APPENDIX A – DEFINITIONS, ABBREVIATIONS & ACRONYMS
1.0 GENERAL DEFINITIONS
AIR COMBAT COMMAND ACQUISITION MANAGEMENT AND INTEGRATED CENTER (ACC
AMIC). The Air Force office with responsibility for management of the UASOCS contract.
CONTRACTOR-ACQUIRED PROPERTY. Property acquired, fabricated, or otherwise provided by the Contractor for performing a contract, and to which the Government has title.
EQUIPMENT. A tangible asset that is functionally complete for its intended purpose, durable, nonexpendable, and needed for the performance of a contract. Equipment is not intended for sale, and does not ordinarily lose its identity or become a component part of another article when put into use.
GOVERNMENT FURNISHED EQUIPMENT (GFE). Equipment Authorized In-Use Detail (EAID), non-EAID, and government leased equipment in the possession of, or acquired by, the government and subsequently delivered or otherwise made available to the contractor. GFE includes, but is not limited to, items such as ADPE, telephones, copy machines, personal computers, etc.
GOVERNMENT-FURNISHED PROPERTY (GFP). Property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract.
LINE REPLACEABLE UNIT (LRU). A unit which can be readily changed on a communications system during maintenance operations.
MATERIAL. Property that may be consumed or expended during the performance of a contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end-item. Material does not include equipment, special tooling and special test equipment.
VOICE OVER SECURE INTERNET PROTOCOL (VoSIP). Regular (un-encrypted or encrypted) VoIP over any secure or classified Internet Protocol Local Area Network (IP LAN) or Wide Area Network (WAN) like Secure Internet Protocol Router Network (SIPRNet).
2.0 UAS OPERATIONS CENTER SUPPORT – SPECIFIC DEFINITIONS
ADMINISRATIVE SUPPORT. Basic installation, cooperative administration, basic troubleshooting, and component-level maintenance/sustainment. Connect and arrange supported equipment/install software, but shall not perform installation tasks listed under full support (i.e. hang or mount equipment on ceilings or walls). Coordinate with Government administrators to manage user accounts and system operation (IAW AFI 33-115v2, Sections 5 and 6 and AFI 33-200 Chapters 2 and 3 - within the limits of the law or governing DoD/USAF regulations). Obtain “Client Systems Administrator” credentials for supported networks with government approval. Provide basic troubleshooting assistance to the level of applicable equipment/software operations and maintenance manuals. When more detailed assistance is required, the contractor shall coordinate with the equipment/software manufacturer. Remove and replace or re-install major components of supported equipment/software when required. Make recommendations for repair and repair a major component if deemed cost effective by the government.
ASYNCHRONOUS TRANSFER MODE (ATM). A high-speed multiplexing and switching method, utilizing fixed-length cells of 53 octets, that supports multiple types of traffic.
COMBAT AIR PATROL (CAP). The total effort required to generate and sustain a combat capable aircraft in the air over a designated area or target, continuously, as dictated by mission requirements.
COLD STATE/COLD STORAGE. Equipment installed and configured in such a manner that the alternate site can be made operational within one hour of notification by the WOC Director or designated official. Cold State Sites will be fully equipped office space or spaces that contain all the system hardware, software, telecommunications, associated support equipment, and power sources required to assume operating responsibilities from the main site. The Cold State Site is to be maintained at a status in which relocated personnel may begin operations within the specified timeframe. Preventive maintenance actions accomplished at 7 day intervals will include all necessary software updates. Successive maintenance intervals accomplished at 14, 28, and 56 days will encompasses those actions which seek to maintain system hardware to include all associated support equipment, telecommunications, and power source at a level which meets the specified timeframe for activation and assumption of operations from the main site.
DEPOT MAINTENANCE. Materiel maintenance requiring major overhaul or a complete rebuilding of parts, assemblies, sub-assemblies, and end items, including the manufacture of parts, modifications, testing, and reclamation as required. Depot maintenance serves to support lower categories of maintenance by providing technical assistance and performing maintenance beyond their responsibility. Depot maintenance provides stocks of serviceable equipment because it has available more extensive facilities for repair than are available in lower maintenance activities. Depot maintenance includes all aspects of software maintenance.
FULL OPERATIONAL CAPABILITY (FOC). The WOC/SOC has all systems required for dynamic operations as defined by the requirement owner (i.e., JWICS, CENTRIXS, BICES, etc).
FULL SUPPORT. Installation, administration, and troubleshooting. All required installation tasks (to include physically mounting equipment components on ceilings, wall, etc.). Support does not include modification of facilities (i.e. adding/removing walls or other building structural components). Exercise full control over user accounts and system operation (IAW AFI 33-115v2, Sections 5 and 6 and AFI 33-200 paragraphs 3.23, 3.38, 3.39 and 3.40- within the limits of the law or governing DoD/USAF regulations). Provide the same level of troubleshooting assistance to users that the equipment/software manufacturer can provide.
GROUND CONTROL STATION (GCS). Provides aircraft control functions of the larger UAS.
INITIAL OPERATIONAL CAPABILITY (IOC). The SOC can support C2 and FMV dissemination by the attached GCSs (including circuit redundancy) and the SOC itself and GCSs have SIPR/VOSIP access for mission command and control. For a WOC, SIPR/VOSIP access and access to all video feeds disseminated from the VDH and UVDS.
INTELLIGENCE, SURVEILLANCE, AND RECONNAISSANCE. Integrated capabilities to collect, process, exploit, and disseminate accurate and timely information that provides the battlespace awareness necessary to successfully plan and conduct operations.
INTERMEDIATE-LEVEL MAINTENANCE. Materiel maintenance that is the responsibility of, and performed by, designated maintenance activities in support of using organizations. The intermediate-level maintenance mission is to enhance and sustain the combat readiness and mission capability of supported activities by providing quality and timely materiel support at the nearest location with the lowest practical resource expenditure. Intermediate-level maintenance includes limited repair of commodity-orientated components and end items; job shop; bay and production line operations for special mission requirements; repair of printed circuit boards; software maintenance; and fabrication or manufacture of repair parts, assemblies, components, Jigs and fixtures, when approved by higher levels.
MISSION-SPECIFIC SUPPORT EQUIPMENT. Audio/visual, communication, and computer/server/ network hardware and software that is being used to plan, execute, coordinate, or debrief a UASOCS flight.
NETWORK ADMINISTRATRATOR. Maintains network infrastructure such as switches and routers, and diagnoses problems with these or with the behavior of network-attached computers.
NON-CHARGEABLE DOWN TIME. The actions listed below are considered non-chargeable down time:
PREVENTIVE MAINTENANCE INSPECTIONS (PMI). Time periods approved by the government where equipment, system(s), or channel(s) is/are not active in its assigned mission due to the performance of scheduled preventive inspection(s). When a deficiency is discovered as a result of the PMI and prevents its completion, the PMI shall be deferred and a new maintenance action shall be opened to document corrective maintenance. The downtime shall be rescheduled and the PMI shall be completed after the deficiency is corrected (See Note).
TRAINING. Government approved time period(s) when equipment, system(s), or channel(s) cannot perform its assigned mission due to training (See Note).
Note: When the sum of total system downtime per calendar quarter for preventive maintenance and training reaches 24 hours, any additional time for training or preventive maintenance shall be chargeable unless approved in advance by the government.
GOVERNMENT AUTHORIZED. Time period when contractor is directed or authorized by the government to shut down equipment or delay work due to personnel safety, interference with other equipment, parts delay, or higher headquarters requirements. A comment explaining the cause of the shutdown (e.g., personnel safety hazard, document, and directive) is required.
AWAITING PARTS. Time period between documented item on order status and documented receipt of item shall be considered non-chargeable.
COMMERCIAL POWER FAILURES. Time that equipment, system(s), or channel(s) is/are not capable of performing its assigned mission due to loss or instability of commercial/prime power.. Sites where back-up generators are available and contractor maintained, outage time shall be considered chargeable in the event of prime power loss and generator failure.
MODIFICATION OR RELOCATION. Time period when an active equipment item is removed from its assigned mission to comply with Government-approved modification or relocation.
DEPOT MAINTENANCE. Time period when the equipment, system, or channel is not operational due to scheduled depot maintenance. This includes jobs accomplished by Engineering and Installation (E&I), Central Repair Authority (CRA), or Mobile Depot Maintenance (MDM) teams.
ELECTROMAGNETIC INTERFERENCE. Time period when a communications facility is experiencing interfering electrical signals which prevents the equipment from performing its assigned mission.
DAMAGE OR DETERIORATION. Those time periods that the equip¬ment is not performing its assigned mission due to uncontrollable equipment damage, which is not the result of equipment malfunction and is beyond the con¬tractor maintenance activity’s control (e.g., natural disasters, vandalism, or riot).
DOCUMENTED SOFTWARE ERROR. Those time periods that equipment is not performing its assigned mission due to the occurrence of a documented software problem.
ATMOSPHERIC DISTURBANCE OR WEATHER. Those time periods when equipment cannot perform its assigned mission due to severe weather or atmospheric conditions, such as anomalous propagation, high wind, hurricanes.
NOT MISSION CAPABLE UNSCHEDULED SYSTEM (NMCU) HOURS. NMCU hours includes all time when system(s) are not mission capable because of unscheduled maintenance, associated delays, or downtime not approved by the government.
PRODUCT QUALITY DEFICIENCY REPORT (PQDR). A report used to identify, report, and resolve deficiencies on hardware, software, mission critical computer systems, vehicles, clothing, and textiles.
PROJECT. A temporary endeavor undertaken to create a unique product or service. It is a group of activities performed in a logical sequence to meet one or more basic objectives. These actions are done to fulfill contractual agreements developed from an Engineering and Analysis Scientific Study Report or as proposed by the contractor or directed by the CO to solve specific problems, or launch a new product or service. A project has a date of commencement and a date of completion.
REMOTE SPLIT OPERATIONS. A change in operating concept which geographically separated the GCS control of a UAS. The GCS conducts takeoff and landing operations at the forward deployed location while the CONUS-based GCS conducts the mission via extended communications links. This change reduced the forward footprint of specialized equipment and personnel.
REPARABLE/RECOVERABLE MATERIAL. Property that can be repaired at organizational, depot, or specialized repair activity.
SUPPORT EQUIPMENT. Equipment such as special testers and fixtures that are required to maintain a system or subsystem. This does not include auxiliary items such as cables, connectors, and adapters.
SQUADRON OPERATIONS CENTER (SOC). A facility assigned to a specific squadron where mission- specific support equipment is concentrated for the purpose of providing command, control, and communications support to UASOCS.
SYSTEMS ADMINISTRATOR. Analyzes system logs and identifies potential issues with computer systems. Applies operating system updates, patches, and configuration changes. Installs and configures new hardware and software. Performs routine audits of systems and software. Adds, removes, or updates user account information, resets passwords, etc. Troubleshoots any reported problems.
UNMANNED AIRCRAFT SURVEILLANCE COMBAT AIR PATROL (UASCAP). A UASCAP is defined as a single airborne unmanned aircraft being controlled and/or monitored by the 432 Wing. UASCAPs may be flown for any purpose (i.e. combat, training, disaster relief, exercise, test, etc.) over any geographic location (CONUS or OCONUS).
UNMANNED AIRCRAFT SYSTEM (UAS). Refers to the entire weapon system which includes the aircraft, sensors, payloads, ground stations, communications equipment, and data dissemination infrastructure.
WARM STATE/WARM STORAGE. Equipment installed and configured in such a manner that the alternate can be made operational within two hours of notification by the WOC Director. Preventive maintenance actions are not suspended or waived on equipment in Warm State/Warm Storage.
WING OPERATIONS CENTER (WOC). A centralized command and control facility assigned to provide planning, mission monitoring and weather watch support to missions for intelligence, surveillance and reconnaissance data collected from unmanned aircraft systems. The SOCs report to the WOC, and the WOC is the point of contract for outside agencies requiring UAS support.
