MEMORANDUM FOR PROSPECTIVE OFFERORS

SUBJECT: Questions regarding Civil Engineer Support Services Solicitation FA5000-15-R-0001 Questions/Answer regarding this solicitation:
(Q1) Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number or is this a new requirement?
(A1) Contract lapsed in January 2014. Old contract number: W912CZ-09-D-0009.
(Q2) RFP Page 10 of 46, paragraph C.4.(g), “The Price Part shall be submitted in spreadsheet format, such as EXCEL, and MS WORD for price narrative” The Proposal Preparation Instructions, page 8 of 46, paragraph B.2, PART II – PRICE PROPOSAL, does not include a price narrative. Can the government verify the requirement for a price narrative in the proposal?
(A2) Solicitation language will be updated to remove price narrative requirement.
(Q3) RFP Page 14 of 46, 52.212-2 EVALUATION--COMMERCIAL ITEMS, paragraph (d)(2)(A), “Recent past performance information includes contracts performed and/or being performed for any customer within the last three (3) years from the issuance date of the solicitation.” Question: Will the government consider redefining “Recent past performance information” to includes contracts performed and/or being performed for any customer within the last five (5) years from the issuance date of the solicitation, in order to broaden the competition within the small business 8(a) contractors?
(A3) No.
(Q4) Reference: Attachment 3, CBA, Collective Bargaining Agreement By and Between Fairbanks Joint Crafts Council and Global Management Services, LLC, “USARAK DPW Support Services Contract”.
Question A: Is Global Management Services, LLC currently performing this contract?
Question B: If so, which requirements are they currently performing?
Question C: Is the Civil Engineer Support Services (CESS) at Joint Base Elmendorf-Richardson (JBER) a USARAK DPW Support Services Contract?
(A4) A&B) No, Global Management Services, LLC is currently performing a HVAC contract that expires in April 2015. CBA will be removed during next amendment.
C) No Attachment 1, PWS states the requirement as a Civil Engineer Support Services contract.
(Q5) Reference: Attachment 3, CBA, page 26 of 26, “Schedule A”. Question: The Schedule A does not include employee rates? Can the government provide an update rate schedule?
(A5) CBA will be removed during next amendment.
(Q6) 1.Reference: RFP Page 1 of 46, SF1449, Block 8, “Offer Due Date/Local Time 02:00 PM 09 Feb 2015”, and pages 10 and 11 of 46, Parts I, II, and III, “Due Date 10 Mar 15”.Question: Can the government clarify the due date?
(A6) See Amendment #1 with new due date.
(Q7) Can the Government provide thorough workload data along with GFE, Vehicles (Gov’t and Contractor required), etc.?
(A7) PWS page 3, paragraph 1.1.1 states the requirements the contractor is to provide and Appendix 3 lists Government Furnished Facilities and Government Furnished Equipment offeror can expect. Appendix 2 Workload Estimates and Appendix 7 Government Facilities/Real Property Installed Equipment provides necessary information.
