Commercial Item Description A-A-59312C, dated 31 July 2006, is hereby amended as follows:
Page 2, paragraph 2.4 Power train. Replace the entire paragraph with the following paragraph:
“2.4 Power train. The tow tractor shall have a diesel engine of not less than six cylinders, automatic transmission, and power train sufficient to develop the required drawbar pull and obtain the required tow tractor speeds. Power train components shall have adequate torque and power ratings for the imposed torque and power. The tow tractor power train shall possess sufficient cooling capacity to perform continuous maximum performance towing in high ambient temperatures of +125 degrees F without exceeding the Original Equipment (OE) Chassis-Cab Manufacturer’s (M) maximum allowable temperatures on the individual power train components. Any requirements for towing in high ambient temperatures (recommended coolant ratios, oil types and viscosities, etc., for various temperature ranges) shall appear in the Technical Manual. The diesel engine shall operate satisfactorily when using Jet A-1 (JP-8) fuel. Power train shall feature a standard (type C) winterization package that is good for starting down to minus 20F, or when specified (see 6.2 c), a heavy-duty (type A) winterization package good for storage down to minus 65F and operation to minus 40F.
Winterization package components with external power requirements shall be compatible with 110VAC/20A circuitry. For each winterization package, a breakdown of the winterization components and requirements (recommended coolant ratios, oil types and viscosities, etc., for the various temperature ranges) shall appear in the TO. At a minimum, the tow tractor shall meet a Tier 2 level exhaust and evaporative emissions standard (export engine equivalent) for over-the-road vehicles. This represents the highest level of exhaust and evaporative emissions standards that will permit the use of low sulfur diesel fuels (not to be confused with ultra-low sulfur diesel fuel). The tow tractor shall include an anti-restart, as well as a neutral safety start feature. The rear axle shall have a limited-slip differential and a reduction ratio equal to or greater than 4.1:1. The rear axle shall feature single rear wheels.
A “special option” from the OE chassis-cab manufacturer may be required to meet this axle ratio specification.”
Page 3, paragraph 2.9 Wheels and tires. In the last sentence, replace the last word “Order” with the word “Manual”.
Page 4, paragraph 2.13 Electrical system. Replace the sixth and seventh sentences with the following sentences: “All crimped-on wire components (e.g. Weatherpac or Metri-pac style connectors) shall be installed using the appropriate crimping tool for the application. All wiring shall be rated for the amperage that the circuit is capable of drawing.”
Page 4, paragraph 2.14 Chassis modifications. Replace the first sentence with the following sentences: “The tow tractor shall be based on a commercial truck chassis also known as a chassis cab. The commercial truck chassis cab shall be modified to the specified wheelbase by relocating the rear axle, suspension, and other affected components forward on the original chassis frame rails.”
Page 5, paragraph 2.17 Pintle hooks. In the last sentence, replace the last word “Order” with the word “Manual”.
Page 7, paragraph 2.22 Finish. In the first sentence, between the words “chassis component” and the words “specifically manufactured”, add the words “or assembly”. In the second sentence, change the number “23448” to the number “13448”.
Page 8, paragraph 2.23 Corrosion protection. Replace the entire paragraph with the following paragraph:
“2.23 Corrosion protection. The tow tractor shall be corrosion-protected with a thick, hard, black, commercially-available Corrosion Preventive Compound (CPC) that is difficult to remove. Application shall include the body-chassis metal (both OEM and added) underneath the tow tractor (excluding the drive train), the inside of the wheel wells, and behind the fender skirts. Tow tractors that are to be shipped overseas shall be temporarily corrosion-protected from salt spray with a thin, soft-film, semi-transparent, commercially-available CPC that is easily removable by washing or with a low pressure steam. Application shall consist of the exterior of the tow tractor in its entirety. The overseas Air Force vehicle maintainers shall remove this temporary CPC on receipt of the tow tractor from the shipper. The Technical Manual shall reflect the temporary CPC removal process.”
Page 8, paragraph 2.24 Visibility. Replace the first sentence with the following sentence: “The tow tractor shall be constructed so as to provide maximum visibility in all directions for the range of persons represented between the 5th percentile female driver and the 95th percentile male driver.”
Pages 9 and 10, paragraphs 2.26 Transportation data plate, 2.27 Identification plate, and 2.28 Lubrication data plate. In the last sentences of those paragraphs, replace the word “Order” with the word “Manual”.
Page 10, paragraphs 2.29 Miscellaneous specifications and 2.30 Technical Order (TO) Requirements. Replace the entire paragraphs with the following paragraphs 2.29, 2.30, 2.30.1 – 2.30.5, and add paragraphs 2.31 and 2.32 as follows:
2.29 Miscellaneous specifications. The tow tractor shall be designed and manufactured in accordance with Society of Automotive Engineers (SAE) specifications ARP1247 and AIR 1316. The tow tractor shall be shipped with a minimum of 3 gallons of fuel in the fuel tank.
2.30 Workmanship. The tow tractor, including all parts and accessories, shall be constructed and finished in a thoroughly workmanlike manner. Workmanship objectives shall include freedom from blemishes, defects, burrs and sharp corners and edges;
accuracy of dimensions, surface finish, and radii of fillets; thoroughness of soldering, welding, brazing, painting, wiring, and riveting; marking of parts and assemblies;
alignment of parts and tightness of assembly fasteners; etc.
2.30.1 Welding. Welding procedures shall be in accordance with a nationally recognized welding code. The surface parts to be welded shall be free from rust, scale, paint, grease, and other foreign matter. Welds shall be of sufficient size and shape to develop the full strength of the welded parts. Welds shall transmit stress without cracking or permanent distortion when the parts connected by the welds are subjected to test, proof, and service loadings.
2.30.2 Bolted connections. Bolt holes shall be accurately punched or drilled and shall be deburred. Threaded fasteners shall be tight and shall not work loose during testing or service usage.
2.30.3 Riveted connections. Rivet holes shall be accurately punched or drilled and shall be deburred. Rivets shall be driven with pressure tools and shall completely fill the holes. Rivet heads shall be full, neatly made, concentric with the rivet holes, and in full contact with the surface of the component.
2.30.4 Gear and lever assemblies. Gear and lever assemblies shall be properly aligned and meshed and shall be operable without interference, tight spots, loose spots, or other irregularities. Where required for accurate adjustment, gear assemblies shall be free of excessive backlash.
2.30.5 Cleaning. The tow tractor shall be thoroughly cleaned. Loose, spattered, or excess solder; welding slag; stray bolts, nuts, and washers; rust; metal particles; pipe compound; and other foreign matter shall be removed during and after final assembly.
2.31 Technical Manual. The contractor shall provide tow tractor manuals. The contractor’s parts manuals shall list the part numbers for contractor-manufactured parts, plus the part numbers for purchased sub-level components and whole components.
2.32 Instructional Media Package. The contractor shall provide with each tow tractor, an instructional media package (video) that verbally and visually provides all information for the operation and routine maintenance of the tow tractor and its components, using the commercial manuals as a baseline.

Page 10, paragraph 4.3 Verification. In the first sentence, between the words “or test at” and “facility,”, change the word “his” to the words “the contractor’s”.
Page 14, paragraph 4.3.25 Air transportability. In the last sentence, after the words “(including engineering analysis of the tie down devices)”, replace the remaining sentence with “for the tow tractor along with critical dimensions, tow tractor weights, axle weights, etc.”
Page 15, after paragraph 4.3.29 Miscellaneous specifications, add the following two paragraphs:
4.3.30 Workmanship. The first production tow tractor shall be inspected for verification of the workmanship specifications.
4.3.31 Technical Manual. The Technical Manuals for the tow tractor shall be inspected for verification of technical content and accuracy during the first production tow tractor test and inspection. The Technical Manuals shall be inspected for correct formatting at the government technical representative’s home office.
