INTRODUCTION

I. INTRODUCTION

The services provided under this Performance Work Statement (PWS) are classified under OMB

Circular A-11 Object Class 25.7, "Operations and Maintenance of Equipment", and OMB Circular A-11

Object Class 31.0, "Equipment".

Throughout this document any references to the term “contractor” refers to Raytheon. Any references to the term “Government” refers to the CCSS Product Support Integrator (PSI) office.

I.1. Scope. This PWS defines the requirements for the contractor to provide depot logistics services for the Command and Control Switching System (CCSS) to include spare parts replenishment, management of CCSS depot, technical manuals, management of a Depot Logistics Support Office (DLSO), management of Field Logistics Support Offices (FLSOs), software services, engineering and technical services, and to Engineer, Furnish, Install, and Test future configuration upgrades for the CCSS's, future installation of switching systems purchased through this contract as well as switch relocations (including de-installation and re-installation). Configuration upgrades of the CCSS shall be accomplished in accordance with (IAW) the technical requirements specified in the Raytheon Company Controlled

System Documents. The contractor shall install the configuration upgrades to systems so that they will operate with government furnished property. Configuration upgrades shall include all additional hardware, software/firmware, and technical documentation necessary to bring the CCSS equipment to the configuration baseline as recommended by the contractor and approved by the Government.

Hereafter, the term installation shall be used synonymously with the terms upgrade, enhancement, and reconfiguration. The contractor shall provide all personnel, equipment, tools, materials, and supervision to perform the depot logistics services requirements for the CCSS as defined in this PWS. Primary sites covered under this contract are listed in attachment 2 of the basic contract.

I.2. Period of Performance. The period of performance shall be on a calendar year cycle. The base contract period will be from date of contract award to 31 December 2017 with one 2-year option from 1

January 2018 to 31 December 2019.

I.4. Applicable Documents. The stated version of the following documents forms a part of this PWS. If there is a conflict between the referenced documents and the contents of this PWS, then the contents of this PWS shall be considered a superseding requirement.

SECTION 1

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1. PROGRAM MANAGEMENT

1.1.1. General. The contractor shall be responsible for providing services for the CCSS program as indicated in this PWS. It is the contractor's responsibility to manage the CCSS depot support program to ensure compliance with all PWS requirements.

1.1.2. Contractor Focal Point. The contractor shall designate a primary and an alternate focal point responsible for integrating and controlling the CCSS depot support program. This focal point, hereafter referred to as the CCSS Depot Support Manager, shall be responsible for the performance of all aspects of depot support work as identified in this PWS. The contractor shall provide the name and telephone number of these individuals via letter to the Contracting Officer (CO) and the CCSS PSI Office within

30 calendar days after contract award, or within five (5) business days after reassignment.

1.1.3. Contractor Employees. The contractor shall be responsible for personnel selection, supervision, and assignment.

1.1.3.1. Selection of Personnel. It shall be the contractor’s responsibility to select personnel who are fully qualified to provide the services required by this PWS. Contractor's on-site depot personnel shall be easily distinguishable as contractor representatives.

1.1.3.2. Security Requirements. The contractor shall follow the security requirements (Operations

Security and Communications Security) listed on the DD Form 254, attachment 3 of the basic contract, to ensure information and documentation is protected. DOD 5220.22-R will be used as a guide.

1.1.3.3. Facility Clearance. The contractor shall obtain a facility clearance at the level specified in the

DD Form 254. The contractor must comply with all government requirements regarding security procedures, clearances, wearing of badges, access lists, and safety procedures.

1.1.3.4. Contractor Clearance. The contractor shall be responsible for obtaining clearances for its employees including all forms and required fees. Only Defense Industrial Security Clearance Office granted interim or final security clearances of top secret or above are acceptable. Under no circumstances will an employee report for duty without at least an interim security clearance at the level specified in the DD Form 254. Access to government facilities shall be restricted to the contractor's personnel and other personnel as authorized by the on-site government representative(s).

1.1.3.5. Continuation of Essential DoD Contractor Services During Crises. The contractor shall be required to provide the continuation of essential services during crisis situations. The National

Command Authority or the overseas Combatant Commander may declare an emergency that requires the contractor to continue services considered of utmost importance in support of ongoing military missions. It is understood that contractor support to the continuation of essential services during crisis situations shall be provided as “best effort”.

1.1.3.6. Host Nation. The contractor shall be responsible for compliance with all host nation laws and regulations.

1.1.3.7. Property Liability. The contractor shall be liable for damage to existing facilities or equipment as a result of the contractor's negligence. Unless otherwise directed, the contractor shall be responsible for restoring property defaced, damaged, or disrupted during the contractor's survey and installation, to the property's prior appearance.

1.1.4. Program Management Reviews. Unless waived by the PSI office, the contractor shall conduct a program management review every 6 months at a location specified by the PSI office. The first program management review shall be held within 120 days after the effective date of the contract. For each PMR the contractor shall provide an agenda IAW Contract Data Requirements List (CDRL) A001 and minutes IAW CDRL A002 that addresses the status of the program.

1.1.5. Conferences and Meetings. When requested by the PSI office the contractor shall provide an agenda and minutes for all user conferences and meetings IAW CDRLs A001 and A002.

1.1.6. Release of Information. The contractor shall not release any information in relation to the CCSS program without CO approval.

1.1.7. Contractor's Progress, Status, and Management Report. The contractor shall provide a monthly project status report IAW CRDL A003.

1.1.8. Interchange of Technical Information with Associate Government Contractors. The contractor shall make available and provide to associate government contractors existing and available technical data necessary to enable associate government contractors to provide, develop, and maintain compatible interfaces between government management information centers, network control facilities, customer premise equipment, and other telecommunications networks and the CCSS. The contractor shall complete non-disclosure agreements, IAW DFARS 227.7103-7, with any associate contractor prior to release of any data which contains limited use markings. The contractor shall not be required to release proprietary data in the performance of this PWS.

1.1.9. Subcontractor Reporting. The contractor shall provide a small business participation subcontracting report IAW CDRL A016.

1.1.10. Service Request Report. The contractor shall provide a report on all open service request actions IAW CDRL A017.

1.1.11. Contractor Manpower Reporting. The contractor shall report ALL contractor labor hours

(including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site.

1.1.11.1. The contractor shall completely fill in all required data fields at http://www.ecmra.mil. The contractor may locate Users Guides, Frequently Asked Questions, and Help Desk information on the

Contractor Manpower Reporting Application (CMRA) web site at https://cmra.army.mil.

1.1.11.2. Reporting inputs will be for the labor executed during the period of performance for each

Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.

1.2. CONFIGURATION MANAGEMENT

1.2.1. General. The contractor shall accomplish configuration management as specified in this section.

1.2.2. Configuration Baseline Management. The contractor shall provide a configuration management plan IAW CDRL A013.

1.2.3. Configuration Baseline Documents. The contractor shall maintain and keep current the following configuration baseline documents submitted to the Government under previous contracts or developed under this contract.

1.2.3.1. Software Version Description Document (VDD). Version Description Documents shall be submitted with each new or revised software release IAW CDRL A004.

1.2.3.1.1. Firmware Listing Update. The contractor shall maintain a listing that identifies firmware associated with all hardware revisions IAW CDRL A014.

1.2.3.2. System Requirements Document (SRD). The SRD shall be the basis for configuration control by the contractor and procuring activity for fielded contractor products. The contractor shall maintain and keep current the SRD submitted to the Government under previous contracts. The SRD shall consist of three individual sections: Systems Specification, Product Specification, and Item Specification

Section. The Item Specification shall be further delineated in Hardware and Software Specifications.

Requirements traceability from lower level products shall be used to ensure that all requirements are being met. The contractor shall maintain configuration control of COTS products modified under this contract.

1.2.3.3. Compatibility Matrix. The contractor shall maintain a matrix that documents the compatibility between each of the functional baseline versions. The functional baseline is established as the approved hardware and software configuration items to meet the functional requirements of each of the switch system specifications. Compatibility Matrix shall be delivered IAW CDRL A005.

1.2.3.4. CCSS Site Configuration Baseline Document. The contractor shall maintain configuration data for each CCSS site. The contractor shall update the baseline site configuration documents in conjunction with work performed during equipment installations and upgrades to reflect the changes the contractor has made to the baseline.

1.2.4. Contractor System Specification. The contractor shall maintain the performance characteristics of the CCSS. The documentation shall be formatted as a specification using MIL-STD-961 as a guide.

The specifications shall establish the performance, test, design, and acceptance requirements of each family of switches. Any new or modifications to the CCSS specifications must be approved by the

Government and submitted IAW CDRL A008.

1.2.5. Software Configuration Management. The contractor shall utilize a WPMP and Formal Software

Configuration Management Procedure for software projects.

1.2.6. Configuration Audits. The contractor shall perform On-site Functional Configuration Audits

(FCA) and Physical Configuration Audits (PCA) as specified by a task order.

1.2.6.1. Functional Configuration Audit. The FCA shall be a joint effort between the government and the contractor to verify item configuration and system performance against functional and allocated baseline specifications. The FCA shall identify discrepancies between item configuration and system performance characteristics.

1.2.6.2. Physical Configuration Audit. The PCA shall be a joint effort between the government and the contractor to verify the as-installed configuration of the equipment. The PCA shall identify poor workmanship, faulty material/supplies, improper procedures, and discrepancies between the as-built configuration and applicable documents.

1.2.7. Management of Obsolete Parts. The contractor shall notify the PSI office by letter within five (5) working days of identification of obsolete part(s). The contractor shall attempt to locate appropriate substitutes and/or residual stock within 30 working days. If an appropriate substitute is located, the contractor shall notify the PSI office by letter within five (5) working days. If residual stock is located, the contractor shall prepare a recommendation of the quantity needed for life-cycle support to the PSI office by letter within 10 working days. If the contractor cannot resolve an obsolescence part problem they shall make a recommendation by letter to the PSI office for modification/replacement of affected products within five (5) working days. The contractor shall investigate parts availability on a quarterly basis with the goal of identification and modification/resolution of parts obsolescence.

1.3. DATA MANAGEMENT

1.3.1. General. The contractor shall provide the Government with the data specified in the CDRL and site-specific task orders for installation and maintenance/modification engineering services.

1.3.2. Data Management Plan. The contractor shall develop and submit a data management plan IAW

CDRL A013.

1.3.3. Data Focal Point. The contractor shall provide a data focal point for integrating the contractor data management effort and assisting the Government in reconciling contractor data submission discrepancies. The contractor shall identify the data focal point by letter to the CO within 30 calendar days after award of contract or within five (5) business days of a new appointment.

1.3.4. Data Distribution. The contractor shall prepare, publish, and distribute the data in quantities, types, and time frames designated on each DD Form 1423, CDRL. The contractor shall submit a receiving report in Wide Area Workflow (WAWF) for the data as identified by the CDRL. All data items that require a Receiving Report are identified by the letters "DD" in Block 7 of the CDRL. A cover letter signed by the contractor shall accompany all data submissions. The cover letter shall contain the following information:

a. Site name

b. Project name

c. Contract letter number

d. Date of preparation

e. Contract number, to include task order number if appropriate

f. CDRL sequence number and title

g. Additional distribution (including addresses and number of copies)

For data items requiring a Letter of Transmittal (LT), the letter shall be prepared in the same format as the cover letter that is described above.

1.3.5. Data Review. CCSS PSI office is the Government entity assigned responsibility for review of all data items, unless otherwise specified in Block 6 of the CDRL. Approval of all data items will be accomplished by the CO. Distribution to other agencies will be by LT. An LT will be provided to the

CO and a copy to the CCSS PSI office when a requesting office is not identified in Block 6 of the

CDRL. The Government review period, as specified on the CDRL, will not commence until receipt of data by the Government office identified on the CDRL.

1.4. ENGINEERING, INSTALLATION, AND SUBSEQUENT TRAINING

1.4.1. General. The contractor shall be responsible for managing the CCSS engineering and installation efforts as indicated in this section. It is the contractor's responsibility to engineer, furnish, install, and test the CCSS equipment with minimal adverse effect to the existing service. It is understood that contractor support shall be provided as “best effort” to those locations that are under U.S. Department of

State travel warnings or alerts.

1.4.2. Project/Site Manager. The contractor shall designate a project manager for each CCSS site specific task order. This person shall be the focal point responsible for managing the entire project from receipt of order to project closeout. A team leader will be designated as the contractor's on-site representative. The contractor shall identify the project manager by email to the CO and the CCSS PSI

Office within 14 calendar days after receipt of each task order.

1.4.3. Proposals. The contractor shall provide a proposal for each requirement in a request for proposal.

Proposals shall be accurate and in a standardized format. Proposals developed in support of this PWS shall be incurred as a pre-contract cost to each applicable task order that requires a proposal to execute the work to be performed. The pre-contract cost will be IAW the Advance Agreement under attachment

11 to the basic contract.

1.4.4. Site Survey. The contractor shall perform a site survey to determine the requirements as directed by task order. Site surveys shall be scheduled and coordinated with the CCSS PSI upon issuance of a task order. The purpose of the site survey is to gather all data necessary to define and plan the requirement, to include allied support. The contractor shall utilize the Government-approved site survey checklist IAW CDRL A006 as required by individual task order for the preparation of the site installation plan.

1.4.4.1. Site Installation Plan (SIP). When directed by task order, the contractor shall submit to the

Government project-specific SIP for each installation IAW CDRL B001. The SIP shall be accurate and in a standardized format.

1.4.4.2. Installation/Upgrade Proposal. The contractor shall provide a proposal for each requirement in a request for proposal. Proposals shall be accurate and in a standardized format. Proposals developed in support of this PWS shall be incurred as a pre-contract cost to each applicable task order that requires a proposal to execute the work to be performed. The pre-contract cost will be IAW the Advance

Agreement under attachment 11 to the basic contract.

1.4.5. Installations, Relocations, and Upgrades.

1.4.5.1. Installation Standards and Procedures. The contractor shall use best commercial installation-and site-required standards. Unless otherwise prohibited by host nation regulations and standards, the contractor shall accomplish all work IAW the documents and standards listed in paragraph I.4. In the event of disruption to existing service, the contractor shall coordinate the outages with the Government at least 30 calendar days in advance of the planned outage.

1.4.5.2. Installation Equipment. The contractor shall provide all tools, installation material, and test equipment necessary to install, test, and cutover the CCSS equipment as defined in the Government approved SIP.

1.4.5.3. Equipment Handling. The contractor shall be responsible for handling and controlling all

CCSS equipment as defined in the SIP, to include loading and unloading, packing and unpacking (to include disposal of all packing material), inventory, and inspection. The contractor shall ensure the

CCSS equipment is packaged IAW paragraph 1.6.12. Unless otherwise directed via the specific task order, shipments will be made via the contractor’s preferred supplier.

1.4.5.4. CCSS Subscriber Database Preparation. When directed by the site-specific task order, the contractor shall prepare and create the CCSS subscriber database. The contractor shall use consistent formatting to maintain standardization. Database preparation will be completed IAW SIP.

1.4.5.5. Cutover. When directed by the site-specific task order, the contractor shall be responsible for cutover of the CCSS IAW CDRL B002. Cutover shall not occur until pre-cutover testing has been performed successfully IAW CDRL B005. The cutover shall occur on dates and times mutually agreed to by the contractor and the Government. All pre-cutover testing shall be completed IAW Paragraph

1.5.3.4. Deviations from the approved cutover plan, whether requested by the contractor or the

Government, must be approved by the Contracting Officer’s Representative (COR).

1.4.5.5.1. Cutover Plan. The site-specific task order will specify a cutover plan IAW CDRL B002 to provide a written cutover approach to the Government prior to the start of on-site implementation of the project. No changes will be made to the cutover plan without prior approval from the COR.

1.4.5.5.2. Meetings. When directed by a task order, the contractor shall participate in meetings and provide the PSI office copies of contractor-presented briefings.

1.4.5.6. Site Configuration Records. When directed by a task order, the contractor shall provide site-specific Site Configuration Records. The records shall be revised to reflect changes made by the contractor during facility modifications, upgrades, baselines, and expansions IAW CDRL B003.

1.4.5.7. Training. When directed by task order, the contractor shall provide training.

1.4.5.8. Miscellaneous Engineering and Technical Services. When directed by task order, the contractor shall provide miscellaneous engineering and technical services to include removal, relocation, installation, and engineering services.

1.5. QUALITY CONTROL/ASSURANCE

1.5.1. General. The contractor shall implement a quality control program that shall ensure compliance with all contract and PWS requirements. The contractor shall ensure the quality of all products and services, as listed in the PWS. Processes shall be in place to ensure established policies and procedures are followed. In addition, the contractor shall have processes in place to maintain an effective preventive and correction action system as a means to mitigate and prevent discrepancies. The contractor shall submit a quality control plan for government review.

1.5.2. Information Assurance. Raytheon shall follow best commercial practices for secure software development including the use of static analysis tools to detect vulnerabilities in developed product revisions or enhancements. Raytheon shall monitor government security vulnerability announcements for applicability to fielded products and develop a remediation plan for the identified vulnerabilities.

Identified vulnerabilities will be shared with the government during technical interchange meetings and/or bi-weekly CCSS IPT teleconferences to discuss resolution, mitigation or deferral.

1.5.3. Testing. The quality control program shall ensure the successful performance of all test requirements specified in the contract, installation test plan, acceptance test plan, and the contractor's own contract specific quality control plans. Unless otherwise specified, all inspections, analysis, demonstrations, and tests shall be performed at the prevailing ambient air temperature, humidity, and pressure.

1.5.3.1. Government Participation. The contractor shall provide written notice 14 calendar days prior to the “start of test” date for any scheduled software release or acceptance testing to the PSI Office. The

Government reserves the right to witness all software release and acceptance testing.

1.5.3.1.1. Reject and Retest. When test failures occur, Government acceptance shall be withheld until the cause of the failure is corrected or mitigated. Failed test shall be repeated until corrective actions have been successfully demonstrated. The Government reserves the right to waive all or partial retest requirements or to request a requirement be retested to ensure conformity to the acceptance test plan.

1.5.3.1.2. Government Testing. When directed by task order, the contractor shall support Government testing used to verify the conformity of CCSS to applicable specifications. The verification will be conducted at the contractor's facility or at a location specified by the Government, (reference PWS paragraphs 1.12.1.2.5 and 1.12.1.2.6.

1.5.3.2. Factory Acceptance Tests (FAT). When directed by task order, the contractor shall conduct all applicable FATs specified in the VCRM for the CCSS and associated CCSS equipment. All system requirements allocated by the VCRM to FATs shall be subject to testing at the factory. Prior to the

FAT, the contractor shall submit a FAT Plan for PSI office review, comments, and approval. This plan shall address the FAT verification and testing of equipment associated with the task order. Testing shall not begin until the plan has been reviewed and approved by the Government. Factory testing shall be accomplished on CCSS hardware, firmware, and software in its production configuration. All FATs shall be performed and successfully completed IAW the Government approved FAT plan prior to delivery and installation of CCSS equipment. Testing results shall be documented in the test validation sheets within the Government quality assurance personnel's copy of the FAT plan and the formal Test

Report. Testing shall be accomplished IAW the approved FAT plan submitted IAW CDRL B004.

1.5.3.3. Certification of Software/Firmware Release. Raytheon shall submit all software/firmware to the DSRN test bed at the Joint Interoperability Test Command (JITC) for testing and accreditation.

Raytheon shall be responsible for the repair of all discrepancies found during testing.

1.5.3.4. Site Installation and Pre-Cutover Tests (SIPCT). SIPCTs are for hardware, software, firmware, and interfaces necessary to be verified prior to system cutover with the configuration specified by the site-specific task order. Prior to SIPCTs, the contractor shall submit a SIPCT Acceptance Test Plan

(ATP) for PSI office review, comments, and approval. The SPCIT ATP shall detail all SIPCTs in a step-by-step procedure to be performed at the Government-specified site and document the results in the test validation sheets within the Government quality assurance personnel’s copy of the ATP and the formal Test Report. Testing shall not begin until the ATP has been reviewed and approved IAW CDRL

B005. Testing shall be accomplished IAW the approved SPCIT ATP and successfully completed IAW the ATP prior to cutover of CCSS equipment.

1.5.3.5. Site Post-Cutover Acceptance Test Plan (SPCAT). When directed by the site-specific task order, the contractor shall conduct applicable SPCATs IAW the configuration specified by the site-specific task order. The contractor shall conduct the applicable acceptance tests after cutover and document the results in the test validation sheets within the Government quality assurance personnel's copy of the Site ATP or the formal Test Report. These tests shall be performed and successfully completed IAW the ATP prior to final system acceptance. Prior to the SPCAT, the contractor shall submit a Site ATP IAW CDRL B006 for Government review, comments, and approval. The Site ATP shall detail SPCATs to be performed at the Government location.

1.5.4. CCSS Final System Acceptance. The contractor shall notify PSI office of discrepancies noted during installation and testing and resolve discrepancies. The final system acceptance shall not take place until successful completion of SIPCT and SPCAT testing and successful completion of all corrective actions identified.

1.5.5. Supporting Commercial Documentation. The contractor shall provide copies of all commercial installation and testing practices and plans that may be cited in the factory test plan, installation test plan, and acceptance test plan. The contractor is not required to provide separate additional copies of those practices and plans, which are cited in more than one data item. The contractor shall provide changes to practices and plans concurrent with the submission of changes to each data item, which cites those practices or plans. The contractor shall provide site documentation related to contractor residual items that are not supported by the CCSS depot maintenance contract.

1.6. LOGISTICS SUPPORT

1.6.1. General. The contractor shall provide depot logistics support in a manner consistent with the

CCSS maintenance concept and the requirements defined below. It is understood that contractor support shall be provided as “best effort” to those locations that are under U.S. Department of State travel warnings or alerts.

1.6.2. The CCSS Maintenance Concept. The CCSS maintenance concept provides for two levels of maintenance support: Organizational-Level and Depot-Level. Organizational-level maintenance shall consist of removal and replacement of Lowest Replaceable Units (LRU). Depot-level maintenance shall consist of all repairs below the LRU.

1.6.3. Logistics Support Offices.

1.6.3.1. Depot Logistics Support Office. The contractor shall maintain a DLSO within the Continental

United States (CONUS). This office shall be the Government's primary point of contact for logistics support. Responsibilities of the DLSO shall include:

a. Interface with the CCSS PSI office in PMRs and Technical Interchange Meetings.

b. Interface with the CCSS PSI office in scheduling and coordinating technical manual verification efforts.

c. Monitoring the status of spares, repairs, equipment, software, and technical manual deliveries.

d. Monitoring the status of data submissions.

e. Monitoring the status of engineering and technical service requirements.

f. Early identification of logistics support problems and notification to the CCSS PSI office.

g. Tracking of depot LRUs, spares, Life-Time Buy (LTB) components, and Service

Notifications (SNs).

h. Provide Engineering Technical Assistance Services (ETAS).

i. Management of CCSS Depot and Defense Red Switch Network (DRSN) Government

Furnished Equipment (GFE) Holding.

1.6.3.1.1. Service Requests (SR). The contractor shall acknowledge receipt of all SRs by close of business daily. The contractor shall provide the PSI Office a plan of action for SRs marked Emergency within 24 hours. For those SRs marked Expedite or undesignated with a priority, the contractor shall provide the PSI Office a plan of action within two (2) working days of notification. A marking of

Expedite shall be handled prior to all other routine requests. The PSI office will prioritize service requests as necessary. The contractor shall submit a Status of Open SRs Report IAW CDRL A017.

1.6.3.2. Field Logistics Support Office. The contractor shall maintain FLSOs at the locations designated by the Government below. The FLSO technicians shall be available to provide remote ETAS support as directed by the Government. The Government will provide support for each FLSO located on a Government installation as defined in Section 3 of this PWS. For Germany support, see attachment

4 of the basic contract.

1.6.4. CCSS Spares/Repairs.

1.6.4.1. Management (Depot & DRSN). The contractor shall provide management of the CCSS depot and DRSN GFE holding inventories.

1.6.4.2. Depot Recommended Quantities. The contractor shall recommend a Minimum Stock Level for the CCSS Depot to support the DRSN for 180 calendar days without re-procurement IAW CDRL A015.

The contractor shall identify and recommend new or additional spares that are required within the CCSS depot as a result of an engineering design change, upgrade, expansion, or deployment.

1.6.4.3. Spares List. The contractor shall develop a Spares List (S-List), which shall be updated whenever a change is made to the items listed below. The S-List proposal shall be submitted for the entire contract period, to include option years, in conjunction with the initial contract proposal. The S-

List shall contain the following items:

a. Equipment Line Item Number

b. Catalog

c. Part Number

d. Description

e. Minimum Quantity

f. Unit of Issue

g. Item Unique Identifier Descriptor Required (Yes or No)

h. Delivery Months After Receipt of Order

i. Delivery Rate/Month

j. Cost Breakouts (1-9)(10-24)(25-49)(50-99)(100+)

1.6.4.4. Failure and Analysis Tracking Report (FATR). This data report shall be submitted in contractor format as used with other LRU tracking data bases and shall track LRU failures for each network location. Specific LRU details, at a minimum, shall be included IAW CDRL A009. If the failure rates are above expected values or significantly higher than normal, the contractor shall determine the cause of the deviation and analyze the data for potential trends. If the cause of the deviation is due to substandard design, manufacturing, installation, contractor maintenance handling or due to environmental conditions while under contractor control, the contractor shall implement corrective action and repair/replace equipment at no additional cost to the Government. The contractor shall collect failure data and perform an analysis for all failed components in each failed CCSS LRU, to include vendor equipment and unique support equipment. The Failure and Analysis Data reporting shall be submitted IAW CDRL A009.

1.6.4.5. Repair Support. The contractor shall repair equipment for items identified on the Repair List

(R-List), attachment 7 of the basic contract. The contractor shall provide a toll-free telephone number for authorized personnel to request repair support. The contractor shall assign an SN for each repair authorized by task order. Repairs shall be completed within 90 calendar days from the date the item is received. The contractor shall ship a serviceable like-item, if available in CCSS depot stock, to CONUS locations within two (2) working days of issuance of an SN. The contractor shall ship a serviceable like-item, if available in CCSS depot stock, to OCONUS locations within seven (7) working days of issuance of an SN. If a like-item is not stocked in the depot, the site and the PSI office will be notified when the

SN is issued and the repaired asset will be returned directly to the site.

1.6.4.5.1. Repair List and Repair Levels. Equipment repairs will be on a level of repair basis. The contractor shall develop and maintain a list of repairable LRUs; called the R-List; for CCSS equipment.

The list shall include the item categories, part number, description, and level of repair. Each level of repair shall be a grouping of part numbers with similar repair cost. The contractor shall determine the number of levels of repair and the part numbers in each level of repair. The price of each level of repair will be negotiated. The R-list proposal shall be submitted for the entire contract period, to include option years, in conjunction with the initial contract proposal. Changes to the R-List during the contract shall be submitted via separate proposals for negotiation. The R-List shall be updated to reflect negotiated changes, as required.

1.6.4.5.2. Beyond Economical Repair (BER). If an item is determined to be BER, the contractor shall be limited to charging a negotiated BER cost. For each BER, the contractor shall request disposition instructions from the CO IAW CDRL A007. The definition of BER is as follows:

a. during initial inspection/test, it is determined to be un-repairable by the contractor and concurred with by a Government representative

b. if during the repair process it appears that the repair effort will be unsuccessful

c. when a successful repair will result in an unreliable product

d. any item which has been through four (4) repair cycles without successfully completing the repair

e. when the repair will constitute the replacement of a major component or subassembly (such as a circuit card).

1.6.4.5.3. Item Configuration Discrepancy. When an item is received that has a configuration different than the item called in, the contractor shall notify the PSI office within 7 calendar days.

1.6.4.5.4. Incomplete Items. If an item is received incomplete, the contractor shall notify the site and the PSI office within 7 calendar days of receipt via a Report of Discrepancy. If the missing component(s) is not received within 30 calendar days, the contractor shall request direction/disposition instructions from the COR.

1.6.4.5.5. Refurbished Spares. Refurbished is defined as any used, reconditioned, or remanufactured supplies, or unused former Government surplus property being used by the contractor to meet material requirements of this contract or any task order. No refurbished spares, parts or materials may be used by the contractor to fulfill any portion of this contract or any task order unless approved by the CO.

1.6.4.6. Delivery of Spares and Repairs. The contractor shall notify the Government immediately if unable to meet the contractual delivery schedule for individual task orders. Late deliveries shall result in consideration, attachment 6 of the basic contract.

1.6.5. Pull, Test, and Ship. The contractor shall pull, upgrade, test, package and ship items to various

CONUS and OCONUS locations as directed by the COR.

1.6.5.1. Methods of Shipment. Unless otherwise directed by the COR, the contractor shall ship mailable (meets standard postal system size and weight limitations) items to CONUS and OCONUS sites via certified mail. The contractor shall ship non-mailable items as directed by the COR. Upon request, the contractor shall provide the PSI Office the Transportation Control Number. The contractor shall provide pre-addressed, reusable shipping containers for equipment using best commercial practices. Government property items will be shipped via a DD form 1149.

1.6.5.2. Shipment time frames. Items identified for emergency shipment shall be shipped to CONUS locations within one (1) working day of receipt of notification, except for those items requiring testing and/or upgrade. Items identified for emergency shipment shall be shipped to OCONUS locations within four (4) working days of receipt of notification, except for those items requiring testing and/or upgrade.

Items identified for routine shipment shall be shipped to CONUS locations within two (2) working days of receipt of notification, except for those items requiring testing and/or upgrade. Items identified for routine shipment shall be shipped to OCONUS locations within seven (7) working days of receipt of notification, except for those items requiring testing and/or upgrade. Upgrades shall be considered as a software/firmware change only. Items that require testing and/or upgrade, either emergency or routine shipments, shall be shipped to CONUS locations within four (4) working days of receipt of notification.

Items identified for emergency shipment that require testing and/or upgrade shall be shipped to

OCONUS locations within five (5) working days of receipt of notification. Items identified for routine shipment that require testing and/or upgrade shall be shipped to OCONUS locations within seven (7) working days of receipt of notification.

1.6.5.3. Shipment Accuracy. The contractor shall ensure shipments of GFP, spares, repairs, and other items requested are delivered to the correct location, in the correct quantity, at the correct time, with the correct part number.

1.6.6. Engineering and Technical Services. The contractor shall provide Telephonic Engineering

Assistance (TEA), ETAS, and installation and miscellaneous engineering services as listed below.

1.6.6.1. Telephonic Engineering Assistance. The contractor shall provide a toll-free telephone number for authorized personnel to request TEA 24-hours-per-day/7-days-per-week. This assistance shall include general technical guidance and diagnostic fault isolation on CCSS equipment. Requests for this service during normal business hours (8 a.m. to 5 p.m., U.S. Eastern Time) shall be acted upon immediately. Requests for service outside of the normal business hours shall be acted upon within two

(2) hours. The contractor shall log requests and assign a Customer Problem Report (CPR) tracking number to each reported problem.

1.6.6.1.1. Customer Problem Report. The contractor shall record and track information in a CPR for each request to the help desk for assistance. The CPR is a log of information related to each request for engineering and technical services. The contractor shall perform an analysis to determine if the failure is hardware/software, site-specific, system wide or related to other CPRs. The contractor shall recommend corrective actions if the failure is determined to be due to site personnel or site environmental conditions. The contractor shall coordinate with the originator of the CPR on a monthly basis. The contractor shall validate CPR closing actions with the originator.

1.6.6.2. Engineering and Technical Assistance Services. The contractor shall provide on-site ETAS on a routine or emergency basis as directed by the COR. Emergency requirements may be received telephonically to be followed up in writing from the PSI office. The contractor shall be en route or provide the PSI office a departure plan for emergency ETAS requests within 24 hours of receipt of travel authorization (Section 1.7). The contractor shall be on-site within seven (7) calendar days of receipt of travel authorization for non-emergency ETAS (Section 1.7) unless otherwise authorized by the

COR.

1.6.6.2.1. The contractor shall provide a cost estimate for travel when requested by the PSI office. The contractor shall make all of the required travel arrangements and, once flight times and expected site arrival times are finalized, provide this information to the PSI office.

1.6.6.2.2. Contractor ETAS support shall include:

a. On-site maintenance and diagnostic fault isolation to return the CCSS to specified performance.

b. Software/firmware loading.

c. Installation/exchange of circuit cards.

d. Upgrade of hardware.

e. Site surveys.

f. Site configuration management and reporting.

g. Track site configuration changes.

h. Provide final trip report to PSI office.

1.6.6.2.3. The contractor shall be responsible for maintenance and diagnostic fault isolation to restore the system to full operation. The contractor shall coordinate fault isolation actions with the government personnel responsible for switch operations. The site Government personnel will coordinate and obtain required switch downtime and ensure that the contractor shall have required access.

1.6.6.2.4. The contractor shall provide daily status reports to the site Government personnel and the PSI office.

1.6.6.2.5. The contractor shall provide continuous support until the emergency situation is deemed cleared by the site Government personnel and the PSI office.

1.6.6.2.6. Additional support or new requirements shall be validated and approved through the COR.

Prior to departing the site, the contractor shall provide a detailed out-brief as required by the site

Government personnel. Disagreements between the contractor and site personnel will be elevated to the

PSI office.

1.6.6.3. White House Communications Agency (WHCA) On-Site Field Engineer. The contractor shall provide an on-site field engineer to support CCSS requirements for the WHCA switching systems. The field engineer shall provide support for resolving technical anomalies, performing software upgrades, data collection, and generalized tasks for the purpose of ensuring optimal system performance in support of the Government.

1.6.7. Tiger Team Support. The contractor shall provide Tiger Team support as directed by task order.

The Tiger Team shall consist of the appropriate Government and contractor personnel with the skill sets necessary to resolve technical issues.

1.6.7.1. The Tiger Team shall provide assistance to gather and assess pertinent data in relation to anomalies; determine probable root causes; and identify corrective actions. The contractor shall provide a final trip report that details the entire Tiger Team effort.

1.6.7.2. The Tiger Team shall provide services to react to a catastrophic event (terrorist attack, hurricane, earthquake), which requires an immediate response to initiate or restore communications services.

1.6.8. Field Service Bulletins (FSB). The contractor shall distribute FSBs IAW CDRL A012 to inform the network of new enhancements, maintenance problems, and procedures to be implemented.

1.6.8.1. Notification of Critical Technical Error or Safety Hazard. The contractor shall notify the PSI office within 24 hours if an error or omission is found which impedes equipment performance required for mission support accomplishment or represents a safety hazard to personnel or equipment. The contractor shall provide an FSB identifying the noted issue and corrective action(s) to be taken.

1.6.8.2. Notification of Routine Service Issues. The contractor shall notify the PSI office within two working days if an error or omission is found which impedes performance of functions required for mission support accomplishment that is of a routine matter and is not a safety hazard. The contractor shall provide an FSB identifying the noted issue and corrective action(s) to be taken.

1.6.9. Customer Service Report (CSR). The contractor shall maintain a CSR that contains open CPRs as well as CPRs that have been closed since the last submission. The contractor shall update the CSR prior to each submittal IAW CDRL A010.

1.6.10. Resource Protection. The contractor shall comply with Government regulations and provisions and report to the applicable office of special investigations suspicions, incidents, or situations having to do with human resource intelligence threat aimed at or affecting Government agencies and National

Security. The contractor employees cleared for Top Secret/Special Compartmented Information shall obtain approval before contacting or visiting establishments of a communist controlled country.

1.6.11. Records. The contractor shall be responsible for creating, maintaining, and disposing of only those Government required records which are specifically cited in this PWS or required by the provisions of the mandatory directives listed in Applicable Publications and Forms. The contractor shall request disposition instructions upon completion of the contract.

1.6.12. Preservation, Packaging, and Packing. The contractor shall be responsible for the preservation, preparation, packaging, and packing of all items. The contractor shall ensure equipment is packaged in preaddressed, reusable shipping containers constructed using best commercial practices.
