Questions and Answers 3 Sep 2020
1. Has Section M criteria been determined yet, including order of importance.
Answer: Draft of Section M has been posted to beta.sam.gov
2. Has it been determined which Item Nos. have a complete TDP?
Answer: The Government’s Response to this question was posted within the beta.sam.gov posting. “Items with complete or partial Technical Data Packages will be identified at the individual order level. Cost/Price evaluation will occur on each individual order.”
3. On the NSN listing what is the significance of certain nomenclatures being highlighted in Yellow.
Answer: There is no significance
4. Within Section B of the RFP, are we to assume the Item Nos. with actual Manufacturer Codes are confirmed “potential” sources? And the Item Nos. without them don’t have approved sources and/or TDP available? Your response is important as we determine if teaming agreements are needed to ensure we fully comply with the proposal requirements, including breakdown of possible workshare between team members.
Answer: “Items with complete or partial Technical Data Packages will be identified at the individual order level. Cost/Price evaluation will occur on each individual order.”
5. Do you anticipate as part of the RFP response and evaluation a sample Task Order being required?
Answer: Not at this time
6. When are comments and questions due to the draft RFP?
Answer: They will be accepted and posted until the due date of the final RFP
7. For planning purposes, when do you anticipate the release of the RFP and due date?
Answer: Release is anticipated as the end of September 2020 and the due date is anticipated as the end of October 2020.
8. Has it been determined the number of awardees?
Answer: No, however the basis for evaluation and number of contracts is in the draft Section M uploaded to beta.SAM.gov.
If so, is it going to be a maximum per Group?
Answer: There is no maximum number of contracts. In accordance with Class Deviation 2018-O0006, Evaluation Factors for Certain Multiple-Award Task- or Delivery-Order Contracts, the Government will be awarding as many contracts that meet the acceptable determination as we get, with no cap.
