STATEMENT OF WORK
PROJECT #: MACC Seed Project
TITLE: Renovate Bldg1123 LOCATION: Bldg 1123, Ramstein Air Base DATE: 10 September 2014
FOR OFFICIAL USE ONLY!
1. General Description
This design measure provides for renovation of an existing facility to accomadate a 45 person band while satisfying UFC 4-171-04AN and Ramstein ACS standards. The effort also includes the design of a 10m x 14m 2 story addition, for office space, to the North Side of the existing building. To more easily evaluate the work to be accomplished building 1123, the building has be split up into 6 areas (See Layout Drawing). If requirement does not specify one of the 6 areas, the requirement applies to the whole building.
2. Location
The job site is located on Ramstein Air Base, within a military installation. The exact location is shown on the attached site plan.
3. Description of Work
3.1 Flooring
Area 2 currently has a sloped floor. This area needs to be filled will gravel and concrete, then leveled so the area can be used to house the functional areas outlined in the UFC 4-171-04AN. The precise arrangement and orientation of the functional areas will be proposed by the contractor.
Area 4 was previously a snack bar and the floor needs to be tiled with calibrated floor tiles rated for standard load bearing foot traffic. The space can be reclaimed and used to satisfy UFC 4-171-04AN requirements.
3.2 Ceiling and Walls
The ceiling and walls will meet the sound isolation requirements of UFC 4-171-04AN. Also, all recommendation in UFC 4-171-04AN, concerning room positioning in relation to other rooms will be adhered too.
3.4. Lights
Replace existing main theater light board relays with standard electrical panel. Replace all lighting with Fluorescent T-5 or equivalent. A minimum lighting level of 40 Foot-candles (measured 1 meter from the floor) will be installed in rehearsal rooms, practice rooms and Library. All other lighting areas will meet DIN EN 12464-1.
3.5. Fire Alarm System
A. Fire Alarm system should be modified to meet NFPA 72. All extension and modification of fire alarm system shall be coordinated prior to start of work with the Base Fire Department (86 CES/CEF) and the CE Alarm Shop (786 CES/CEOIEA). Work shall be planned and performed IAW the recognized rules of the trade (DIN, VDE, VDS, EN, etc.) and the NFPA.
B. Any existing EXIT light fixtures being reused, shall be tested and battery system will be serviced and/ repaired to function within the new design.
C. After completion of work, the fire alarm system shall be tested IAW regulations in the presence of the Base Fire Department and the CE Alarm Shop and a test report shall be prepared and handed over. This test shall be announced and/or coordinated 7 days in advance. After completion of the test, all as-built documents shall be handed over as hard copies and on CD ROM. As-builts must be AutoCAD 2012 or downward compatible.
3.6. Restrooms and Locker Rooms
The existing restroom area will be renovated to accommodate at least the minimum amount of toilets for 45 people and include the addition of a locker area according to UFC 4-171-04AN.
3.7. Mechanical Rooms and Plumbing
All technical components in the mechanical room shall be brought up to German and/or American code, whichever is more stringent.
Replace Air Handlers and chiller units to better fit the new design and space allocation. All duct runs should be isolated to noise sensitive rooms as outlined in UFC 4-171-04AN. All areas with instruments present will be air conditioned. All administration offices are not required to have comfort cooling, but will meet ASHRA 62.1 standards for air quality.
Extend existing fire suppression system to any new construction areas and modify existing system to meet NFPA standards.
3.9 Electrical work and Communication Wiring
All new and renovated office space (areas 5, 6) will include standard office outlets per square footage as per UFC 3-520-01. All new office areas will be fed by a new power panel.
Communication cable will be installed to Ramstein COMM STANDARD for all work stations and new UFC 4-171-04AN rooms with exception of the locker room/toilets and utility rooms.
3.10 Office Area- New Construction
To accommodate the 45 personnel, an addition to the existing building is needed. This will be accomplished by adding a 10m x 14m 2 story addition, to the North Side of the existing building. The new addition as well as the existing second floor will be used to house the 45 person office area. Only 4 offices are private and are outlined in UFC 4-171-04AN. The existing space will be renovated to minimize the foot print of existing offices and regain space to satisfy UFC 4-171-04AN.
IV. Additional Conditions
4.1 Worksite Health and Safety
IAW the Construction Site Regulation (Baustellenverordnung), paragraph 21 of the basic Multiple Award Construction Contract (MACC) and if applicable for the subject project the contractor shall provide a safety and health coordinator (SIGEKO), prepare a safety and health schedule and announce the construction site no later than 2 weeks prior to start of work.
4.2 Conformance with Environmental Management Systems
The Contractor shall perform work under this contract consistent with the relevant environmental policy and objectives identified in the installation environmental management system (EMS) applicable for your contract. The Contractor shall perform work in a manner that conserves water, energy and other resources to the maximum extent feasible and ensure minimum production of waste as possible, giving preference to recycling and reutilization opportunities. Furthermore, the Contractor shall give preference to less toxic materials whenever available and still reliable for their work. In the event an environmental nonconformance or noncompliance of host nation and USAF environmental laws and regulations associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Coordinator. In addition, the Contractor shall ensure that their employees are aware of the environmental management system on base and how these requirements affect their work performed under this contract. All on-site contractor personnel shall receive the installation EMS awareness level information.
4.3 Conformance with Environmental Requirements
The contractor shall perform all work in accordance with applicable German and US Air Force environmental laws, regulations and operating standards, including but not limited to the Final Governing Standards (FGS) for Germany. The contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this contract.
