1. SCOPE
This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for modular cabinets and a modular cabinet mini-mezzanine system for Buildings 216 and 1604 at Shaw AFB, South Carolina. The work shall be completed in accordance with this appendix, the Cover Purchase Description (PD), and Air Force (AF) Drawings TSH804-02 and -06. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.
2. APPLICABLE DOCUMENTS
Applicable documents shall be in accordance with Section 2 of the Cover PD.
3. REQUIREMENTS
3.1. SYSTEM DESCRIPTION
The modular cabinet system as well as the modular cabinet mini-mezzanine shelving system will be used to store small sized items in such a manner as to permit placement and removal of any individual item.
3.2. CHARACTERISTICS
3.2.1. MODULAR CABINETS
A modular cabinet is defined as a unitary set of drawers/shelves and the housing or cabinet used to support the drawers/shelves.
Individual drawers shall be compartmentalized to provide separation between different parts. The modular cabinet storage systems shall be located and configured as shown on AF Drawings TSH804-02 and -06. The system shall be modular in construction for easy dismantling and re-assembly.
3.2.1.1. MODULAR CABINET
Three different cabinet configuration types, shown as Type “MC1”, Type “MC2”, and Type “MC3” on AF Drawings TSH804-02 and - 06, shall be provided for this system. Each cabinet shall have outside dimensions as specified in Table 1.

The modular cabinet shall have drawers configured as specified in Table 2.
3.2.1.2. CABINET HOUSING LOAD CAPACITY
Each cabinet housing shall be capable of supporting a minimum static load of 10,000 pounds.
3.2.1.3. PALLET BASE
Each modular cabinet shall be provided with a built-in pallet base. The pallet base shall be an integral part of the modular cabinet. The pallet base shall have a height of 2.5 +/- 0.5 inches.
3.2.1.4. BASE ENCLOSURE
Each modular cabinet shall have removable base enclosure plates to cover the front and rear of the pallet base.
3.2.1.5. DRAWERS
3.2.1.5.1. DRAWER LOAD CAPACITY
Each drawer shall have a minimum capacity of 400 pounds. When fully loaded with 400 pounds, all drawers shall be capable of being opened and closed without jamming or twisting of the carriage. When fully loaded, an open drawer shall not exhibit deflection greater than 0.62 inch from its closed position, when measured from the floor to the middle of the front of the drawer.
3.2.1.5.2. DRAWER DIMENSIONS
For Type “MC1”, “MC2”, and “MC3” cabinet configurations, the inside drawer dimensions shall be 25 inches +/- 1 inch for both width and depth. The height of the sides and back wall of the
Shaw AFB, SC - App E - Page 3 drawer shall not be less than 48 percent of the drawer front height.
3.2.1.5.3. DRAWER PUSH-PULL FORCES
The forces required to move a drawer, loaded to the maximum capacity of 400 pounds per drawer, shall not exceed 25 pounds to start outward, 45 pounds to start inward, and 40 pounds to continue moving.
3.2.1.5.4. DRAWER DIVIDER STRIPS
Divider strips shall be provided around the four inside walls of each drawer. The divider strips shall be factory installed, and an integral part of the drawer. The divider strips shall provide for spacing of partitions and crosswise dividers in a range of 0.50 inch to 1 inch intervals.
3.2.1.5.5. PARTITIONS
Partitions shall be defined as drawer dividers which run from front-to-back of each drawer. All partitions shall be made of steel. Partitions shall have slot spacing to match the drawer divider strips for placement of crosswise dividers. Each partition shall be anchored with a minimum of two bolts and nuts or two self-tapping metal screws to the bottom of the drawer to keep the partition flush against the bottom of the drawer. The height of the partitions and crosswise dividers shall be no less than 75% of the height of the drawer body. All partitions shall be installed across the depth of each drawer.
3.2.1.5.6. CROSSWISE DIVIDERS
Crosswise dividers shall be defined as dividers placed between adjacent partitions or between a drawer divider strip and a partition. All crosswise dividers shall be made of steel or aluminum. Crosswise dividers shall be easily removable and interchangeable with other crosswise dividers of the same size.
All crosswise dividers shall be installed across the width of each compartment.
3.2.1.5.7. DRAWER PULL LABEL HOLDING SYSTEM
Each drawer pull shall be aluminum and shall have a label holding system. The label holding system shall be at least 20 inches long and shall be designed to accept a label at least one inch high. The label holding system shall have a clear plastic shield covering a paper label with plastic or aluminum end caps
Shaw AFB, SC - App E - Page 4 that provide an enclosed label system. The contractor shall provide two spare label end caps per cabinet. There shall be no sharp protrusions on any part of the drawer pull label holding system.
3.2.1.5.8. DRAWER STOPS
Each drawer shall be equipped with drawer stops to prevent over-travel of the drawer when fully extended. These safety stops shall prevent the drawer from being removed unless released by the operator.
3.2.1.5.9. CARRIAGES AND BRACKETS
The cabinets shall include carriages (defined as rolling intermediate members which permit 100 percent extension of the drawer interior) and minimum 10 gauge steel brackets or side channels (defined as those members fixed to the sides of the cabinets). Carriages shall operate on precision ball and/or roller bearings. All carriages and brackets shall be the same for all drawers and completely interchangeable to preclude any possibility of an unsafe mix-up of lightweight brackets and carriages with heavily loaded drawers.
3.2.1.6. DRAWER CONFIGURATION
The modular cabinet configuration shall be as indicated in Table
1. Each drawer shall be compartmentalized such that the assigned numbers of compartments are provided as shown in Table
1. The compartments within a single drawer shall be approximately equal in size.

Open Shelving Unit 1 shelves per unit providing two shelving locations (bottom of cabinet and the 1 shelf). Shelf spacing shall provide approximately equal storage areas.
3.2.2. MINI-MEZZANINE CONFIGURATION
The Contractor shall configure cabinet Types “MC1”, “MC2”, and “MC3” into a mini-mezzanine system as shown on AF Drawing TSH804-02. The mini-mezzanine configuration is obtained by stacked modular cabinets so with the upper levels accessible via a stairway. The top surface of the lower level modular cabinets becomes the walkway to access the upper level cabinets. Safety for personnel walking on top of the cabinets is provided by handrails and rubber mats. There shall be no stacked cabinets at the stairs.
3.2.2.1. STAIRWAY
Stairways shall be made of rigid steel and shall support a 250-pound person without any component exhibiting elastic deflection greater than 0.12 inch or permanent deformation. Stair treads shall have a non-skid surface. Stairways shall be designed and constructed in accordance with IBC. Stairway systems shall be painted safety yellow.
3.2.2.2. HANDRAIL
Handrails shall be provided to completely enclose the top walkways and stairways providing fall protection at all hazardous walking elevations. The railing shall consist of a top rail, mid- rail, kick plate, and support posts. Handrails shall be a minimum of 1.25 inches in diameter and shall be 42 inches +/- 2 inches above the walkway. The distance between handrail support posts shall be maximum 60 inches. Handrails, mid-rails, and kick plates shall have a support post at both ends and shall not be cantilevered beyond the support posts.
Handrails shall be a closed shape such as a round or square.
Handrails shall withstand a minimum load of 200 pounds applied in any direction on the top rail without permanent deformation or damage. Fall protection shall be securely fastened to prevent movement of the top rail. Kick plates shall extend a minimum of 4 inches above the walkway. Fall protection shall conform to OSHA 1910. Handrails shall be painted safety yellow.

3.2.2.3. RUBBER MAT
A non-skid rubber mat shall be provided for all walkways on top of a modular cabinet. The mat shall be provided in as few pieces as practical to reduce the number of joints that are trip hazards.
3.2.2.4. ASSEMBLY
The Contractor shall assemble all cabinets including: leveling cabinets, installing base enclosures, installing drawers in cabinets, installing compartmentalization (partitions and crosswise dividers), installing shelves, installing stairs, installing handrails, and installing rubber mats. The mini-mezzanine system shall be designed to be a rigid freestanding structure and shall not be connected to any existing building structure. The Contractor shall provide and install all necessary hardware to configure the modular cabinets as a mini-mezzanine. Each upper level cabinet shall be bolted to the top of the cabinet underneath it. All back-to-back modular cabinets shall be bolted together.
3.2.2.5. ALIGNMENT
After assembly, the storage units shall be capable of maintaining the same position in all loaded conditions.
Alignment of each row of storage units shall be in two directions: down the row of storage units, maintaining the proper aisle width between adjacent rows of storage units; and vertically for each drawer/shelf cabinet face.
3.2.2.5.1. STORAGE UNIT VERTICAL ALIGNMENT
Each storage unit face shall be plumb to within 0.12 inch from the floor to the top of the unit.
4. QUALITY CONFORMANCE
4.1. INSPECTIONS
The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the Cover Purchase Description. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.

The following tests shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

1. 3.2.1.5.1. A minimum of five cabinet drawers picked at random shall be loaded with 400 pounds. While the drawer is closed, the height to the top of the drawer from the floor shall be measured and recorded. The loaded drawer shall be opened and left for a minimum of four continuous hours. The height of the top of the drawer front shall be recorded while the drawer is fully open. If an open drawer sags more than 0.62-inch when compared to its closed position, the system shall fail the test.
2. 3.2.1.5.3. A minimum of five cabinet drawers picked at random shall be loaded with 400 pounds. This test may be conducted in conjunction with test number one. The amount of force to pull and push the loaded drawer shall be measured with a digital force gauge. If the drawer requires more than 25 pounds to start outward the system shall fail the test. If the drawer requires more than 45 pounds to start inward or more than 40 pounds to continue moving inward, the system shall fail the test.
3. 3.2.1.5.9. Ensure that all drawer interior compartments extend 100 percent out of the housing exposing all contents to reach and visibility. If the drawers do not allow for 100 percent extension, the system shall fail the test.
4.3. CERTIFICATIONS
The Contractor shall provide certification that the following requirements have been met in accordance with the Contract Data Requirements List.
