MMHS Shaw AFB Question Set 3

Q1. The embedded railing in BLDG 1604 will require new concrete to fix the flooring. Will the base be able to store the items that are currently kept on the mobile aisle in another location for an extended period of time during the equipment removal and pouring of new concrete?

A1. The base will ensure the mobile aisle area is clear to allow for removal of the existing equipment, repair of the concrete, and installation of the new equipment.

Q2. Is there is a plan to do this in phases, or will all of the material cleared in all three buildings when we arrive to do the removal?

A2. Part of the materials stored in 1604 are planned to move to Building 216. As such, the current plan is to start in Building 216 followed by 1518 and finish in Building 1604. While 1518 is being worked, materials shall be moved from 1604 to 216 to allow for a continuous installation of the entire project.

Q3. There are four existing VLMs in Building 1604. The three that are identified for removal are the Hanel Lean Lifts, which are currently fully operational. The one that is identified to remain is a Remstar Shuttle, which is completely emptied, and no longer works. Please verify if this is mistakenly switched?

It does not seem to make sense to tear out three good machines and keep one that is dead.

A3. The VLM shown to remain was identified incorrectly. AF Drawing TSH803-06 will be updated to reflect the correct VLM unit to remain.

Q4. There is one existing Megastar Vertical Carousel, storing Gas Masks in the warehouse space in Building 1518. It is not shown on drawing TSH804-03 in the existing layout. Is this machine to be included in the tearout scope of work? I have attached a photo.

A4. The Vertical Carousel in Building 1518 is outside the scope of this contract and will remain in place as it currently is.

Q5. Will a grocery shopping cart meet the requirement for 3.1.18, Convienience Carts?

A5. Contractors are required to develop an approach to the AF requirement described by the RFP. We can only clarify the specifications; however, grocery carts that meet the specifications within the Cover PD will be deemed acceptable. An example of an acceptable unit is as follows:

MMHS Shaw AFB Question Set 3 Q6. Can you ask the engineer to mark where the closest electrical panel is for the vehicle chargers in each building?

A6. AF Drawing TSH803-06 already shows the location of the electrical panel. The electrical panel for - 02 has been included on an updated drawing while the panel for -04 is located adjacent to the charger in the same room.

Q7. Could you please clarify what CLIN #0001 Design Complete means?

A7. Design Complete is described by the CLIN description. The description references Cover PD paragraphs with design requirements. This CLIN is typically satisfied when the design drawings provided by the contractor have been reviewed and accepted by the Air Force.

Q8. Regarding the processing counter, the drawing shows nothing but 5 slabs of material; countertop, modesty panel, 3 support legs. The drawing looks flimsy and with no more specification guidance than is given in the Cover Purchase Description (Page 6) "flimsy" could well be the default. Is there no provision for drawers for supplies, controlled item storage, etc? I know all of your designers have put workstations in jobs and the same could be done with this item and you would have a much better, more efficient, longer-lived piece of equipment for just a bit more investment.

Attached are two pages with suggestions for configuration of a processing counter using a cabinet 37" tall that could be placed at each outboard end and in the middle of countertop (which would almost surely be fabricated in two parts in any event) that would provide a processing counter height of 38.75". The second page shows how a pair of modesty panels could be added to achieve the intended purpose and alternatively the outboard ends of the counter could have bench legs which would minimize the costof the change while still giving the middle area of the counter robust support. In any event the counter would likely more than what is specified, but the end result will be better, stronger, more versatile and longer lived than what you could get from the specification as it is now written.

A8. Contractors are required to develop an approach to the AF requirement described by the RFP. We can only clarify the specifications. No drawers or cabinets are required as other government furnished equipment shall exist in the area and shall meet storage needs.
