KDAM ATARS Follow-Up Q&A
Question: Referenced PWS Para 1.2, “The Contractor shall incur all costs associated with Contractor Travel (transportation tickets, per diem, rental car, hotel, etc.) required to accomplish requirements of this contract.” Is the intent for the contractor to bid all travel to all government required activities in the FFP CLINs?
Answer: The Government will not reimburse the contractor for any travel required to execute the requirements of the contract. The only travel that will be reimbursed is Government-directed travel outside the requirements of the contract.
Question: Reference PWS Para 2(j), “The Contractor shall coordinate, collaborate, and co-operate with other Contractors as required to accomplish all requirements of this contract,” and PWS Para 2(i), “All CLS for CV-22 provided on another contract.” Given that a majority of the CLS will be conducted by a separate contractor, how will the availability rate be governed for the VTRAT (Attachment 7 is currently grayed out and showing N/A)?
Answer: Availability rate for VTRAT is not calculated or monitored for purposes of this contract.
Reference PWS Para 4.4, “(a) The Contractor shall operate the Live Fire Trainer(s) to include transporting it to and from local designated firing ranges on Kirtland, AFB, NM. The Government will transport Government personnel. (b) The Contractor shall attend range meetings to schedule range time. (c) The Contractor shall comply with AFI 21-201, AFI 91-202, AFMAN 91-201 and KAFBI 91-203.”
Question: What is the Frequency of this event per year?
Answer: Live-Fire trainer requirements are governed by the individual course syllabi.
Question: Are travel costs to be covered by the contractor?
Answer: Live-Fire training is conducted at Kirtland AFB. Yes, within the Firm Fixed Price.
Question: What are the qualifications for this position?
Answer: Requirements will be posted with the final RFP.
Question: Reference PWS Para 2(a), “CLS is defined as providing an integrated enterprise approach to performance based support, which includes providing consumables/supplies/spares, sustainment, support, maintenance … etc.” Will there be a cost reimbursable CLIN to fund consumables, spares, materials, services, shipping, etc.?
Answer: No, all costs shall be included in the FFP for the CLS CLIN Series.
Question: Reference Section L.IV.2.k (pg. 11), Past Performance Questionnaire (PPQ): “Submit information in accordance with Section J, Attachment 09, Past Performance Questionnaire, on submitted relevant contracts. The Offeror shall send PPQs directly to the points of contact for the relevant past performance efforts identified. Respondents shall be instructed, all PPQ responses shall be returned directly to the Government CO by e-mail, jon.snyder.2@us.af.mil<mailto:jon.snyder.2@us.af.mil>. Offerors shall provide a listing of the individuals to whom the questionnaires were sent with contact information (name, phone, email, etc.) and include within tab 4 of this volume. This is needed in case the Government has to follow-up with any POCs for questionnaires not received. This listing is excluded from the volume page count.” Can current CPARS substitute for this PPQ requirement?
Answer: No.
Reference Section L.IV.2.m (pg. 11), “Terminated Contracts: In addition to the content provided in the PPI tool on FBO, offerors shall furnish the following information for all contracts fully or partially terminated (either for default or for convenience) within the last five calendar years.”
Question: Is this required for every company represented in the JV?
Answer: Terminated contract information must be provided for every company for which past performance information is submitted.
Question: For every subcontractor also?
Answer: Yes, see answer above.
Question: Does this count toward page limits?
Answer: Yes.
Question: Reference Section L.IV.1.b.(4).Subfactor 1.b), “The contractor is required to propose an approach and experience in transitioning similar contracts in 90 days with variations to include 60 and 30 days. To show the detail required on a transition plan/schedule for four sites at 10-point font, it will take many 11x16 foldout pages, each (according to III.4.c) counting as two pages toward the 50 maximum pages.” To permit the inclusion of the detail required for technical evaluation of a comprehensive transition plan, would the Government consider not counting the transition plan foldouts in the page limit or increasing the page limit to 60 pages?
Answer: Section L will be changed to reflect a 60-page limit for Subfactor #1.
Reference Section M.II.1Factor 2.d.(1), “The Government will evaluate the quality and extent of an offeror’s recent performance deemed relevant to the requirements of this solicitation. A more recent and a more relevant performance will have greater impact on the Performance Confidence Assessment than a less recent or a less relevant effort.” This appears to provide an unfair advantage to a competitor simply because they are on a current contract, while another company’s very relevant contract only ended 6-12 months previously.
Government Comment: There is no unfair advantage nor does the Government have any requirement or expectation for past performance on the ATARS program.
Question: Where does the Government draw the recency line for competitors?
Answer: See Section M.
Question: Is a contract that is one month more recent more valuable?
Answer: See Section M.
Question: Would the Government consider removing the recency requirement and all contracts that are within the five year window but considered equally?
Answer: No
Industry Day Follow-up Question and Answer
Question: PWS para, 8.4.1 a) states “The Contractor shall support and maintain the current distributed network connectivity, with a combination of T1 and DS3 lines along with the associated equipment required for encryption and dissemination.” Does the government have any other requirements to state? This technology is being phased out.
Answer: This is our requirement at the present time. If the requirement changes at a later date an ECP will be issued.
