Questions and Answers for – Site Visit on 10 July 2012 Built up Roofing IDIQ – Seed Project at Building 590 East Annex

1) Old equipment – Will the contractor be responsible for removing all old/abandoned equipment?

Yes – The contractor will be responsible for removing all old equipment from the site.

2) The large abandoned HVAC unit on the roof of building 590 may require a crane, will there be an issue getting a crane on the flight line to remove this?

No – there will not be an issue getting a crane to remove the equipment as long as the program manager is made aware of the date and time. Also, the crane should be shorter than 130ft (not above the lighting located next to the building).

3) When placing new metal roofing on the sides of the sloped roof does the contractor need to remove the old paneling?

No – new panels can be placed over the old ones as long as it remains weather proof and has a neat appearance.

4) When fastening the metal roofing to the sides do the anchors need to be concealed?

No – The anchors can be concealed or exposed, no preference.

5) Will this project involve any lightning protection work?

No – The lightning protection for this project is not disturbed and is on another section of roofing.

6) Is there asbestos located at this project? If so who do we use and would the government place this on another contract?

No – There is no asbestos located at this project. Depending on the project the contractor may be responsible for subcontracting to the base asbestos contractor. If funds are available the government may place asbestos removal on a separate contract action. (Can provide asbestos sub-contractor information at time of award or if requested). Contractor should anticipate sub-contracting all asbestos requirements.

7) If the sheet does not contain a line item (for example – crane rental) will the contractor be allowed to bill for this?

Yes – The line items cover a majority of the items needed. However, if the line items do not contain the needed description it should be submitted as a new line item and the contractor may show it in their proposal.

8) Is there a base landfill the contractors can use to dispose of any equipment?

No – The base landfill is not to be used. The contractor must factor in waste removal to a civilian disposal site.

9) Is the wind lift rating a requirement for building 590?

No – There is no wind lift rating requirement for building 590. However the contractor should ensure the roofing will stay in place and meet manufacturer warranty guidelines.

10) Where should walk pads be placed on the built-up roofing?

Manufacturer warranty/representative should dictate the high traffic areas for walk pad placement. Recommend following all manufacturer instructions.

11) Does the contractor need an electrician to remove the abandoned electrical equipment?

Yes – we strongly recommend verifying the equipment does not have live wiring before removing. Expect this task to take an electrician roughly 4 hrs at bldg 590 to verify and then cap the lines.

12) Should the roofing be hot-mopped or torched during installation?

The base does not allow torches to be used during any roofing projects. All roofing should be hot-mopped.

13) Do the metal roofing panels require any particular color?

There is no base regulation for roofing panel colors. However, the government requests to approve all colors before installed. Preference is Dakota Brown.
