APPENDIX G
FOR
RIDER-REACH VEHICLES
AT

1. SCOPE
This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for two rider-reach vehicles, one each in Buildings 216 and 1518 at Shaw Air Force Base (AFB), South Carolina. The work shall be completed in accordance with this appendix, the cover PD, and Air Force (AF) Drawings TSH804-02 and -04. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.
2. APPLICABLE DOCUMENTS
Applicable documents shall be in accordance with Section 2 of the Cover PD.
3. REQUIREMENTS
3.1. SYSTEM DESCRIPTION
The rider-reach vehicle system should be installed according to TSH804-02, -04, and -06 and interface with the pallet rack specified in Appendix A, cantilever rack specified in Appendix F, and collapsible storage containers specified in the cover PD.
The vehicle system shall consist of the following components:
a. Three vehicles
b. Three batteries
c. Three battery chargers
d. Conduit, wiring, mechanical fasteners and all other items required to install an operational system.
3.2. CHARACTERISTICS
3.2.1. CAPACITY
Each truck, with a 24-inch load center, shall have a capacity of 3,000 pounds to a lift height of 14 feet.
3.2.2. RATE OF TRAVEL
Each truck shall operate at continuously variable speeds in both the forward and reverse directions. It shall have a nominal travel speed of 5 to 6 miles-per-hour (mph).

3.2.3. PLUGGING
Each truck shall be capable of "plugging", whereby the operator can slow or stop the truck by reverse movement of the speed control.
3.2.4. LIFTING/LOWERING
There shall be no pulsating or jerky movement of the fork carriage when being raised or lowered at any speed. The hydraulic control system shall be damped, metered, or automatically regulated to reduce shock and prevent instability of the truck when the maximum capacity load is raised or lowered at maximum speed and then stopped suddenly.
3.2.5. STEERING
Power steering shall be provided. Steering shall be accomplished by a hand operated steering crank or a round steering wheel equipped with a steering knob for convenient operation.
3.2.6. REACH MECHANISM
A pantograph type, hydraulic controlled reach mechanism shall be provided to extend the forks a minimum of 22.75 inches from the fully retracted position with a load of 3,000 pounds. In the fully extended position, the bend in the forks shall extend beyond the truck outriggers. The reach mechanism shall be capable of operating at all lifting heights with up to the rated capacity load.
3.2.7. FORK CARRIAGE
The fork carriage shall be equipped with a hydraulic controlled tilt mechanism, hydraulic controlled sideshift mechanism, and a load backrest. Tilt and sideshift mechanisms shall be designed to operate in all reach positions and at all lifting heights, with up to the rated capacity load.
3.2.7.1. TILT MECHANISM
A hydraulic controlled tilt mechanism shall be provided. The tilt mechanism shall be capable of a minimum 2 degree forward and 4 degree rearward tilt.

3.2.7.2. SIDESHIFT MECHANISM
A hydraulic controlled sideshift mechanism shall be provided.
Sideshift mechanism shall be capable of positioning the fork carriage two inches to either the right or left of the center position. Total sideshift travel shall be 4 inches.
3.2.7.3. LOAD BACKREST
The fork carriage shall be equipped with a load backrest. Load backrest shall be fabricated of steel and shall be a minimum 36 inches high.
3.2.7.4. FORK TINES
Forks shall be minimum 4 inches wide by 36 inches long, forged steel. Fork spacing shall be adjustable.
3.2.8. WHEELS
Wheels shall clear the truck structure by at least 1/4-inch under all conditions of operation. All tires shall be non-marking, solid polyurethane or non-marking, solid rubber molded onto a steel band pressed onto flat-faced wheels.
3.2.9. OPERATOR'S COMPARTMENT
The flooring shall have a nonskid, low-fatigue surface. The operator's compartment and controls shall be arranged so that no part of the operator's body shall extend beyond the outside plane of the truck during normal operation.
3.2.9.1. OVERHEAD GUARD
The operator's compartment shall be protected by a steel overhead guard which meets the requirements of ANSI B56.1A.
3.2.9.2. DEADMAN BRAKE
The operator shall depress the deadman pedal before any truck activity can be initiated. The brake pedal, when depressed to fully release the brake, shall be in a horizontal position and flush with the floor of the operator's platform.

An electrically operated hour meter shall be provided to register cumulatively the duration of truck activity.
3.2.9.4. BATTERY DISCHARGE INDICATOR
A battery discharge indicator shall be installed to sense an 80 percent discharge condition of the battery. The device shall inhibit lift capabilities when an 80 percent discharge condition exists.
3.2.9.5. KEY SWITCH
A key switch shall be provided to energize and deenergize the truck electrical circuits.
3.2.9.6. HORN
The truck shall be equipped with a push button electric horn.
3.3. ELECTRICAL CHARACTERISTICS
3.3.1. POWER SOURCE
The Contractor shall furnish and install all necessary wiring and equipment for power distribution to the battery charger from an existing electrical junction box.
3.3.4. BATTERY SYSTEM
When a discharged battery must be charged, the truck shall be positioned adjacent to the battery charger and the charging cables attached to the battery. The battery and charging equipment shall be a minimum 24 volt system.
3.3.4.1. BATTERY
Each truck shall be supplied with a lead-acid battery, rated at a minimum of 24 volts. It shall have a minimum ampere hour capacity for a continuous full eight hours of operation without recharging or replacement.
3.3.4.2. BATTERY CHARGER/CHARGER STAND
Two battery chargers on a charger stand shall be furnished with the system, one installed as shown on TSH804-02 and the other installed as shown on TSH804-04. Each charger shall supply a charge to the battery capable of powering the truck for eight
Shaw AFB, SC - App G – Page 5 hours of continuous operation. Each charger shall reduce to a trickle charge once the battery is fully charged. Each charger shall be equipped with automatic means to prevent overcharging of a partially or fully charged battery. Each charger supply voltage will be 220 volt, 3 phase, 60 hertz.
3.3.4.3. BATTERY CONNECTORS
Each truck shall be equipped with connectors to connect the battery to the truck circuit and to the battery charger.
Connector halves shall be color coded, labeled or marked to clearly indicate polarity. Connector halves shall be constructed to permit only proper connection of polarities.
4. QUALITY ASSURANCE PROVISIONS
4.1. INSPECTIONS
The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the Cover PD. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.
4.2. TESTS
The following tests shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

1. 3.2.1. Each truck shall be tested for four hours as registered on the hour meter. It shall have a fully charged battery before testing begins.
The Contractor shall operate the truck using Government-furnished test loads of 3,000 pounds. The loads will be placed and removed from the raised slab at the pallet gate. If the truck cannot lift the load at least 14 feet off the ground, it fails the test.
2. 3.2.9.2. An operator shall attempt to move the truck while not standing on the deadman brake. If the truck moves, it fails the test.
