STATEMENT OF WORK

For

CONSTRUCTION SERVICES

SOF CONSTRUCT PAD FOR TRAINING SIMULATION

PROJECT NUMBER: CZQZ170014

1.0 GENERAL INFORMATION

1.1. PURPOSE: The purpose of this Statement of Work (SOW) is to notify approved Construction agents of a potential project at Cannon Air Force Base (CAFB) requiring construction. This SOW describes Air Force requirements and objectives for the documentation and construction of the project. The detailed requirements for this project can be found in the solicitation for this project and attached documents as listed below:

1.2. BACKGROUND STATEMENT: This project will provide a suitable location for the Joint Terminal Control Training and Rehearsal System (JTC TRS). The JTC TRS is a mission simulation system designed to provide high-fidelity, fully immersive, realistic training and rehearsal environment for controllers, establishing real-time and persistent total mission rehearsals.

It will supplement field training to provide realistic introductory training, upgrade training, proficiency training, continuation training and mission rehearsal in the synthetic battlespace.

Supports Joint Terminal Attack Controllers in the performance of Terminal Control, Terminal Guidance, Close Air Support and Joint Fire operations training for the Combat Air Force, Special Operations Command (SOCOM), Air Force Special Operations Command (AFSOC) and Tactical Air Control Party (TACP). This location is intended to be the temporary location until the FY 15 MILCON CZQZ063029 SOF Squadron Operations Facility (26 STS) construction is completed.

1.3. PROJECT LOCATION: CAFB is located in Curry County, approximately six miles west of Clovis, NM. South Aderholt Loop and North of the recycling center/radar maintenance.

1.4. PROJECT DURATION: 90 business days, includes material procurement, and concrete cure.

1.5. DESCRIPTION OF THE WORK: The Work consists of complete construction services necessary to complete the contained Drawings and Specifications with the work summarized below:

Existing Site Description

• There is no facility currently on Cannon AFB that can support JTC TRS The proposed site for the JTC TRS in an unimproved parking lot with no utilities. Contractors shall include asphalt demolition in conjunction with the construction of the concrete pad.

The concrete pad shall be structurally sound to support the load of the train and provide connections from the bases existing infrastructure system to the required utilities to support the trainer to include, but not limited to, concrete pad with electrical stub ups, building ground systems, conduit and concrete pull box infrastructure, prime power feeder cable with termination, concrete pad with communication building entryway stub ups, conduit and concrete hand hold infrastructure, outside plant (OSP) telephone cable and Fiber Optic Cable connectivity with protector and termination, and Network Cabinet with accessories; fiber uplink cable, Crypto Equipment, and ISP Copper/Fiber distribution system.

Site Construction - The following list is organized by construction division:

Division 01 General Requirements:

• Obtain digging permits (AF 103) and notify Contracting Officer (CO) prior to the start of construction.

• Waste recycling management data will be submitted at end of project.

• Provide three (3) week look ahead.

• Safety plan (Accident Prevention Plan) will be submitted.

• Contractor Quality Control (QC) plan will be submitted.

• O & M and warranties will be submitted upon completion of the project.

Division 02 Existing Conditions:

• Survey demolition site in accordance with drawings and specifications and notify base immediately of any discrepancies.

• Do not begin demolition until utility disconnects have been made with base shops and CO coordination.

• Demolish of 47’4” x 27’4” of existing asphalt within the boundaries of the new trainer concrete pad. Ensure that all surrounding asphalt is not damaged by removal.

• All debris is to be removed and taken to an off-site to landfill and/or recycling as necessary. Coordinate with waste management and CO.

• Avoid disturbing existing construction beyond the indicated new construction.

Division 03 Concrete:

• Excavate, compact, and scarify area where the cutout of asphalt was made before installing concrete slab. Contractor expect compaction test at excavations, and footings to be at least 95% compaction.

• Concrete slab shall be a 6”, 47’4” x 27’4”, 3,500 PSI at 28 days, with #4 at 16” on center (OC) each way over 4” crushed stone base and compacted subgrade.

• Construct two (2) 4” thick concrete sidewalk/entry pad, 10’ x 4’ and 12’ x 5’, 3500 PSI at 28 days, with welded wire fabric (WWF) 6” x 6” W2.9 x W2.9 over 4” crushed stone base and compacted subgrade.

• Provide steel forms that do not contain irregularities, dents, or sags and tie system.

Reinforcing bars 100% post-consumer or post-industrial recycled content.

Reinforcement for slab on grade and footing, support bars or welded wire reinforcement on precast concrete blocks, spaced at intervals required by size of reinforcement.

• Contractors must anticipate curing and protection per concrete curing requirements and testing for slump, temperature, and compressive strength for concrete per specification 03 30 00.

Division 26 Electrical:

• Construct pad with the electrical building entryway stub ups as detailed in the JTC-RSS

Concrete Pad-Electrical design plans. Install Electrical building entryway stub ups with the concrete pad. Provide 4” galvanized rigid steel conduit and elbow for electric service. Extend conduit 30” underground 6’ from edge of slab. Stub conduit up 10” at centerline 17.5” from edge of slab.

• Construct building grounding system infrastructure, ground wells, and cable as detailed in the JTC-RSS Concrete Pad-Electrical Design Plans. Construct grounding system infrastructure, ground wells, and cable. Test well shall be polymer concrete cover, open bottom construction, gravel bed, #4/0 AWG copper loop, and ¾” x 10’ ground rod. 1” galvanized steel conduit and elbow, extend conduit 30” underground 2’ from edge of slab and continue 4’ with 1” schedule 40 PVC conduit grounding test well.

Stub conduit shall be 12” above finished slab.

• Install connection of grounding electrode conductor to rebar. #1/0 bare copper grounding electrode conductor shall be used for connection to building structural steel, and ground bar. Use exothermic weld of grounding electrode conductor to rebar.

• Construct conduit and concrete pull box infrastructure between the prime power source and concrete pad stub ups. Concrete pullboxes shall consist of precast reinforced concrete boxes, extensions, bases, and covers.

• Prime power feeder cable to include termination to RSS Main Power Distribution Panel. Connect from a new pad mounted 400A/300AF NEMA3R disconnect switch at pad mounted transformer to RSS Main Power Distribution.

Division 27 Communications:

• Concrete pad with the communications building entryway stub ups as detailed in the

JTC-RSS Concrete Pad-Communication design plans. Install communication building entryway stub ups with the concrete pad. Provide 4” galvanized rigid steel conduit and elbows for telephone. Extend conduit 30” underground 2’ from edge of slab and continue 8’ with 4” schedule 40 PVC conduits to manhole. Stub conduits up 12” above finished slab.

• Communication grounding system infrastructure, ground well, and cable as detailed in the JTC-RSS Concrete Pad-Communication design plans.

• Construct conduit and concrete hand hold infrastructure between the existing communication duct system and the concrete pad stub ups. Provide tags for each communication’s cable located in handhole. Tags shall be stainless steel or polyethylene.

• Outside Plant (OSP) Fiber Optic Cable (FOC) extending connectivity from base FOC distribution System into the facility and fusion splicing into the provided pigtail.

• OSP Telephone cable extending connectivity from the base Cable distribution systems into the facility to include protector and termination into the provided 110-block.

• Provide Network Cabinet which include network switch(s), fiber uplink cable, Crypto Equipment, and ISP Copper/Fiber distribution system.

• Conduit and conductors from communication manhole shall be coordinated with base shop and CO when connecting site to base communications.

• Contractor shall include requirements in attachment 5.

1.6. LEGAL COMPLIANCE: All construction must be in compliance with all public laws and the Code of Federal Regulations. WORK ON ENERGIZED CIRCUITS: Do not work on energized electrical circuits operating at 50 V or more except when required to support a critical mission, prevent human injury, or protect property. In all instances of work on energized electrical circuits, workers must be qualified for energized line work and all required protective equipment and special tools must be available at the work site. OHSA 29 CFR 1910.333 limits work on live energized electrical equipment as follows: “Live parts to which an employee may be exposed shall be de- energized before the employee works on or near them, unless the employer can demonstrate that de-energizing introduces additional or increased hazards or is not feasible due to equipment design or operational limitations.”

1.7. WORK ON ENERGIZED EQUIPMENT: Work on energized electrical equipment is prohibited except in circumstances justified and approved by the Base Civil Engineer (BCE), or equivalent, in accordance with paragraph 5. AF Form 1213 is required to be filled out prior to energized work.

2.0 CONSTRUCTIONREQUIREMENTS:

2.1 BASE ACCESS AND SECURITY: The Contractor shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB) when entering, occupying and departing the base. All contractor personnel shall be screened for security clearances as determined by

CAFB.

2.2 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging government-owned property including buildings, equipment and vegetation at CAFB. If the Contractor fails to use reasonable care and causes damage to any government-owned property, the Contractor shall replace or repair the damage at no expense to the government. If the Contractor fails or refuses to make such repair or replacement, the cost may be deducted from the contract price.

2.3 REMOVAL OR DISPOSAL OF GOVERNMENT PROPERTY: Unauthorized removal or disposal of government property is a crime. Government property includes all materials and equipment purchased directly or indirectly by any agency of the federal government for any purpose. No government property is to be removed or disposed without written permission from the AF Contract Officer Representative (COR) and CAFB Police Department listing each item and quantity of materials and equipment to be removed or disposed.

2.4 PROJECT SCHEDULE: See section 3.2 in the SOW.

2.5 SAFETY: The Contractor shall comply with UFGS 01 35 26 Governmental Safety Requirements and the Occupational Safety and Health Administration (OSHA).

2.5.1 Contracts are subject to job site inspections by OSHA and Air Force representatives. In the event of a conflict between the OSHA standards and Air Force requirements, the most stringent shall apply. Resolution of OSHA citations for violations of OSHA standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.

2.5.2 All construction materials and equipment shall not block facility egress points and emergency vehicle access.

2.6 DAILY WORK SCHEDULE: Workdays shall be from 0730 to 1600, Monday to Friday. No weekend work allowed unless approved by the PM. The Contractor shall provide written notification to the Contracting Officer (CO) fourteen (14) business days lead time for work schedule changes including request for weekend work. No work on holidays.

2.7 CONSTRUCTION WASTE MANAGEMENT: The Contractor shall recycle and/or salvage nonhazardous construction and demolition debris. Construction debris shall be contained on-site, collected and disposed off-site each day or as often as conditions dictate. The Contractor shall develop and implement a construction waste management plan that, at a minimum, identifies materials to be diverted from disposal and whether the materials will be sorted on-site or off-site. Submit the Waste Management Plan to the CO for the project record.

2.8 WORKMANSHIP: The work for this project shall be executed in the best and most workmanlike manner by qualified and efficient tradesmen who are skilled in their respective trades. Certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, are required for the performance of the work of each trade.

2.9 COORDINATION: The Contractor shall coordinate the work of all trades in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.

2.10 ADMINISTRATION: The Contractor shall prepare submittals as required by the project specifications, the contract for construction or as requested by the CO. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the CO for review and approval at least two weeks prior to purchase or installation. Failure to present submittals to the CO in a timely manner will not justify any claims for a schedule delay or added costs.

2.11 VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor may visit the premises to become thoroughly familiar with details of the work and working conditions, verify dimensions in the field, and shall advise the CO of any discrepancies before starting the work. Coordination with the CO required.

2.12 DELIVERY AND STORAGE: All equipment and materials delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variation, dirt and dust, and any other contaminants. Store all materials in a secure, clean and dry location. Contractor shall submit a location with dimensions for government approval

2.13 TEMPORARY FENCE: Job site fencing is required around the site perimeter as well as site signage.

2.14 CONCRETE TRUCKS: Cleaning out of concrete trucks on CAFB is prohibited. Concrete truck chutes, only, may be rinsed at the construction site. Wastewater and concrete from this rinse shall be collected in a high-density polyethylene (HDPE) plastic-lined box or pit provided by the Contractor at the site. At the end of pouring operations, the Contractor shall excavate all the waste and liner and properly dispose of same. The Contractor shall dispose of all concrete debris to an authorized off base site and shall remove any and all concrete debris and residue at the end of the project at no additional cost to the Government. The pit shall be completely backfilled and the site restored to original conditions.

2.15 CONCRETE MIX DESIGN: Submit mix design for each strength and type of concrete. Submittal shall include Safety Data Sheet (SDS), tests for cement, cementitious materials, aggregates, admixtures. Submit SDS for all materials that are regulated for hazardous health effects.

2.16 USE OF PREMISES: During the contract, areas will be closed to vehicle parking and vehicular traffic for construction. Coordinate and cooperate with building user’s and other Contractors scheduling and/or phasing operations to minimize conflicts.

2.17 PHASING PLAN: Contractor to provide a phasing plan before the start of construction, in accordance with Specifications and drawings.

2.18 CONSTRUCTION PERMITS: A properly approved and coordinated construction permit (AF Form 103, Civil Engineer Work Clearance Request) will be provided by the Base Civil Engineer prior to excavation activities. Open excavations shall be marked with barricades, flashing yellow lights (during night hours). Coordinate with CO and local utility locating service a minimum of two (2) days prior to excavating, to mark utilities.

2.19 SCHEDULING OUTAGES: The outage will be coordinated and scheduled two (2) weeks prior. CE is conducting outage meetings on Tuesdays 7.30 AM.

2.20 SUBMITTALS: The Schedule of Material Submittals lists the required submittals that are to be forwarded to the CO. Each submittal shall include information required by the indication on the schedule of material submittals and as described in the technical specifications on the drawings. No approval will be given on an item unless submittal information shows compliance with specified requirements. If, at any time during the duration of this contract, the Contractor desires to change materials from those originally approved, his new materials shall be submitted to and approved by the CO prior to incorporation into the project.

3.0 DELIVERABLES

3.1 PROJECT UPDATES: Weekly project updates will be emailed from the contractor project manager to the Government Project Manager and Contracting (CA/CO). This email will consist of the work that was completed that week and a one week look ahead as well as any impact on the completion date of the project.

3.2 PROJECT SCHEDULE: Schedule (AF 3064 and Gantt) - Within fourteen (14) business days after notice to proceed, provide a legible schedule in printed and PDF format for services to include dates of anticipated site visits, team meetings, reviews, and other milestone dates. Schedule shall be in the form of an AF 3064 and Gantt chart. The schedules must be sufficiently detailed to enable tracking of project progress and critical tasks.

3.3 SURVEY REPORTS: Contract shall submit assessment reports for the following, potholing will be required for:

Electrical site survey of the existing conditions, new proposed duct banks, and locations where lighting poles will be installed. Two electronic copies must be submitted to Govt.

3.4 AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”

3.4.1 Electronic As-built Drawings and Specifications: Provide two copies of electronic drawing files in a format compatible with AutoCAD 2012 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.

3.4.2 The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.

3.4.3 Hardcopy As-built Drawings and Specifications: Provide four (4), two (2) full size and two

(2) half size printed copies of the as-built drawings and two (2) copies of the final specifications.

3.5 OPERATION AND MAINTENANCE MANUALS: The Contractor shall prepare O&M manuals, warranties and other project closeout requirements as defined in the contract for construction.

3.6 GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor shall assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on two electronic copies on two CD’s:
