FLIGHT LINE TOW TRACTOR

QUESTIONS AND ANSWERS

MARCH 12, 2009

Question: The CID provided with the solicitation calls for EMI testing to CS114, CS115, and CS116 for Air Force ground equipment. Is the requirement for test CS114, CS115, and CS116 accurate?

Answer: The requirement for CS114, CS115, and CS116 is due to the J560b connector for the trailer towing and is a valid requirement.

Question: Paragraph 4.3, Verification, of the CID states that prior to delivery of the first tow tractor of each configuration (two-wheel drive and four-wheel drive), the contractor shall demonstrate or test at his facility, each requirement of the CID or reference documents.

CLIN 0001 is only for a 4X2 pre-production unit and I do not see a CLIN for a 4X4 pre-production unit. Is it the Government’s intention to only do a pre-production unit for the 4X2 units and just test the first 4X4 production unit?

Answer: It is the Government’s intention to test and inspect a pre-production unit for the 4X2 unit only. Because this does conflict with the CID in that the CID asks for each configuration (two-wheel and four-wheel) to be demonstrated or tested, Amendment 0002 will be issued to incorporate CID Continuation Sheet dated 10 March 2009 which requires testing and demonstration of either the two-wheel unit or the four-wheel unit.

Question: Reference paragraph 2.16, Lighting, of the CID: The last sentence states “The spotlight shall be installed in the driver’s door to windshield pillar, and steerable from the driver’s position, inside the cab.”

Does this mean that the Government wants the driver to be able to operate the light from the inside of the cab remotely or is it the Government’s intent for the driver to extend his hand outside the window to adjust the spotlight manually?

Answer: As stated in the CID, the driver should be able to operate the light remotely from inside of the cab.
