STATEMENT OF OBJECTIVES (SOO)

FOR

Kirtland, Davis-Monthan, Andrews, Moody (KDAM) Aircrew Training And Rehearsal Support (ATARS) Request For Proposal (RFP)

UH-1N Weapons System Trainer (WST) And Operational Flight Trainer

(OFT)

Helicopter Terrain Awareness Warning System (HTAWS)

AND

Traffic Collision Avoidance Device (TCAD) Concurrency Modification

1. PURPOSE

This SOO defines the Government’s top-level requirements for modifying the UH-1N Weapon System Trainer (WST) and UH-1N Operational Flight Trainer (OFT), both located at Kirtland AFB, New Mexico. The Helicopter Terrain Awareness Warning System (HTAWS) and Traffic Collision Avoidance Device (TCAD) are upgrades to the avionics of the UH-1N weapon system that significantly reduce the risk of controlled flight into terrain and mid-air collisions amidst adverse weather. This SOO requires the Offeror to modify the WST and OFT to ensure functional concurrency with the upgraded UH-1N operational weapon system avionics and to ensure the WST and OFT meet concurrent training requirements.

2. PROPOSAL CONTENT

The baseline requirements of the entire KDAM ATARS program are addressed in Section J, Attachment 01- Performance Work Statement (PWS). The concurrency modification requirements delineated in this SOO are a subset of the PWS requirements. The Government requests the Offeror submit a proposal in response to this UH-1N WST and OFT HTAWS/TCAD Concurrency Modification SOO. In addition, the Offeror shall include in the SOW, all topics identified in PWS Section 11 except subparagraphs: 11a) ii, v, ix (except the Offeror shall include the identification of required spares in the SOW as listed in subparagraph ix), xiii, xiv, xv, and 11d) ii, iii. The Offeror shall include within the concurrency modification SOW only the Contract Data Requirements List (CDRL) items listed in the Section J, Attachment 06 - Exhibit C. Deliverables shall be submitted in accordance with the 1423s upon award of this contract modification.

3. STATEMENT OF OBJECTIVES

3.1 Overall Objective

The overall objective of this effort is to modify the UH-1N WST and UH-1N OFT at Kirtland AFB, NM to maintain concurrency with the HTAWS/TCAD modified UH-1N aircraft weapon system to achieve concurrent training. The WST and OFT modifications shall provide updated training capabilities reflecting UH-1N crew station instrumentation and the UH-1N weapon system HTAWS/TCAD avionics performance of aircraft tail number 69-6669.

The objective is to modify the UH-1N WST and UH-1N OFT to present to the aircrew the weather, terrain, obstruction, and air traffic information commanded by the Instructor Operating System (IOS) and host computers from existing databases. All functionality shall be simulated to provide the capability and performance of the UH-1N HTAWS/TCAD operational system necessary for training.

3.2 Objective of the OFT & WST Modifications

In the UH-1N WST and OFT at Kirtland, the Offeror shall emulate the operational weapon system’s HTAWS and TCAD avionics. The Offeror shall upgrade the UH-1N WST and OFT to provide the functionality, performance, latencies, instrumentation, information, display formats, fidelity, and operational procedures resident in the upgraded UH-1N operational weapon system to meet UH-1N WST and OFT training requirements. Modifications made to the OFT and WST shall not degrade the pre-modification performance of the current WST and OFT.

The following Exhibits provide background, requirements, descriptions, and detailed design information on the HTAWS/TCAD modifications made to the actual UH-1N operational weapon system:

• Section J, Attachment 06 - Exhibit A - Description of HTAWS/TCAD Modifications To UH-1N Weapon Systems,

• Section J, Attachment 06 - Exhibit B - HTAWS/TCAD UH-1N Helicopter Critical Design Review (CDR)

3.3 Engineering Objectives

3.3.1 Scope

To meet the objectives stated in Sections 3.1 and 3.2 above, the Offeror shall perform all tasks required to procure, modify, install, integrate, test, validate and document the hardware, firmware, and software modifications to the baseline WST and OFT. The Offeror shall identify the impacts of the modifications to the current WST and OFT baselines that will be provided in the technical data package after contract award and is available for review at Kirtland AFB. The Offeror shall deliver an updated Systems Specification for the OFT only.

The proposed solution shall encompass:

• All hardware, spares, software, firmware, documentation associated with the modification, and courseware changes

• Interfaces with: weather models, world-wide terrain/obstruction databases, and UH-1N mission scenarios

• Removal and disposition of eliminated hardware, firmware, and spares

• Archival of software, databases, and documentation

When beneficial to the overall training solution and the life cycle costs of the systems, it is recommended that the Offeror reuse hardware and software that are common with other Kirtland AFB training devices to the maximum extent practical.

The Offeror shall be responsible for the acquisition of source design criteria necessary to meet the requirements of this SOO.

3.3.2 Weather

The Offeror shall modify the UH-1N WST and OFT to simulate the XM weather information provided in the UH-1N weapon system while correlating to all the existing weather scenarios commanded by the Instructor Operating System (IOS) and host computers. All visuals and motion cues shall be retained as already established and correlated on the training systems. All weather aural cues from the XM weather capability shall be replicated per the aircraft in relation to the established weather patterns and environments commanded by the training systems and shall be correlated and accurate with the indications of the weather environment. The baseline visual and motion systems shall not be modified under this concurrency modification. The baseline weather models are part of the technical data package that will be provided after contract award and is available for review at Kirtland AFB. The bidder’s library also contains the Instructor Utilization Handbook for review.

3.3.3 Terrain, Obstruction and Air Traffic Database

The Offeror shall modify the UH-1N WST and OFT to perform the HTAWS/TCAD functions by interfacing with and utilizing the baseline Southwest USA (SWUSA) terrain, obstruction, and air traffic database. At a minimum, ten HTAWS/TCAD system malfunctions shall be added to in the current design implementation of the IOS. The Offeror shall ensure the existing IOS capability to command specific missions, scenarios, terrain areas, model control and environments in which the simulations must operate will remain intact. To provide realistic scenarios, the model control from the IOS shall have at a minimum a manual controlled and ten automated air traffic intercepts and engagements with single and multiple varied model entities surrounding the ownship for collision avoidance. All scenarios will be visually represented on the existing MapVu and VitalVu at the IOS for instructor situational awareness. Information on the terrain, obstruction and air traffic databases are included in the technical data package that will be provided after contract award and is available for review at Kirtland AFB.

3.3.4 Requirements Traceability

Per PWS paragraph 11a) xvi, the Offeror shall ensure requirements traceability by developing the Requirements Trace Verification Matrix (RTVM) to reflect the modification made to the WST and OFT. The RTVM shall be presented at all reviews and approved by the Government prior to acceptance testing.

3.3.5 Testing Objectives

The Offeror’s approach to verification, validation, and Government acceptance testing shall meet the requirements specified in the PWS paragraphs 11.2 and 11.3. Quality conformance shall be IAW PWS paragraph 1.17.

3.4 Logistics Objectives

Based on reliability and obsolescence analyses, the Offeror shall prepare an updated training system spare list which identifies changes to the current spares list. Changes to the spares list shall include both additions to the list and deletions from the list. As part of the execution of this modification, the Offeror is responsible for procuring and delivering all spares.

3.5 Concurrency Modification Deliverables

The KDAM deliverables required under the awarded concurrency modification are listed in Section J, Attachment 06 - Exhibit C - Concurrency Modification CDRLs.
