2.4 Project Background and Concept
2.4.1 One half of the DC Hangar, Building 7000, serves as a nose dock for Isochronical (ISO) Inspections and Maintenance. Aircraft access to the ISO Dock is at the southwesterly quadrant of the hangar facility. Currently, when an aircraft is in position for servicing, the rear fuselage and the tail of the aircraft, or empennage, extends through an aperture opening in the center leaves of the main hangar doors and is exposed to the elements. Inspection and repairs to the tail of the aircraft is accessed by a separate, self-propelled mobile maintenance stand which, when in position, partially encompasses this portion of the aircraft.
2.4.2 With this portion of the aircraft outside the hangar, extensive inspection and maintenance delays are experienced during periods of inclement weather. To mitigate this situation, it is necessary for the tail of the aircraft and the maintenance stand surrounding the tail to be enclosed for the adequate protection of the aircraft and maintenance personnel against climatic conditions that prohibit performing the necessary servicing and to facilitate an accelerated inspection and maintenance schedule.
2.4.3 Due to the geometric alignment and configurations of existing site features which create aircraft centerline and wing tip clearance issues, a bi-parting enclosure will be necessary.
2.4.4 An aerial photograph of the facility depicting the location of the new BPEE is enclosed as Attachment No. 2.
3.0 EXISTING CONDITIONS DATA
3.1 The following existing condition data is approximate, provided only for informational purposes and only to represent conditions of relevant site features to describe scope and magnitude. The Contractor is responsible for ascertaining and verifying all pertinent existing conditions and dimensions affecting the installation of the BPEE during the pre-proposal activities.
Statement of Objective Page 3 of 25
3.1.1 The height of the main hangar doors is 60’-0”. The height of the hangar roof is 69’- 0”. Refer to Attachment No. 3 for existing building drawings (8 sheets) furnished for informational and reference purposes only.
3.1.2 A new tail maintenance stand has been erected. Refer to Attachment No. 4 for a drawing of the maintenance stand assembly included for reference only. The Contractor is responsible for verifying all critical dimensions. The existing exterior utility pit providing power and compressed air to the tail stand shall be maintained.
3.1.3 The hangar apron is 14-inch thick non-reinforced concrete pavement, sloped for surface drainage. Refer to Attachment No. 5 for a recent elevation site survey of the apron for informational purposes. The maximum wheel load of the C5 aircraft is 33.4 kips for each of its 28 wheels.
3.1.4 Electrical power to the facility is 480 volt, 3 phase.
3.1.5 The hangar is heated by natural gas fired infra red heaters suspended from the underside of the roof structure.
3.1.6 The fire suppression system in the ISO bay is high expansion foam with zoned pre-action sprinklers, draft curtains with linear thermistor heat detection.
3.1.7 Existing structural steel should be considered and treated as being coated with lead based paint. There are no other known existing material hazards associated with the work. During any time during the performance of the work should there be an unforeseen encounter of asbestos, lead paint or any suspected regulated material, the Contractor shall immediately take prudent precautionary measures and immediately notify the Contracting Officer upon the discovery of such materials.
4.0 BPEE PLANNING CRITERIA AND OPERATIONAL PARAMETERS
4.1 The following is a brief listing of the major planning criteria and operational parameters for the BPEE which shall include, but not be limited to, these items. The scope of activities included in this contract includes providing all labor, transportation, materials, tools, and facilities necessary to plan, fabricate and install the BPEE and appurtenances as specified below. For descriptive purposes, the BPEE will be considered to have three positional modes: fully closed around the aircraft empennage, fully opened at the storage position and in motion or travelling.
4.1.1 General: The BPEE shall consist of two self-supporting, three-sided and roofed structures mounted on a dual flanged steel wheel and rail track system and be fully self-propelled to open and close around the C5 empennage. The structures shall be stable, rigid and sway resistant in any position. Fabric structures are not allowable. The length of travel of each section of the enclosure to the fully opened mode shall be at least half the full wing span of the aircraft and beyond the minimum wing tip clearance requirements for safe movement of aircraft into and out of the ISO Dock. The appearance
Statement of Objective Page 4 of 25 of the BPEE shall be compatible with the existing hangar and the exterior color shall match as closely as possible the existing hangar color.
4.1.1.1 When in the closed mode, the enclosure shall be sized to completely enclose the aircraft empennage and maintenance tail stand described in paragraph 3.1.2 above with a minimum interior clearance of 10 feet ,with a desirable of 15 feet, at all points on each side of the tail stand; a minimum interior clearance of 25 feet to the rear of the tail stand;
and the minimum interior clearance necessary for the safe operation of the jib crane.
Minimum clearances shall account for the depth of structural roof framing and structural deflections. Due to snow loading anticipated to be imposed onto the existing hangar roof, the BPEE shall be no more than 15 feet taller than the existing roof and a minimum width of 110 feet. Due to the existing site geometry, the easterly enclosure segment will obstruct the Fuel Cell vehicle access door when in the fully opened mode.
4.1.1.2 The enclosure shall be fabricated with all necessary structural members, trusses, purlins, bracing, gussets, siding, roofing, insulation, etc. to withstand wind, snow and seismic loadings in accordance with the most current edition of ASCE-7 and Unified Facilities Criteria for this geographic location in the fully closed mode with the following special additional requirements: Each enclosure segment shall be fabricated to travel at a maximum rate of 30 feet per minute at zero wind load; shall be fabricated to be able to travel during winds at a speed of 25 mph; shall be fabricated to withstand the full design wind loads while anchored in the fully opened mode for prolonged durations during fair weather seasons of the year.
4.1.1.3 The enclosure shall fully operate within the temperature range of -20 to 110 degrees F and withstand 1-inch diameter hail.
4.1.1.4 The Contractor shall determine and install all foundation requirements for the BPEE to include all elements required for the travel of the enclosure segments from the fully closed to the fully opened modes and all subsurface foundation requirements for trackage, anchors and/or tie downs. The Contractor shall perform all structural calculations to determine the size, configuration and reinforcement of all foundation elements and provide complete layouts, drawings and details of these requirements. No part of the foundation/rail system shall protrude above the existing concrete apron surface. The existing apron surface slopes for drainage which must be taken into consideration to maintain the level travel of the enclosures. Each rail shall be equipped with a positive mechanical end stop. The track or rail system is to be equipped with a snow/ice melting system and adequate drainage of the melt water. The flangeways, or wheel to track locking arrangement if so equipped, will be provided with a means to continuously cover any depressions or openings in the finished pavement to prevent the entering and accumulation of water, dirt and debris. This cover arrangement must be easily retracted before and re-deployed after movement of the enclosure segments and not hinder vehicular traffic and snow removal operations. The Contractor shall be responsible for all tasks to completely restore the site to pre-existing conditions.
4.1.1.5 Based on the height clearance requirement listed in Paragraph 4.1.1.1 above, the BPEE will be taller than the existing hangar roof. The configuration of the BPEE shall
Statement of Objective Page 5 of 25 not impose any new or additional lateral loads or roof loads onto the existing hangar in any operational mode other than snow drifting when in the closed mode. The BPEE shall be shaped so as not to allow any excessive snow accumulation on the existing hangar roof. The roof structure of the BPEE shall be sufficiently pitched or shaped and surfaced with a material to induce sliding of accumulated ice and snow to the ground for removal.
Roof material shall also be of a non-glare black finish. It is expected that the BPEE will have to be in the closed mode during snow events.
4.1.1.6 When in the fully closed mode, the enclosure shall be fitted with a complete and automatic system of all season weathering at all of the interfaces of the enclosure and the exterior surfaces of the hangar and at the juncture of each enclosure segment’s roof and end wall. While also in the fully closed mode, the main hangar doors must remain fully operational to allow maintenance equipment and vehicles to pass in and out of the hangar as well as access to the hangar for firefighting equipment. The weathering system against the hangar wall may be retractable to prevent damage in the travelling mode of either the BPEE or the doors. A safety interlock shall be provided to prevent movement of either the BPEE or the hangar doors before the weatherseal is retracted.
4.1.1.7 The interior surfaces of the BPEE shall be sheathed with metal siding panels to protect the interior structural members, insulation, mechanical and electrical equipment and appurtenances of each enclosure segment from corrosion or malfunction due to exposure to the elements while stored in the fully opened mode for prolonged periods during any time of the year.
4.1.1.8 The enclosures shall be planned and fitted with all necessary structural anchors and tie downs to provide structural stability in both the open and closed modes under the prescribed conditions. All anchor foundations and assemblies shall be flush with the existing concrete apron pavement. All anchoring systems will be self contained and assembled to be easily deployed and retracted. Storage compartments shall be provided in convenient locations for any temporarily loose component parts of the anchoring systems.

Internal foam may be polyurethane and/or latex foam per military specification MIL-R-5001, medium density. Use two contact elements separated by perforated foam or other government-approved materials and able to perform the switching function when the sensing edge encounters an obstruction along any portion of its active length. Actuation of the safety edge on the leading edge of an enclosure shall stop movement of the enclosure. Actuation of a safety edge shall lock out the motor control in the direction of travel until reset, but shall permit the enclosure to be reversed away from the obstruction which tripped the safety edge. Safety edges shall be alive only when enclosure segments are moving. Safety edges shall be reset by moving segments away from the obstruction. The lower portion of the safety edges to a height of approximately 5 feet shall be independently removable for convenience in servicing or repair. The remainder of the edge may be in one piece up to a maximum of 20 feet. Each edge provided with a safety edge shall be protected by a spring type bumper(s). Bumper shall be able to absorb 150 percent of the enclosure drive force when enclosure is pushed in an emergency. For continuous safety edges, bumpers shall extend to the sides. For sectional safety edges, the bumper can interrupt the safety edge for a distance not greater than 12 inches. Provide a keyed bypass to the enclosure controls to render the safety edges in a temporary "repair" mode. The enclosure drive shall be restored from its "fail safe" mode by activation of the keyed bypass. Connect the safety edge in series with the necessary relays and resistors to make the system complete. The service shall be not more than 24 volts and the circuit shall be normally energized so that the malfunction of any of the component parts will make the enclosure inoperative. Wire sensing edges to provide for reliable 4-wire operation of each enclosure so that any power loss to the sensing edges is experienced, then the enclosure becomes inoperable until power is restored and a reset operation is initiated. Install sensing edges to operate through a normally energized relay so that when the sensing edge is compressed the relay contacts open. Install relay contacts to also open if any component in the sensing edge control circuit is broken so as to break continuity. Use 110 volts electrical service to the control circuit. Ensure service to the sensing edge does not exceed a nominal 24 volts.
