CONTRACTOR DOWN SELECT CRITERIA
ARM DISARM SWITCH REPLACEMENT (ADSR)
This provides an optional down select criteria should Government constraints become an issue and a reduction in contractor participants become necessary at any point after the conclusion of
PDR and prior to the conclusion of the initial task order. The Government reserves the right to implement these criteria without any communications or prior notice to the participating contractors.
1. Upon implementation of this down select criteria, the Government will:
a. Assess criteria confidence in Section #2.
b. Eliminate contractors with unacceptable ratings first, followed by the next lowest rated contractor, and so on until the Government is within constraints.
c. Should a tie occur in the highest confidence rating achieved, and current restraints still demand further contractor elimination, the Government will proceed to evaluate the price (see Section #3).
2. Criteria Confidence
a. Government will:
i. Assess prototype, design, and any other information obtained up to the point of this evaluation to determine if contractor has met or has demonstrated a reasonable path to meet the equally weighted criteria below (items 1-13).
ii. Assign an overall confidence rating based on Table A.
iii. Evaluation Criteria (The following criteria are equally rated/of equal importance):
1. mechanical weight requirement (Spec 3.3.16)
2. dimension requirement (Spec 3.3.26)
3. electrical operating time requirement (Spec 3.3.5)
4. arm/disarm continuity requirement (Spec 3.3.6 & 3.3.7)
5. output voltage transient requirement (Spec 3.3.22)
6. leakage current requirement (Spec 3.3.25)
7. contact opening requirement (Spec 3.3.12)
8. system survivability non-operational requirement (Spec 3.4.1)
9. operational requirement (Spec 3.4.2)
10. nuclear requirement (Spec 3.4.2.9)
11. reliability requirement (Spec 3.3.15)
12. service life requirement (Spec 3.3.18)
13. At the time of this evaluation, the contractor is current and compliant with all deliverables, terms, and conditions of the contract.
Table A
Confidence Rating Description
High Contractor has either met all (13) criteria or demonstrated a reasonable and acceptable path/schedule to meeting all criteria.
Medium-High Contractor has either met most (9-12) criteria or demonstrated a reasonable and acceptable path/schedule to meeting most criteria.
Medium Contractor has either met many (6-8) criteria or demonstrated a reasonable and acceptable path/schedule to meeting many criteria.
Medium-Low Contractor has either met few (3-5) criteria or demonstrated a reasonable and acceptable path/schedule to meeting few criteria.
Low Contractor has either met little (1-2) criteria or demonstrated a reasonable and acceptable path/schedule to meeting little criteria.
Unacceptable Contractor has either not met any (0) criteria or demonstrated a reasonable path to meeting any criteria.
3. Evaluated Price
a. If a tie occurs, as explained in section 1c, the Government will evaluate the price of the remaining contractors. The highest priced contractor will be eliminated and will continue down to the next lower price until the Government is within constraints.
b. Regardless of pricing structure, the evaluated price will be calculated by combining the total contract price of CLINs 0001, 0002, and 0003 of the initial task order.
c. For cost type CLINs when applicable:
i. CLINs adjusted via contract modification because of an overrun/underrun will be the new total for that CLIN(s) when calculating the total evaluated price.
ii. If at the time of this evaluation, overrun/underrun notifications required by
FAR 52.232-20(b) have been submitted, but no contract modification has been issued, the contractor’s revised estimated will serve to make up the new CLIN(s) total for evaluation purposes.
4. When a contractor is eliminated because of this down select criteria, they will not be eligible to participate in any future CLINs, task/delivery orders, or future order competitions on this contract.
