LOGISTICS SUPPORT AT JAPAN

**MEMBER MUST BE A SOFA-SPONSORED PERSONNEL TO UTILIZE THE FOLLOWING
FACILITIES**
a) Commissary (unrestricted usage with SOFA status and ID card. Rationed items: cigarettes and rice)
b) AAFES Facilities (unrestricted usage with SOFA status and ID card)
c) Armed Forces Recreation Facilities (space available)
d) Class VI (all items have quantity limits)
e) Customs Exemptions -- import tax is free within 6 months from initial date of arrival
f) Legal Assistance -- notary service, will, power of attorney
g) Local government transportation for official government business (non-tactical vehicle) -- must obtain government license locally
h) Local Moral/Welfare Recreation Services (unrestricted)
i) Military Community Banking Facilities (unrestricted)
j) Military Postal Service (unrestricted)
k) Mortuary Service (as required)
l) Officer or NCO/EM Clubs (restricted by grade only)
m) POV operator’s license -- should have U.S. license to obtain operator’s license locally by taking classroom training and written exam
n) POV registration -- required to have liability insurance and Japan Compulsory Insurance (JCI)
o) Purchase of petroleum and oil products (unrestricted usage with SOFA status and ID card)
p) Transient billets on a space-available basis after all other eligible personnel have been billeted --must sign up personally
q) Messing facilities at remote sites only (reimbursable)
r) Continuing Education Services
s) Credit Union Facilities
t) Dependent Schools, on a space-available, tuition-paying basis
u) Medical/Dental Services on a reimbursable basis; dental care, available only for emergency conditions, on a reimbursable basis.
v) Pet -- ship at member’s expense. Yokota and Camp Zama vet clinics are available
w) Status of Forces Agreement Stamp. The contract should provide Status of Forces Agreement
(SOFA) status to all contractor personnel permanently stationed in Japan. TDY personnel from CONUS should travel on some kind of orders to get temporary use of government facilities.
If the contractor uses Yokota AB as a headquarters or primary sight, it should be in the best interest of the government to have all contractor personnel processed in and out through the 374 th personnel office in
Yokota. They should provide the SOFA multiple exit and reentry visa stamps and official identification required to access the government facilities. This might require an agreement with your local personnel office and the 374the personnel squadron at Yokota.
