1. Question: What are the subcontracting goals for this solicitation?
Answer: Currently the 10th Contracting Squadron goals, are 23% for small businesses in general. As the offeror, you will define realistic percentages for each of these areas. See FAR 19.704 (a)(1) which states “Separate percentage goals for using small business (including ANCs and Indian tribes), veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business (including ANCs and Indian tribes), and women-owned small business concerns as subcontractors”.
2. Question: The documents don’t appear to address the positions of Quality Control Manager or Site Safety & Health Officer. Are these positions a requirement and, if so, what are the qualifications and are they full time positions.
Answer: Please reference the upcoming Amendment 0002 which will incorporate U.S. Army Corps of Engineers specifications.
3. Question: The proposal submittal requirements state that we submit an original and two copies plus a CD of Volumes I & II of our proposal. This is not a problem with Volume II but, since this is a competitive bid and we will be receiving subcontractor pricing right up to submittal time, producing a CD for Volume I at time of submittal will be extremely difficult. Could the Volume I CD be submitted at a later time?
Answer: All required items must be submitted by the time and date listed in SF 1442 block 13. Reference Section L, Volume II.
4. Question: Detail 1/A5.X.01 indicates the new PMMA waterproofing “to encapsulate existing membrane”. Does this mean the entire 4th floor plaza area is to be covered or only the borders at the new perimeter curtain wall and inboard glazing systems (5/A5.X.09)?
Answer: Refer to the following drawing Sheet in Construction Sequence No. 5
Sheet 57 – A1.4.02 – Fourth Floor Terrazzo Plan – AA
Sheet 58 – A1.4.03 – Fourth Floor Terrazzo Plan – BB
Refer to the following drawing Sheet in Construction Sequence No. 6
Sheet 54 – A1.4.02 – Fourth Floor Terrazzo Plan – AA
Sheet 55 – A1.4.03 – Fourth Floor Terrazzo Plan – BB
The notes in these sheets state the following:
1. Encapsulate the existing terrazzo waterproofing membrane within the boundaries of Construction Sequence No. 5 & 6 with Poly Methyl Methacrylate (PMMA) and all associated components. Coordinate with Specification Section 071416 Cold Fluid-Applied Waterproofing.
2. Remove and replace all expansion joints.
5. Question: Drawings for CS-5 and CS-6 phase of project Drawing numbers E3.4.01 Keynote 5 states provide and terminate New Falcon Voice Lines…. What are the cabling requirements for this voice service and how many circuits are there to provide?
Answer: Falcon Voice is not in the Design Scope. For Bidding purposes, the note is intended to indicate that work may be required here as deemed necessary by the 10th Communications Squadron. No cost shall be included in the bid documents, just the understanding that said coordination shall occur.
6. Question: Section L, page 34 & 35. Do the past performance project sheets have to be $25M - $100M projects?
Answer: Past and present performance will be evaluated based on relevancy as described in Section M of the solicitation. Dollar value of a project’s past and present performance is one of the many factors used to determine relevancy during the evaluation process.
7. Question: The following questions seem to read how the customer views the general contractor’s performance. Can you elaborate how the general contractor is supposed to respond?
Answer: The General Contractor is not supposed to respond. The questionnaires are for the customer to complete and should be sent directly to the Contracting office from the customer. In the event the General Contractor forwards a completed past performance questionnaire to the contracting office, it will not be evaluated.
8. Question: Comments regarding compliance with contract terms and conditions (Are you looking for challenges the general contractor might of encountered?)
Answer: Did the contractor do what was agreed upon, if not what were the circumstances.
9. Question: Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions and mitigating circumstances, or actions taken to correct the unacceptable condition and preclude recurrence (Are you looking for problems and solutions that might have occurred?)
Answer: Yes. All information, whether favorable or unfavorable, will assist the Evaluation Team during the source selection process.
10. Question: We have our private sector customers complete the CCASS (DD 2626) when a project is completed, are we allowed to submit these in place of Attachment 5?
Answer: The Source Selection Team will pull reports submitted in the Government’s the CCASS System from the Past Performance Information Retrieval System (PPIRS). If your customer wants to provide a copy of the CCASS that is acceptable. However, since the Past and Present Performance Questionnaire has project specific questions, it is to your advantage for your customer to complete the questionnaire and return it to the Contracting Office.
11. Question: After award of the contract who will be managing the construction? Will this be USAFA, Corps of Engineers or AFCESA?
Answer: Review Amendment 0001 to the solicitation, dated 11 August 2010, posted on FedBizOpps on 11 August 2010.
