DVT Market Survey
MARKET SURVEY ANNOUNCEMENT (April 2022)
FOR
Distance Measuring Equipment (DME), Very High-Frequency Omnidirectional Range (VOR), Tactical Air Navigation (TACAN) (DVT)
Sustainment Program
1. Introduction The Federal Aviation Administration (FAA) is conducting this Market Survey in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1. The FAA is interested in gathering information regarding the capabilities of vendors to meet the Distance Measuring Equipment (DME), Very High-Frequency Omnidirectional Range (VOR), Tactical Air Navigation (TACAN) (DVT) Sustainment Program requirements. The information received will be used as input for the acquisition strategy for the DVT Contract.
The proposed acquisition strategy for the DVT Sustainment contract includes the issuance of a Single Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with the issuance of task orders and delivery orders using Cost Type, Firm Fixed Price, and Time and Material/Labor contract types to perform all requirements.
This Market Survey requests vendors’ input on the information listed in Section 8 below.
2. Purpose
The purposes of this Market Survey are to:
1. Gather information about vendor capabilities to design, manufacture, and supply DME, VOR, and TACAN Transponder systems (the DVT Systems).
2. Gather information about vendor capabilities to install all the DVT systems and configurations as required by FAA.
3. Gather information about vendor capabilities to meet the Functional Development Assurance Level (FDAL)-A requirement for DVT Systems.
4. Seek vendor feedback on the proposed Single Award, IDIQ contract procurement strategy.
5. Seek vendor input and information about potential teaming arrangements the company may include in a future proposal for the DVT Sustainment Contract.
6. Identify where the DME, VOR, TACAN Transponder Systems and components are manufactured In Accordance With (IAW) Clauses 3.6.4-2 – Supplies (January 2022) and 3.6.4-5 Buy America- Steel and Manufactured Products (January 2022).
3. Background The current inventory of DME, VOR, and TACAN systems consists of three generations of equipment. Starting from late 1940s, the United States established the first generation of VOR, when TACAN (VORTAC) and VOR/DMEs were developed. During the mid-1980s, FAA replaced the first-generation electronic cabinets with second-generation solid-state equipment.
However, the associated first-generation of DME systems, VOR systems, and TACAN Antennas

remain unchanged. In the early 1990s, the FAA established the third generation of VOR/DMEs in an effort to fill coverage gaps. DVT systems are installed at Service Delivery Points (SDPs) in shelter facilities that may host other infrastructure components such as power supplies, structures, ancillary equipment, and communications equipment.
4. Description of the Scope The FAA requires a contract for the design, development, qualification, acquisition, and installation of federally owned and operated DVT systems into the NAS per the performance specification of each system. In addition to the associated requirements in the performance specifications FAA-E-37012 for VOR, FAA-E-37016 for DME, and FAA-E-7870 for TACAN Transponder, the contract has a requirement for the DME, VOR, and TACAN Transponder system’s FDAL must be Level A defined in SAE Aerospace Recommended Practice (ARP) 4754A. The estimated timeframe for contract award is 2024 and the target completion of all system testing and qualification will be 2029 or earlier.
Note: The TACAN Antenna is part of the DVT Sustainment Program and will be acquired through a separate acquisition. The compatibility of the TACAN Antenna with the other DVT systems procured on this contract will be the responsibility of the vendor. The TACAN Antenna will be provided as government furnish equipment (GFE) during testing and installations.
5. Nature of Competition This Market Survey will support market research obtained from multiple sources and will be utilized for planning purposes. The FAA intends to review all responses submitted as input to the acquisition strategy. Additionally, the FAA will assess Industry capabilities and ability to mitigate risks to the DVT acquisition. This Market Survey is open to all interested parties.
6. Standard Language
a. This announcement is not a Screening Information Request (SIR) or Request for Proposals (RFPs) of any kind;
b. The FAA is neither seeking nor accepting unsolicited proposals;
c. The FAA will not pay for any information received or costs incurred in preparing the response to the Market Survey;
d. Any cost associated with the Market Survey submittal is solely at the interested vendor’s expense; and

8. Questions and Requests for Market Survey
Below is a series of questions and information requests related to the DVT Sustainment Program.
Interested vendors are requested to submit the following documentation and response to the listed information before the stated deadline:
a. Capability Statement: Provide a description of the company’s capability to provide the required safety documents for DME, VOR, and TACAN systems in accordance with FAA-E-37012 for VOR, FAA-E-37016 for DME, and FAA-E-7870 for TACAN Transponder.
b. Capability Statement: Provide a description of the company’s capability and experience to design, develop, qualify, manufacture, install, and integrate the DVT system(s).
c. Capability Statement: Provide a description of the company’s capability to produce any system(s) to meet the FDAL-A requirements in accordance with SAE ARP4754A, Aerospace Recommended Practice: Guidelines for Development of Civil Aircraft and Systems. Describe any relevant experience with FDAL-A requirements.
d. Capability Statement: The FAA encourages teaming relationships among small and large businesses. Describe any potential teaming arrangements to accomplish the DVT systems requirements. Describe how DVT assets, including design documentation, software code, development and test equipment, logistics, and training materials, would transition to FAA ownership if required. What subcontractor arrangements for Intellectual Property (IP) and Data rights would be established for the long-term maintenance of the DVT Systems? If no IP or Data Rights agreements are in place, how long after the contract award would it take to establish such agreements?
