CONTRACT XXXXX-XX-X-XXXX
MANAGEMENT OF OBSOLETE PARTS
OVERVIEW
Contract XXXXXX-XX-X-XXXX, provides Depot Logistics Support for the Command and Control Switching System (CCSS) including relevant parts for spares management.
This attachment defines the roles and responsibilities of each party for management of obsolete parts. MIL-STD-973, Configuration Management, is to be used as a guide only for all changes resulting from obsolete parts as defined in the contract.
RESPONSIBILITIES OF THE CONTRACTOR
The contractor is hereby responsible for quarterly investigation of parts availability, with the goal of identification and modification/resolution of parts obsolescence. The
Contractor shall notify the Government by letter, within five working days, of determination that an obsolete part has been identified. An obsolete part is one that is no longer in production. The contractor shall also be responsible to notify, by letter, within ninety (90) days of receiving a Spares order if a part that is on order has an obsolete part problem.
The Contractor shall then attempt to locate appropriate substitutes and/or residual stock within 55 working days. If an appropriate substitute is located, the Contractor shall notify the government, by letter, within five additional working days. If residual stock is located, the Contractor shall prepare a recommendation of the quantity needed for life-cycle support to the Government by letter, within 20 additional working days. If either appropriate substitute and/or residual stock are located in sufficient quantity, prices shall be effective pursuant to the contract. If the time required, from the date the letter of notification is sent, to find a substitute or to locate enough of the residual parts is greater than 55 working days the Contractor may request relief. Appropriate supporting data must be submitted with any request for relief from the schedule.
If appropriate substitutes and/or residual stock cannot be located in sufficient quantities, the Contractor shall provide the Government with a preliminary Engineering Change
(PECP). This PECP will advise the Government of the necessary actions to support the product and provide a budgetary estimate of the associated cost. The PECP must be submitted within 90 calendar days after the original notification of the part obsolescence to the government. Further actions will follow the ECP procedures as defined in the contract PWS, paragraph 1.2.4, once the Contractor has been given the Government’s direction.
RESPONSIBILITIES OF THE GOVERNMENT
Pursuant to the contract, the Government is responsible to provide for annual funding of the Depot Logistic Support Office to provide staffing, which executes obsolete parts management. The Government is responsible for withholding issuance of any and all orders for items identified as containing an obsolete part. These orders will be withheld until the parts obsolescence is resolved as described above.
If an obsolete part is identified after an order is processed, and an appropriate substitute and/or residual stock cannot be located, the Government has the option, for the item impacted, to Terminate for Convenience or to request and approve an ECP for a replacement of the item. The schedule for the item shall be put on hold until the ECP and the design of the replacement item is determined per the standard ECP process in the contract.
