83. Q Is the use of the Field House parking lot allowed for this project for construction parking as was observed for previous construction phases?
A Yes.
84. Q Sheet A1.2.01 calls out new entry doors to SAR 2C13 and SAR 2C 14 (key note 28). Are any additional details/specifications available for those doors besides what is shown in the door and frame schedule?
A See Specification Section 081416 – Flush Wood Doors, Revision 2, dated 08.23.2010.
85. Q Sheet A.1.2.01 shows 8 new closets to be built in SAR 2C13 and SAR 2C14 with sliding closet doors. These doors are not called out as being new (key note 29). Are these doors to be Government furnished items or are they new? If they are new, are any additional details/specifications available?
A See Specification Section 081416 – Flush Wood Doors, Revision 2, dated 08.23.2010. Also, refer to Specification Section 087110 – Door Hardware, Hardware Set SL.
86. Q Key note 11 on A1.4.00 states that contractor is responsible to replace existing pavers that are damaged. Can the Government quantify the number that are damaged, or should the contractor bid a zero dollar lump sum to replace the damaged pavers and supply a unit price to replace these existing damaged pavers?
A For bidding purposes there shall be no damaged pavers. The intent of this note is to ensure that at project completion, none of the pavers are damaged.
87. Q The existing 500kVA transformer at Substation #2 is to be replaced with a 750kVA transformer. Can the Government provide the size of the foot print for the existing 500kVA transformer so that the contractor can ensure that the new transformer will fit?
A Shop drawings are not available for the existing 500 kVA unit substation transformer. Design coordination with GE representative Joe Rushin (303-464-2952, joe.rushin@ge.com) confirmed that a 750 kVA unit would fit with the existing lineup.
88. Q Can the Government provide the manufacturer and the catalog number of the gear in Substations 1 and 2 so that the contractor will be able to source the proper 600A breakers to be installed?
A Please refer to Question 87.
89. Q On the electrical demolition drawings it shows a single Occupancy sensor “to remain” In all the cadet rooms. On the electrical lighting sheets it shows a 2 gang occupancy sensor with A&B switching, but it is shown in light line weight which means existing. Do we need to supply one new occupancy sensor along with an existing one or are there two existing occupancy sensors?
A (Revision to answer in question #73) The existing controls consist of a single gang toggle switch and a single gang occupancy sensor, both to remain for reuse. The toggle switch functions as an overall manual override. The occupancy sensor, although single gang, consists of two control buttons capable of dual level switching. The occupancy sensor buttons shall provide the A & B switching for the fixture and the toggle switch shall only be an override ahead of the sensor. No new occupancy sensor or toggle switch needs to be provided.
90. Q Q Reference sheet A7.X.01, Millwork Elevations and Notes. On this sheet there are millwork elevations, typical of each cadet room, with notes that indicate the general scope of work, based on the notes and photos given on this sheet it is impossible to price the refurbishment of the existing cadet room closets and hallway millwork items that seem to be indicated.
A Please refer to Sheet A7.X.01 – Typical Millwork Elevations, Photographic Examples and Notes. In addition to the drawings, refer to Specification Section 064023 – Interior Architectural Woodwork and Specification Section 099300 – Staining and Transparent Finishing.
Refer to Question 92.
91. Q First, reference the photos, these photos seem to indicate that there are specific items that USAFA wants to have addressed (i.e. – Piano hinges repair/replace, missing or inconsistent pulls, wood repairs or replacement due to existing damage, holes in plaster and rubber base missing or in need of repair).
A Refer to Question 92.
92. Q
These items are not quantifiable and cannot be bid based on the above listed information, especially with terms such as “are not limited” and “as necessary” as the parameters. In order to properly quantify these items we need to know the following:
a) How many piano hinges need to be replaced and of what size?
b) How many piano hinges need to be repaired and of what size?
c) Identify how many pulls will need to be routed per note #7.
d) How many upper/lower closet doors need to be repaired?
e) How many upper/lower closet doors need to be replaced?
f) Identify the areas that have broken wood frames at the closets for repair.
g) Identify any other items that need to be repaired or replaced that USAFA has observed as necessary (i.e. – wood wall panels, shelves, closet rods, shoe racks, etc.)
h) How much plaster repair are we to include and/or which rooms require plaster repair?
i) Does the closet rubber base and carpet get removed and re-installed in all cadet rooms.
These items could not be identified during the (2) site visits and will require approx. (3) full days per CS Phase to determine on our own. If this is the intent then each General Contractor will need to have access to all these cadet rooms to do this survey over a week period. With the impact to the cadets, the bid date set for August 27th and the badging requirements to gain access to this does not seem to be feasible. Also, to allow each contractor to do its own verification still leaves the repair work open to each individuals interpretation and will not give the USAFA accurate pricing at the time of bid which will leave the scope of work open to a Cost Modifications at a later date. Therefore, we need the more clarity to this scope of work or the USAFA needs to assign an allowance for the replacement/repairs for all the contractors to use to ensure fair pricing.
A For Bidding purposes please use the following quantities. All dimensions shall be verified in the field:
a) Replace the following piano hinges
i. CS 5: (70) 6’-6”, (120) 1’-6”
ii. CS 6: (85) 6’-6”, (150) 1’-6”
b) Repair the following piano hinges
i. CS 5: (180) 6’-6”, (315) 1’-6”
ii. CS 6: (215) 6’-6”, (380) 1’-6”
c) Rerouting for new pulls
i. CS 5: (450)
ii. CS 6: (600)
d) All doors shall be repaired and refinished as noted on Sheet A7.X.01.
e) Replace the following closet doors
i. CS 5: (15) bottom, (25) top
ii. CS 6: (18) bottom, (30) top
f) For bidding purposes this area shall be (0).
g) Replace all WP 1 Panels, refinish all other wooden components as noted on A7.X.01.
h) The amount of plaster repair is contingent on the detail of demolition. This shall be coordinated by the GC.
i) All carpet and all rubber base is to be removed and replaced with new.
Please note that the information provided above is in addition to that noted on Sheet A7.X.01 – Typical Millwork Elevations, Photographic Examples and Notes, Specification Section 064023 – Interior Architectural Woodwork and Specification Section 099300 – Staining and Transparent Finishing.
93. Q Is there a requirement for a industrial hygienist? If so who carries the cost for this owner or contractor.
A The Government has a industrial hygienist.
94. Q Are general contractors responsible for builders risk insurance?
A Yes, Reference DFARS Clause 252.247-7007
95. Q There are two conflicting statements in 233100 regarding shower exhaust ductwork construction:
2.1 SHEET METAL DUCTWORK; A.4. states: “Sheet metal for shower rooms and restrooms with showers shall be Type 316 stainless steel.”
3.1 INSTALLATION; B. States: “Moisture-laden exhaust ducts (shower rooms and restrooms with showers) shall be welded, brazed, or soldered to make the duct watertight.”
B.1. states: “Exposed ductwork from the equipment to the ceiling shall be 18-guage ASTM A480, Type 316 stainless steel with welded joints and connections.”
B.2. states: “Ductwork above the ceiling may be galvanized steel with brazed or soldered joints.”
As noted above, 2.1 implies all ductwork must be Type 316 stainless steel, while 3.1.B.2. states concealed ductwork can be galvanized. Please clarify which is acceptable.
A Exhaust in Shower rooms and restrooms with showers shall be 316 stainless steel; galvanized is not acceptable. Disregard specification section 3.1.B.2 Renovate Vandenberg Hall – MEP Upgrades CS 5 & CS 6 Renovate Vandenberg Hall – MEP Upgrades CS 5 & CS 6
