Additional Section B requirements:
B-3 B-3. New Operations Center – Optional CLINS In accordance with the PWS, Prices for CLINs XX28 for the installation of a new operations center and CLINs XX29 operation of new operations center O&M shall be based on the notional location of Langley AFB, VA with services provided to support similar equipment and systems in use by the 18th Reconnaissance Squadron (RS) and operating six (6) Combat Air Patrol (CAPs). In the event the Government chooses to exercise one of the optional locations, both parties to this contract hereby agree to negotiate in good faith the applicable changes in price necessary to account for the change in condition.
B-4 B-4. Relocated Operations Center – Optional CLINS In accordance with the PWS, the Government may reloacte operations centers based on mission requirements. Prices for CLINs XX30 for the relocation of an operations center shall be based on the notional location of Creech AFB, NV with services provided to support similar equipment and systems in use by the 18th Reconnaissance Squadron (RS) and operating six (6) Combat Air Patrols (CAPs). The Labor for operating and maintaining (O&M) the relocated center will be in one of the existing FFP CLINs depending on the location moved.
B-5 B-5. Transition CLIN Offerors should propose a price for transition period (CLIN 0099). The length of the transition period is 60 days.
B-6 B-6. Numbering of CLINs Contract Line Item Numbers (CLINs) change in the fourth digit to the left for each contract period (e.g. Base Year Clin is 0001, First Option Year is 1001, Second Option Year 2001, etc). Instead of repeating a whole series of numbers the Government will refer to CLINs as XX01 etc standing for all options of that CLIN.
B-7 B-7. Schedule B At contract award, the CLINs reflected in the EXCEL spreadsheet will be entered in the Procurement Desktop – Defense (PD2), the Air force (AF) contract writing system. Offerors are required to complete and submit the EXCEL spreadsheet with their offer. Offerors are not required to complete the section B schedule in the RFP. They are provided for reference only. Prices are to be submited on the EXCEL spreadsheet for the convenience of the Government for evaluating proposals. At award, the final prices, including handling rates, will be transferred to Section B contained in the resulting contract, the EXCEL spreadsheet will be deleted and Section J will be updated accordingly.
B-8 B-8. Schedule B Unit prices shall be rounded to whole dollar amounts before they are multiplied by the quantity. The price multiplied by the number of units shall equal the extended price for each CLIN. If submitted unit prices are not rounded to the nearest dollar, the Government will round the unit prices to whole dollar amounts at the time of contract award or modification. If the decimal is followed by 5,6,7,8, or 9, the price will be rounded up to the nearest whole dollar. If the decimal is followed by 0, 1, 2, 3, or 4, the price will be rounded down to the nearest whole dollar. Handling rate percentage shall have no more than four decimal places (i.e. XX.XXXX%). For Cost CLINs, the total estimated cost of each CLIN shall equal the Government provided cost base with the handling rate applied. All numbers shall be rounded to whole dollar amounts.
