Pavements Maintenance and Repair IDIQ Additional Information Posting #3 May 13, 2009 The following 3 Questions and Answers are provided:
Q1. Some contractors have asked about proposing material alternates, specifically for price schedule items II-01 and IV-10. What will be allowed?
A1. Contractors are allowed to propose alternate materials they believe to be greater or equal to what is specified. Contractors must identify and fully describe any suggested alternate materials in their proposal. To be considered by the Government:
a. Alternate material identification must include reference to the relevant Technical Specification (by section number, paragraph, and page) and the Price Schedule (line item).
b. Full description must include details such as product composition, dimensions, and tolerances. Contractors must state how the alternate material is more advantageous to the Government than the material in the Technical Specification.
Any proposal which includes an alternate material that is not identified or fully described may be considered non-responsive and not subject to contract award. The government reserves the right to approve or disapprove alternates.
Q2. Why does the formal solicitation not have more detail, especially with respect to full depth patching and items within incidental construction?
A2. Certain variable details specific to individual projects will be identified in each respective delivery order after contract award.
For project ULDF 090007, Newport Access Road, the contractor is to assume that the following thicknesses apply:
Pavement: Two inches
Base Course: Six Inches
Sub-Base: Six Inches
Q3. After the Government receives proposals, what is meant by “clarifications and award without discussions?”
A3. Clarifications are limited exchanges, between the Government and offerors, that may occur when award without discussions is contemplated.
If award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of proposals (e.g., the relevance of an offeror’s past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond) or to resolve minor or clerical errors.
The Government intends to evaluate proposals and make award without discussions.
