CQ# QUESTION OPR RESPONSE
1 Nowhere in the cost model is there a mention of profit. Are the labor rates, material costs, and other items we are supposed to fill in expected to include fully burdened rates? Because of the later G&A calculations and labor overhead tabs included in certain sheets of the workbook it is somewhat confusing whether we should break out our expected profit or include it in the earlier lines.
Also, is there an expectation for what contractors should operate on in terms of overall percentage of profit that is fair and reasonable?
1. On the Tabs labeled CLIN 0001 and 0003, line 70 of the cost model includes a cell for “Fixed Fee.” This is the proposed profit for these CLINs.
2. The later CLINs are all firm fixed price. It is expected for the offeror to incorporate any fee and overhead into the total labor cost (you would incorporate any material overhead into the material cost). The reason why G&A is broken out in the proposal is to have insight into that factor for cost estimating change orders.
3. The Government does not provide any expectations of a fair and reasonable profit. Those determinations are made during the evaluation.
4. Please keep in mind the amount proposed on CLIN 0003 is a Not to Exceed.
2 Can you please let me know if the entire past performance section is due 5/18/2017 or just the questionnaires?
The entire Past Performance Volume must be submitted to the Contracting Officer by 18 May 2017.
