age. Structural integrity of the abandoned steel is questionable.
