Air Force Response to Comments/Questions from Industry
POINT OF USE (POU)
23 February 2015
Below is a list of questions/comments the Air Force has received from industry regarding the draft PWS and Sections L & M for draft solicitation FA8224-15-R-0027 posting on FedBizOpps and the Air Force responses to questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments, if issued, should be relied upon while preparing proposals.
1. Reference: Section L, Page L5 / Paragraph 3.18. The offeror shall fill out the proposal section of the Cross Reference Matrix in the 3.18.format as provided in Appendix II of FAR 52.212-1 Addendum.
Industry Question: It appears that the solicitation will contain a cross reference table that will be partially populated by the Government and the contractor will be required to populate only the “Proposal” column. Please confirm this assumption. If so, will this table be provided in an editable format?
Air Force Response: Yes, there will be a Cross Reference Matrix in Section L and the contractor will only be required to fill out the “Proposal” column. The table will not be editable.
2. Reference: Section L, Pages L6 & L7 / Paragraph 3.22. The offeror shall submit Volumes I - IV in electronic format, using read only CDs (i.e. CD-R). The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2010, MS Excel 2010, and MS-Power Point 2010, as applicable.
Industry Question: Understanding that the all CDs will be provided in a Read Only format.
Please confirm that the individual files saved on the CDs will also need to be provided in a Read Only format, exclusive of a PDF version.
Air Force Response: Yes, Individual files should be in read only format.
3. Reference: Section L, Pages L8 & L9 /Paragraphs 5.3 & 5.4.
Industry Question: There appears to be a disconnect in format/structure between the general outline (paragraph 5.3)
1. Table of Contents
2. List of Table and Drawings
3. Glossary
4. Support Plan
(a) Ability to maintain minimum individual item stock levels
(b) Ability to stock POU machines within one business day
(c) Consumable Items and Tool Management Plan to include inventory management
5. Adequate and readily available storage/staging area
And the technical breakdown (paragraph 5.4)
5.4.1. Sub-factor One: Technical Approach-Management of Expendable Tools and Consumable Supplies
5.4.2. Sub-factor Two: Resource Management Approach
5.4.3. Sub-factor Three: Experience
Please clarify.
Air Force Response: Sections L & M have been revised.
4. Reference: Section L, Page L12 / Paragraph 7.6.1. Mission Essential Plan - provide a written plan for continuing performance of the essential Contractor services, outlined in paragraph 20 of the PWS, during a crisis or state of national emergency IAW DFARS Subpart 237.76 and DFARS Clause 252.237-7024(b)(2).
Industry Question: The reference to the Mission Essential Plan in draft PWS occurs in paragraph 24, as opposed to paragraph 20.
Air Force Response: Mission Essential Plan requirement has been removed from the PWS and Sections L & M.
5. Reference: Section L, Page L18 / Paragraph 14 (Figure 9)
Industry Question: The first sub bullet implies that the offerer will be required to “Select from the dropdown the appropriate contractor.” It is assumed that the company name will be “pre-populated” in this dropdown menu utilizing the information previously entered in Step 9 (Page L17)? Please confirm.
Air Force Response: It is our understanding, that this assumption is accurate.
6. Reference: PWS, Page 9 / Paragraph 4.1 CDRL 09 –Safety Plan
Industry Question: The PWS indicates that the CDRL is due during the Initial Ramp-up Phase.
The “Section L” document (reference Paragraph 7.6 & 7.6.2) indicates that this plan is due with proposal submission. Please clarify.

7. Reference: PWS, Page 9 / Paragraph 4.2.1. The report shall include: Date, time, machine and bin number, employee name, item number, description, quantity, unit of issue, unit cost and extension price.
Industry Question: Should “unit cost” be replaced with “unit price”?
Air Force Response: PWS has been updated to reflect “unit price”.
