STATEMENT OF WORK
CCTV Base Wide System – USAFA

1. PROJECT INFORMATION:
A. PROJECT TITLE: CCTV Base Wide System – USAFA, CO B. PROJECT LOCATION: Multiple Buildings & Locations, USAF Academy, CO
2. DESCRIPTION OF PROJECT:
A. PROJECT BACKGROUND: Install a robust CCTV camera system in various locations throughout USAFA. The CCTV cameras require integration with the current Falcon-Eye camera system, replacement of existing Falcon-Eye Cameras along with placement of new security cameras.
B. SCOPE: The contractor shall execute the project as shown in the project design drawings, attachments and specifications.
3. GENERAL PROVISIONS:
A. The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting USAFA Specifications.
B. The Contractor must comply with USAFA Environmental Standards 2016 and Specification section ‘01 35 10 USAFA Erosion Control Revegetation and Tree Care Standards’ which outlines provisions to help ensure Contractor compliance with environmental law.
C. PRE-WORK SITE SURVEY - Prior to the start of any on-site work activities, the Contractor shall:
1. Conduct a project site condition survey with the 10 CES Inspector.
2. The Contractor shall note the condition of trees, shrubs, grassed areas, concrete, and any structural damage that may exist immediately within or adjacent to work site.
3. The contractor shall field verify all dimensions or examine unseen connections before ordering materials or performing work.
D. WORK CONFORMANCE - The work areas will be confined to the applicable areas as shown in the design drawings and listed in this SOW. All work must

conform to the current provisions of the USAFA Architectural and Engineering Services Guide.
E. SUBMITTAL REGISTER - A submittal register is provided for this project (See Specification Book). Provide submittals and maintain the Submittal Register throughout project period of performance (POP). This list of submittals is not all-inclusive; other submittals and forms may be required. Contractor shall submit the Master Submittal Register to Contracting within 14 days after the Notice to Proceed (NTP).
F. BASIS OF DESIGN - Any brand name items listed in this SOW and drawings are intended as a Basis of Design (BOD) only.
The Contractor may substitute a product, or products, for any brand name items as long as the substituted product(s) meet the minimum performance standards established by the listed salient characteristics. An ‘Or Equal’ product shall be submitted with the initial proposal and will be reviewed for technical acceptability.
As a part of the 10 CES review process for substituted products, and prior to the substituted product being used or installed, the Contractor must demonstrate in writing that the substitution will meet all project requirements listed above.
G. HAZARDOUS MATERIALS. Refer to Environmental Standards and specific on site attached HAZMAT engineering reports for requirements.
4. SPECIFIC REQUIREMENTS:
A. UTILITY COORDINATION AND Colorado Springs Utilities (CSU) INSPECTOR NOTIFICATION – The Contractor shall provide utility coordination and notify the CSU inspectors prior to starting excavation work or related utilities work associated with this project, per the following:
a. Academy Dig Permits and UNCC - The Contractor shall submit the standard USAFA Form 144 Dig Permit required prior to starting excavation work or related utilities work for the project (Dig Permits, Bldg 8116, 7:30- 8:30am and 3:00-4:00pm Monday-Friday). The Academy shops will provide utility locates for water and sanitary sewer. The UNCC will provide utility locates for gas and electric, but does not notify CSU regarding planned work in the vicinity of CSU utility infrastructure.
b. CSU Inspector Notification – The Contractor shall provide a minimum of 24-hour notice to CSU Inspectors prior to starting work in the vicinity of CSU gas and electric infrastructure. The current CSU POCs (subject to change) are:
(a) GAS – Wayne Simshauser, Office 719-668-3667, Cell 719-491-8142, and
(b) ELECTRIC – Daniel Gonzales, Office 719-668-5638, Cell 719-491-6886.
c. High Temp Hot Water (HTHW) Infrastructure – Where the project includes work directly involving HTHW infrastructure or adjacent to HTHW lines, Contractor shall ensure adequate distance separation between the HTHW infrastructure and any nearby gas and electric infrastructure, such that the heat from the HTHW does not damage the PVC gas mains or PVC electric lines and create a safety risk.

B. SECURITY AND ACCREDITATION
a. The contractor shall keep the Communications PM and Security Advisor (SA) (Cyber Office, USAFA/A6C, 333-9880) apprised on any security issues discovered on the hardware or software. Software utilized for the system must be tested and approved by the Air Force. The contractor and any subs shall not openly disclose USAFA vulnerabilities to anyone outside the government. The overall system, servers and data in this system shall be secured and have permission based control access points with a use a 2- Factor Authentication solution (e.g. PIV cert on CAC, or Token), with unique user name assigned to each administrator IAW AFI 33-129, Chapter 12-Countering the Threat.
b. All system components must be security configured in accordance with the latest Defense Information Systems Agency, Security Technical Implementation Guide (DISA STIG) by performing the STIG and mitigating all identified vulnerabilities or notating the inability to mitigate the threats in a plan of actions and milestones (POA&M) and provide this documentation to the USAFA Cyber Security office with a clear way forward. STIGS can be located at http://iase.disa.mil/stigs.
c. USAFA networks have controlled network traffic. The Contractor shall work closely with USAFA's IT personnel to ensure service is accessible by authorized government personnel. This may require white listing, domain named server modifications, updates, scanning and/or detailed discussion with security personnel to ensure access that works for our military institution and the external visitors/schools that participate in this event. The Contractor shall demonstrate this capability at the Critical Design Review (CDR).
d. The Government will designate certain solution users who are able to access all government data on the solution. The Government will designate other users as basic administrators who do not have unrestricted access. The Contractor shall create administrative capacity in the solution such that administrators can be changed throughout the duration of the contract. The solution shall accommodate administrators with individual logins and passwords for all functions. All logins including but not limited to administrator logins must be encrypted and complaint with the DISA Web Server STIG and meet a minimum complexity requirements as listed in AFMAN17-1301, para.
8.5.4.5 - 8.5.4.5. Case sensitive, at least 15-character mix of two upper case letters, two lower case letters, two numbers, and two special characters. For password changes, change at least four characters when a new password is created.
e. When requested, the Contractor shall provide all required documentation to accredit the system. This documentation at a minimum will include a continuity of operation procedures, incident response plan, basic network diagram, and basic vulnerability management plan detailing scan frequency and patch frequency including metrics. Failure to provide this documentation will delay accreditation of the system.
f. The CCTV system & cameras should be Open Network Video Interface Forum (ONVIF) conformant and comply with ONVIF Profile S for IP-based video streaming to ensures cameras will work with other vendor's video management software, Profile G for edge storage and retrieval (e.g. video http://iase.disa.mil/stigs

management software to ensure the cameras & Virtual Management System (VMS) will work with other vendor's video storage devices and Profiles C & A for integration between access control and IP-based video management systems to ensure the VMS system will work with other vendor's access control systems and that the entire CCTV/VMS system will work with the future CAC/WiFi access control system...i.e. interoperability.
C. Contractor to provide as-built GIS infrastructure underground location drawings per USAFA GIS Standards at the end of the project.
D. No new cameras shall be placed on the State Historical Society protected colored Murano tile located in the stairwells and exterior of the Cadet Area buildings. Any camera work done near these areas will require prior approval of the on-site inspector before being started or installed.
E. Contractor shall include labor hours needed for doing work after regular 0700- 1700 normal working hours due to special events, cadet test finals and any noise related work near classrooms.
F. Camera poles and associated footings are not part of this project. The poles and footings will be installed under a separate contract. There are 18 poles/foundations total that should not be included in the proposal. Contractor shall not provide pricing for any new camera poles and their related foundations located in Phase 4 Falcon Stadium and Phase 5 Santa Fe Trail and Residential Housing areas as shown on the drawings. Phase 4 has 5 poles at the Falcon Stadium (Sheet CU102), Phase 5 has 10 poles on the Santa Fe Trail (Sheets CU103 & CU104) plus 3 poles at the Residential Housing Area (Sheet CU102).
The Contractor shall provide all trenching work for electrical hand holes, underground conduits, enough electric/com wire to complete connection to the cameras on top of the poles as required to within one foot of each of these government furnished/installed poles and shall be responsible to come back to the site at a later date to install the new cameras onto the poles, hook up power to the cameras and do testing to make sure all the cameras operate as required after the poles and footings have been installed under a separate contract.
G. Within 15 days after award, the contractor shall submit detailed schedule for each phase, detailing the critical path for each phase for Government review and approval.
H. Coordinate work schedules with the 10 CES CM at least three (3) business days in advance.
I. AS-BUILT DRAWINGS - Maintain redlined as-built drawings in the project construction office (or trailer) during the duration of the construction. The redlined drawings must be available for inspection during normal working hours.
J. During the duration of the project, the contractor shall coordinate outages to the CE Inspector 15 calendar days in advance.
5. PROJECT MEETINGS:
A. POST AWARD MEETING - A pre-performance meeting will be held at the Contracting conference rooms within two (2) weeks after the contract award.

B. WEEKLY MEETINGS - Weekly planning meetings will be held. The date and time will be the same each week, and will be set by the project team at the pre-performance meeting. The contractor is responsible for coordinating the weekly meeting, preparing an agenda for each meeting, facilitating the meeting, and maintaining minutes of each meeting.
6. SUBMITTALS:
A. Provide submittals for all equipment and material as outlined in the project specifications.
B. 10 CES CM must review all submittals before commencement of relevant work.
7. PROJECT CLOSEOUT:
A. Supply as-built CADD drawings at the conclusion of the project on CD, four (4) copies and four (4) hard copies, in the format in adherence to the latest USAFA CADD standards (Attached).
B. Supply four (4) hardcopies of Operation and Maintenance (O&M) manuals, and two (2) on CD.
C. Before project closeout, ensure that all Environmental reports have been submitted and approved by the 10 CES Environmental group (CEIAM) in USAFA Civil Engineering.
8. TYPICAL USAFA YEARLY CALENDAR EVENTS: These USAFA events are typical each year. The Contractor is required to include all events within the overall project construction schedule. Since this project is expected to go beyond the one year typical published schedule, contractor shall plan accordingly to allow the cycle to happen in their work schedule more than once in a given project schedule.

* Indicates USAFA Institutional Events. Three (3) days prior to each of these Institutional dates, the Contractor shall remove all barriers around newly poured concrete that has cured a minimum of seven (7) days. The barriers may also be removed a minimum of two (2) days after new concrete sealer has been applied. The barriers shall be moved to a location approved by the 10 CES Construction Inspector. The Contractor shall coordinate these dates in their proposed construction schedule.
