MEMORANDUM FOR:

FROM: AFNWC/PZBB

SUBJECT: Request for Proposal (RFP) FA8214-19-R-7003

The Government request a proposal for the Arm Disarm Switch Replacement (ADSR) effort IAW the attached solicitation package.

It is anticipated that this effort will be a multiple award indefinite delivery/indefinite quantity (MAIDIQ) type contract with all qualification efforts (CLINs 0001, 0002, & 0003) as CPFF type CLINs, and future production units as FFP type CLINs.

The ordering period of the contract is anticipated to be Dec 2019 to Dec 2029 (ordering period one from Dec 2019 to Dec 2024 and Ordering Period two from Dec 2024 to Dec 2029)

All selected contractors will be awarded the initial task order, which contains CLINs 0001-0003, however, Government permissions must be granted to advance from CLIN 0001 and continue working under CLINs 0002 and 0003. It is anticipated the production delivery order will be awarded on a competitive basis at a later date. Competition will be limited to only those who successfully complete work under CLINs 0001-0003. Proposal submittal and evaluation criteria details will be released when the production delivery order is solicited.

Anticipated Contract Structure:

CLIN 0001-PDR-CPFF- 10 Weeks

CLIN 0002 (Option) -25 Qualification Production Units-CPFF-42 Weeks

Solicitation Package contains the following:

Solicitation-Contractors are requested to propose on CLINs 0001-0003. All future production unit CLINs will be part of a later competition between qualified contractors and will be solicited and proposed at that time. Please remember to complete all applicable provision and clause information necessary contained within the solicitation (including necessary reps & certs, subcontracting plan when applicable, and proposal adequacy checklist).

Statement of Objectives (SOO)-Contains necessary information for contractor to create a Contractor Statement of Work (CSOW). Also contains “off ramp criteria” specifying actions necessary to receive authorization to proceed working under CLINs 0002 and 0003. Should a contractor not be successful in successfuling completing all off ramp criteria, they will not be given permission to proceed to the next CLIN, and will be eliminated from any further participation in this IDIQ contract (including future orders). A deliverables table is included for your convenience, however, this list may not be all-inclusive, so do not rely solely on this table for all deliverable information.

CDRL Package-Contains data deliverable requirements Government Rights in Data (GRID)-Provides opportunity for contractors to list any data they do not intend to deliver with unlimited rights, and the rationale for doing so. It also allows the contractor to list a price for less restrictive rights if for sale.

DD254- Provides program security requirements.

Work Breakdown Structure (WBS)-Breaks down project into smaller components.

Optional Contractor Down-Select Criteria- This document provides an optional down-select criteria should Government constraints become an issue and a reduction in contractor participants become necessary. These criteria may be put into effect at the sole discretion of the Government with or without any prior notification to the contractors. Should a contractor be eliminated as a result of this down-select, they will not be given permission to proceed to the next CLIN, and will be eliminated from any further participation in this IDIQ contract (including future orders).

Other Technical Documents-Drawings and Spec requirements for AD switch qualification/production. (Restricted documents can be accessed by the data custodian listed on the DD Form 2345 via the https://safe.amrdec.army.mil website).

Use of Non-Government Advisors:

Offerors are advised that data submitted to the Government in response to this solicitation will be released to individuals who work for the following companies as non-Government advisors for review and analysis:

Access to offerors’ proposals shall be restricted to only those portions for which the individual’s expertise is required to support the evaluation (e.g., software support contractor only reviews software hours proposed).

The individuals participating in the review and analysis of proposals have signed or will sign individual non-disclosure agreements with the Government which strictly prohibits any release or disclosure of information outside of the evaluation team.

Should the offeror object to the release of their proposal information to any non-government advisor, the contracting officer shall make a determination whether the non-government advisor(s) shall be permitted to participate in the evaluation. The contracting officer shall inform the objecting offeror of the final determination, and, if the use of non-government advisors has been changed, shall inform all offerors of the change.
