Successful offerors will source, acquire, and deliver approximately 500 national stock numbers across 60 federal supply classes, managing vendors to ensure on-time delivery and compliance with performance and quality requirements.

18 Sep 2020 Government Response to Questions
1. Question: Can multiple subsidiaries from a single parent company propose?
Answer: Yes if the subsidiaries have a separate CAGE code and are classified as a small business.
2. Question: Will the Government please clarify if additional information is to be included within
Volume I, other than the completed/signed RFP, amendments, a cover letter, and any Joint Venture arrangements?
Answer: Yes, additional information is required as detailed in Section L.I.A. The Volume Requirements table contains the Proposal Volume Requirements and the required format of submissions. IAW with Proposal Volume Requirements listed in Section L.II.A, Volume I Requirements includes: Completed RFP/Technical Proposal, Cover Letter, and RFP Attachment 3 – Volume I Oral Presentation for Discussions Slide Deck. Section L.II.B 1-2 also includes specific details regarding Volume I submission information within the volume (Cover Letter and JV agreement).
3. Question: Does the Government intend for a “printout” file from the PPI Tool to be included within the electronically delivered Volume II, or is the PPI Tool database file itself sufficient for delivery of this information?
Answer: A “printout” is not required IAW Section L.II.A. Instructions. The PPI will be submitted electronically IAW Section L.II.A, Proposal Volume I Requirements and the Submission instructions in the RFP Attachment 4 “submit an electronic copy of the saved PPI database file with your proposal”
4. Question: Does the Government have a font / font size requirement for information in the electronically delivered Volumes (other than the Slide Deck), or is this at the Offeror’s discretion?
Answer: Currently there is no font/size requirement for the electronically delivered Volumes in the current draft RFP for the other documents. However, we will implement a font size of 11 Times New Roman or Arial in the Final RFP.
5. Question: How will prices submitted with the basic proposal be utilized? Will they be used to establish proposal reasonableness and/or competitive range?
Answer: There will be no Price Volume submitted for the basic contract. Proposals for cost/price will be submitted at the individual order level IAW RFP preamble and Section M. The RFP’s Preamble to the Schedule will be updated to reflect any reference to price within the RFP and attachments is applicable to individual orders.
6. Question: Will individual orders be awarded at the basic proposed prices or will awardees be allowed to submit updated prices for individual orders taking into consideration the estimated quantities, which are determined at award?
Answer: Individual Orders will be awarded based on proposed prices at the order level only as there will be no proposed prices submitted at the basic contract level. There is no Price Volume in Section L. The Preamble and Schedule B in the Draft RFP is to establish the Contract Line Item Numbers and structure for the basic contract that will be incorporated into each individual order.
7. Question: Draft RFP Reference - Offerors may state an opinion on Economic Purchase Quantities. How will this work, as noted on page 3 of the DRFP, estimated quantities will be determined at award?
Answer: The FAR Provision 52.207-4 would not be applicable to the basic contract for this effort.
