FLIGHT LINE TOW TRACTOR

QUESTIONS AND ANSWERS

MARCH 4, 2009

Question: Would you provide me a definition of the requirements of a commercial chassis?

Answer: Per paragraph 2.14, Chassis modifications, of the CID continuation sheet dated 20 Feb 2009, the commercial truck chassis is also known as a chassis cab. These chassis are generally sold to final-stage manufacturers who complete the vehicle. Paragraph 2.14 of the CID Continuation Sheet dated 20 Feb 2009, Chassis modifications, further discusses allowable modifications to the commercial truck chassis and offers additional clarification of the requirements for a commercial chassis.

Question: Do you mean a chassis that goes in a Ford, Chev or GMC truck?

Answer: Chassis cabs are readily available from truck manufacturers.

Question: Are they acceptable?

Answer: It is each offeror’s responsibility to ensure that the selected commercial chassis meets the requirements of the CID.

Question: What about if the company has their own chassis?

Answer: No, the tow tractor must be based on a commercial truck chassis. Reference further clarifying detail found in the CID continuation sheet for paragraph "2.14 Chassis modifications which specifically states the following: “The tow tractor shall be based on a commercial truck chassis also known as a chassis cab. The commercial truck chassis cab shall be modified to the specified wheelbase by relocating the rear axle, suspension, and other affected components forward on the original chassis frame rails."

Question: Any particular place we have to purchase a chassis?

Answer: This commercial chassis is each offeror’s responsibility as no specific commercial chassis is referenced in the CID.

Question: Page 11 of the CID Item 4.3.5 States "The tow tractor shall be tested for verification of the maximum wall-to-wall turning radius while in four-wheel coordinated steering mode." We do not know of a Commercial Cab and Chassis that has coordinated steering.

Answer: A mistake has been found in the CID, therefore; a revised CID continuation sheet will be issued via Amendment 0001 which will remove the words “while in four-wheel coordinated steering mode”.

Question: Is there a price escalation clause in this solicitation, if not can a clause be added?

Answer: It was not identified during the market research phase that offerors would require any type of Economic Price Adjustment (EPA) clause for this requirement for Flight Line Tow Tractors. Further, EPA clauses are not normally included in commercial contracts for vehicles. As such, no EPA clause (“price escalation clause”) will be included in this RFP.
