Moody Multiple Award Construction Contract (MACC)
Questions and Answers
Contracting
1) Per RFP, Section C, page 9 of 47, bullet 11, it states that 15% preliminary design is required for proposals. Per RFP, Statement of Objectives, 3rd paragraph, it states that the proposal drawings must be completed to 35%. Which is it? Are drawings required for the proposal at the 15% or 35% complete?
Answer: See section C. Section C identifies how future competitive design build task orders will be evaluated and awarded. Section L and the statement of objective (SOO) refer only to the sample project that will be used to evaluate award of the MACC.
2) SF 1442 Block 10- Will each of the nine contracts compete against each for each task order, or will separate task orders be designated to separated pools? For example-will only the 3 SDVOSB firms compete amongst each other on a certain task order or will all 9 contracts complete for the same task order? Please clarify.
Answer: See NOTES in Section C added by amendment 0007.
3) PG 39 SEC L- The sentence above the table references that binders are to be numbered, 1 of 2, 2 of 2. Does this mean that all three volumes are numbered separately or together? This is confusing.
Answer: Each set should be numbered separately i.e. volume 1 of 3, 2 of 3, 3 of 3.

4) PG 39 SEC L- In the table on this page, top line, one heading says 1 original & 1 copy. Then for each volume it says 2. Do you want 1 original of each volume?
Please clarify.
Answer: 1 original + 1 copy for each volume = 2 submitted for each volume.
5) PG 39 SEC L- The table on this pages states that 1 CD of the price proposal is to be included in the proposal. It is impossible to provide the price proposal CD at the time of the bid. Request that price proposal CD be permitted to be submitted within
3 days after bid date.
Answer: Price proposal CD due with proposal prior to solicitation closing.
6) PG 40 SEC L- The last sentence of the paragraph for the Technical Proposal, Volume II, states that fire protection drawings are to be stamped by a Fire
Protection Engineer (FPE). This is quite an expense for the submittal of a technical proposal. Is this really necessary?
Answer: As stated in the SOO, “Final drawings (at 65% or greater) require Fire
Protection Engineer (FPE) approval and other appropriate disciplines.”
7) PG 37 SEC L- "Who may submit" paragraph, allows for teaming arrangements as provided for under FAR 9.601. Does the Gov. require a copy of teaming agreements to be included in the
RFP? If not, in which section of the RFP response should the Contractor describe the teaming arrangement and team members?
Answer: Yes teaming agreement should be included in the RFP. Submit in volume I.
8) PG 37 SEC L- What proof of certification is required by the Gov. to substantiate SDVOSB status eligibility for this procurement? I.E. is the Contractor required to submit evidence of
SDVOSB certification by the US Department of Veterans Affairs (VA) Center for the Veterans
Enterprise (CVE)?
Answer: SDVOSB is a self certification; no proof of certification is required by the RFP.
9) PG 39 SEC L- RFP does not require any Relevant Past Performance to be submitted by the
Contractor for the A/E firm the Contractor intends to team with in performance of the contract.
Does the Gov. require A/E info to be submitted in the contractor's relevant past performance experience section?
Answer: No.
10) PG 45 SEC M- Award procedures are based on LPTA; however, the LPTA process does not allow for any evaluation by the Gov. of the "best value" approach that may be proposed by each
D-B Team. How will the Gov. evaluate each contractor's unique subjective design solution, which will vary between every contractor, against the performance criteria under the limited
"acceptable"/unacceptable evaluation rating process of LPTA?
Answer: The contracts will be based on Lowest Price Technically Acceptable. Each design approach will be evaluated for technical acceptability only, no weight is given to unique subjectivity. See Section M.
11) PG 45 SEC M- Under the LPTA process contractor's may determine that it is to their advantage to submit unrealistically low pricing for the seed project in order to provide the best chance at being one of the "low 3". How will the Gov. evaluate and determine whether contractor's pricing for the seed project is actually a realistic price given the scope, risk, complexity, and other factors of the work?
Answer: Submittals will be compared to the Independent Government Estimate (IGE).
Unrealistic or unreasonable pricing will be questioned and/or eliminated. If funded, sample project will be awarded at price proposed.
12) Does the Gov. require the contractor to declare which small business category the contractor is submitting a proposal under? Will the Government only consider 8A & SDVOSB firms under the Small Business category along with consideration under the contractors applicable small business category of 8A or SDVOSB, since 8A & SDVOSB are also Small Business entities?
Or, will a firm be considered under one category only?
Answer: See Section M. Contractors may be considered in any of the categories they qualify for and may be awarded under the category most advantageous to the government. A contractor will receive only one award. Clarified by amendment 0007.
13) RFP Page 46, Past Performance, item (C), states that a contractor “without a record of recent, relevant past performance” will be rated as acceptable. This appears to allow offerors who are engaged in providing services other than construction and Design-Build services an opportunity to submit a proposal and get the same “acceptable” rating as an experienced professional Design-Build construction contractor who must submit extensive proposal data on the company’s experience, and gives no credit to the effort, expense, risks, and time the construction contractor has expended over what may be many years to get that experience and performance history. How will the Government distinguish between offerors who have relevant
Design-Build experience and those who have none using the criteria currently established in the
RFP?
Answer: This procedure comes directly from DOD Source Selection Procedures. No deviations are permitted.
14) PG 38- Proposal Submission states: Envelopes or other cover material submitted in response to this RFP shall be opaque. Does this mean that the box we submit our three-ring binders in to ship to Moody AF needs to be transparent? Please clarify.
Answer: Opaque means not transparent. Shipping containers must not be transparent and clearly marked as stated in Section L.
15) PG 39- RFP states number of copies as 1 original & 1 copy, however the table states “2” for each volume. Does that mean 1 original + 1 copy for each volume or 1 original + 2 copies?
Please clarify.
16) PG 40- Para 2 indicates that plans are to be submitted with the proposal. Do these plans include design drawings and if so what % of design are they to be completed?
Answer: The drawings should be at a minimum 35% level of completion as clarified by amendment 0007.
17) PG 40- Section B states we are to provide a price for the sample project. Para 1 states price will not be rated. Will this project be awarded to one of the 9 contractors selected for award on the MACC?
Answer: See Section M (3) Price.
18) PG 39- In the 3 rd column of the table (1 Original & 1 Copy), each volume shows 2. Does that mean there should be a total of 2 copies (1 original and 1 copy)? Or does it mean there should be 2 originals or 2 copies, or both (2 originals and 2 copies)? Please clarify. Thank you.
19) PG 45- As an 8a firm, we are also a small business firm, please advise if we would be considered in both the 8a category and the small business category for this contract.
Answer: See Section M paragraph 5 addressed in amendment 0007.
20) PG 45- When awarding task orders under this contract, is it the intent to offer task orders to all three category of contract holders (SDVOSB, 8a, SB) or to set-aside task orders for each of the three categories?
Answer: See amendment 0007. See Section C NOTES.
21) Does the Government want Contractors to NOT include their company logos on the 35%
Drawings that must be placed in the “Sanitized Copy” of our response?
Answer: Yes, in accordance with section L preparation instructions.
22) Will this project be awarded to the lowest price technically acceptable awardee?
Answer: See Section M, (3) Price
23) Can we include CCASS Evaluations in the back of Vol. 1 binder for the projects we are submitting?
Answer: Yes
24) What is the price range for the projects we are to submit? $2K to $5M?
Answer: For past performance submittals there are no dollar limits that apply.
25) Proposal Requirements, Technical (vol II) appears to require a great deal of design documents/drawings to be provided in the proposal including life safety code analysis and fire protection drawings that much be stamped/sealed by an FPE. Please clarify if the government is requiring fully designed stamped FP and other dwgs as listed in the proposal requirements on page 40. Our understanding from the site visit that only 35% drawings would be required, but nothing stamped.
Answer: See Section L for required documents. Technical Approach will dictate the required documents. “Final drawings (at 65% or greater) require Fire Protection
Engineer (FPE) approval and other appropriate disciplines.” See Amendment 0007
26) RFP states that the construction proposal shall be broken down by division, standard CSI format. Please elaborate as to what this break down should include.
Answer: Construction proposal will be broken down by division as layed out in CSI format.
Ie, mechanical, electrical, masonry, general requirements, etc.
27) Please provide the budget for the seed project?
Answer: See amendment 0007 See section L, Budgeted Amount.
28) Please define the meeting, design submittal and review process applicable to this project after award.
Answer: See Section C.
29) Please define the design submittal requirements in regard to required printing and distribution.
Answer: 1 original + 1 copy for each volume = 2 submitted for each volume.
30) Please define FF&E scope of this project.
Answer: FF&E is not applicable to the construction price.
31) As an 8a firm, we are also a small business firm, please advise if we would be allowed to submit two proposals - one as an 8a firm and a second as a small business firm.
Answer: See Section M. Only one proposal is allowed.
32) Price Volume II requirement (d) Attached Contractor Information is required. Please specify what information is to be submitted.
Answer: Information is detailed in attachment 15 of the RFP listed in section J.
33) Amendment 1 included new drawings. Please consider extending the due date in order for us to best incorporate this information into our design and provide the best value to the government.
Answer: The closing date has been extended. See amendment 0007.
34) Please consider extending the deadline for questions as we continue to process the site visit information and the amendment information from this week.
35) Page 39 of 47, Past Performance Volume I – This section states “Limit your reference list to
20 pages”. Is this limitation for the entire Volume I submission or just list of previous projects?
Is there a page limit for Volume II?
Answer: This page limit is only for the reference list. No limit for volume II.
36) Does a cover letter, table of contents, copies of past performance evaluations, etc. count against the 20 page limit for the reference list?
Answer: No

Answer: Yes
39) Can the CD copies of the volumes all be placed on one CD, or does the Government want contractor’s to provide them with a separate CD for each volume of the proposal response?
Answer: Yes, Same CD
40) As an 8a firm, we are also a small business firm, please advise if we would be considered in both the 8a category and the small business category for this contract.
41) When awarding task orders under this contract, is it the intent to offer task orders to all three category of contract holders (SDVOSB, 8a, SB) or to set-aside task orders for each of the three categories?

43) RFP, Page 47, Technical Standards, Line 4, requires the “proposal” to be broken down by
CSI Division. Does the word “proposal” in the referenced sentence refer to only the technical response, or to the cost proposal response, or to both technical and cost?
Answer: The proposal consists of the all documents submitted by offeror.
44) Based on the amount of questions submitted to the Government thus far, we would like to request at least a two week extension. The answers we get from the Government to all of the questions are going to take a good bit of time to read through and incorporate into our response documents since this is a Design-Build project and we are required to provide a technical write-up and 35% drawings.
45) "Who may submit" paragraph, allows for teaming arrangements as provided for under FAR
9.601. Does the Gov. require a copy of teaming agreements to be included in the RFP? If not, in which section of the RFP response should the Contractor describe the teaming arrangement and team members?
Answer: Yes teaming agreement should be included in the RFP. Submit in volume I.
46) Are we to submit a labor and material cost breakdown with the proposal of the seed project.
If yes where is this to be inserted?
Answer: Yes, Technical Volume II. Use CSI format.
47) Are standard Moody cover sheets and Title blocks available online?
Answer: No standard format
48)Amendment #2, attachment #8 specifies a revised statement of objectives for 6/25/2013, but amendment #3 Statement of objectives is still dated 11/9/2012.
Answer: The SOO was updated to include assumptions etc., the date has been changed. See
Amendment 0007.
49) Paragraphs require the Program Manager and Construction Manager to be able to meet on the installation within 2 hours of notification. Is this a requirement? If so it will limit the ability of some companies to meet the requirement.
Answer: This applies to the superintendent during the construction phase of a task order as necessary. See amendment 0007.
50) This solicitation does not require a Bid Bond. Is a bonding capacity letter required from our surety company?
Answer: No capacity letter is required. Performance and Payment Bonding will be required for individual task orders.
51) The table on page 39 shows 1 original and 1 copy of each volume (3 volumes). It states that one copy on CD-ROM of Volume I, II and III is required. Does this mean 1 CD with all volumes on it or 1 CD per volume (total of 3 CDs)
Answer: Yes, one CD with all volumes.
52) This requires submittal of all pages from Section K that require fill-in. It also requires that
ORCA be completed and submitted. If SAM is up to date, is the request to make a copy of the reps and certs from SAM and include as Section K? Please clarify.
Answer: Section K fill-ins include both paper and CD. SAM reps and certs are CD only. See amendment 0007.
53) The RFP states that Past Performance is rated based on the offeror’s performance record. Is the Government requesting that offeror’s include CCASS reports or Past Performance
Questionnaires with our proposal?
Answer: All that is requested is a list of projects and POC’s for those projects.
54) What information is the Government requiring to be included in this section? For example, if the offeror is bidding as a JV, does the Government want the JV Agreement in this section?
Answer: Yes teaming agreement should be included in the proposal. Submit in volume I.
55) Does the Government want offeror’s JV Agreement and/or Teaming Partner agreements included in the proposal? If so, where are these documents supposed to be included?
56) Is there template we need to follow for the additional pricing breakdown per division that was mentioned at the site visit? We could not find this requirement in the RFP.
Answer: See Technical requirements in Section L & M.
57) Is there a maximum task order amount that will be considered relevant?
Answer: See FAR 52.216-19, Order Limitations in the solicitation.
58) What types of multidiscipline horizontal and vertical construction projects does Moody AFB expect to be performed under this MACC contract?
Answer: See section B. Any and all types of construction can be expected as part of the MACC.
59) If submitting as a Joint Venture, do you want a copy of the executed JV agreement attached to the proposal, and if so, what section?
60) Is this DLA form required to be completed, and if so, what section should the form be placed?
Answer: Fill out SF LLL according to form directions an include in Volume III.
61) Please clarify the number of submittal copies you want for each Volume I-III. The table provided is confusing.
Answer: 1 original + 1 copy for each volume = 2 submitted for each volume
62) This item indicates that "an offer guarantee is not required"; is this statement correct?
Answer: Correct.
Architectural
1) Per RFP, Section C, page 9 of 47, bullet 15, sub-bullet 1, it states that at time of construction designs will be 65% complete. Does this mean no drawings will be required to be signed and sealed? Does this mean that E&C permits will not be required by the county (they require 100% civil)? Does this mean that neither structural nor fire protection drawings will be required? Does this mean that as-builts will not be signed or sealed?
Answer: Anticipate having a fire protection engineer review and approve the construction document. The documents are not required to be signed and sealed during the solicitation, but will be required before construction begins. An approved
Erosion Control plan will be required for construction if the size of the disturbed area mandates.
2) Will work be performed on fueled aircraft in the new SAMPLE PROJECT addition?
Answer: No
3) Does the new SAMPLE PROJECT addition have a paint booth?
4) Attachment 8- In reviewing the documents for the design of a 8,300 SF addition, there is nothing resembling a program for the addition. Was one ever developed and if so can it be provided?
Answer: A program was provided.
5) Attachments 9,10,11- Can CAD files be provided of the existing building, site, and these attachments? This would greatly assist in the preparation of documents that are required in the proposal.
Answer: All drawings available have been provided on www.fbo.gov.
6) The Statement of Objectives indicates that the work to be “priced” under this proposal is design and construction of an 8300 sf addition to the existing maintenance unit B648; plus a covered canopy. We do not find any other definition of this work in the RFP documents, other than three “as-built” drawings for building B648. We respectfully request additional information regarding the scope of the addition; at a minimum to include individual room spaces and their functions; the functions to occur under the canopy; any limitations on locating the additional spaces within the existing facility, and the preferred location of the canopy. Additionally, the
“as-built” site plan provided appears to be “cut off” and does not illustrate the location of the existing B648 facility. Please provide a complete existing site plan “as-built”.
Answer: A building program and updated drawings were provided on www.fbo.gov.
7) Section L (Instructions to Offerors) – under “Technical Volume II” (page 40) identifies a large list of “deliverables” that the government expects for “technical review” of the offeror’s design for the work described by the “Statement of Objectives”, which is an addition to existing building B648. Section M (Evaluation Factors for Award) – under (3) Price (page 47) clarifies that the building B648 work is a “sample” project being used for evaluation of the offeror’s pricing, and is not expected to be awarded unless funds become available at some later time. We respectfully suggest that it is unreasonable for the government to require all offeror’s to incur the expense of providing detailed design documents with the proposal, with no expectation of award of that design or construction work. We ask that these “deliverables” be simplified to a floor plan and a designer narrative for explanation of the remaining features of design.
Answer: Unacceptable – Provide information as requested. Design documents should be at a level that reflects the contractor’s ability to design and price a project. Not all items are mandatory, just what the offeror determines is necessary for determination of technical acceptability.
8) The specification section requires each contractor to provide various amounts of licenses per para 5.2. In addition, each contractor shall provide annual training for the government per para.
1.6. Since there will be a total of 9 contractors, it doesn't make sense that each will have to bear the entire cost. Do we just put 1/9th of the cost in our seed project bid? Is there another way you want to handle this cost?
Answer: E4clicks is not required on the MACC IDIQ. All references to E4clicks in the specifications will be removed. All pricing for construction is required to be in CSI format.
9) Can the as-built drawings be provided in CAD?
Answer: All drawings available have been provided at www.fbo.gov.
10) Can the Gov. provide a better understanding of the specific program for the addition? What are the program requirements for the 8,300 sf addition? Are there offices required? Storage areas
- are these enclosed rooms or cages? Description of the types of materials being stored as this may affect life safety / fire protection. Maintenance bay access - overhead doors or standard peronnel doors? Milwork requirements?
Answer: A building program and updated drawings were provided at www.fbo.gov
11) The description included in the Statement of Objectives states split face CMU walls. Is the split face exterior material full height or does it stop at the eave height to match the existing, topped with interlocking metal wall panels?
Answer: All new construction will match the existing building and surrounding context.
12) There are 2 Non-structural metal roofing specifications – Section 07 41 13 and 07 61 14.00
20. Which one is applicable?
Answer: Match the existing roof panels.
13) There are a number of spec sections that do not seem applicable to this RFP. Is this just a base guide spec book, not edited specifically for this project? For example, 06 18 00 Glue-laminated Construction, 07 31 13 Asphalt shingles, 07 51 13 built-up asphalt roofing, etc.
Answer: This is a base guide spec book. Contractors are to submit only an outline of the spec’s they used for this sample project.
14) PG 3- Is this roof over open framing (ASTME1592) or is it over a solid substrate (UL580)?
If it is over a solid substrate, please indicate the type. (i.e. plywood, b-deck, or b-deck w/ISO)
Answer: Information not available if it’s not on the posted drawings.
15) Will a forklift be operated in the new addition? If so, what model? Will a recharging station be required?
Answer: A Hyster H155 Series forklift. No recharging station will be required. This item runs on diesel.
16) Will any additional personnel occupy the facility? What is the current number of personnel?
Answer: See information provided in Amendment #2 at www.fbo.gov.
17) Does the AF require any additional offices or latrines?
Answer: New program information posted at www.fbo.gov.
18) What clearance do we need for the covered canopy?
Answer: Canopy shall have a minimum clearance of 10’.
19) Are there any LEED requirements for the MACC Sample Project.
20) The facility currently does not have entrance/egress from the building to the un- secure side of the fence. Does the user want access to the building from the parking lot side of the fence?
Answer: Anticipate a secure entrance from the parking area.
21) I didn't see any special security features on the doors, I.e., no balanced magnetic switch or alarms. Verify that there are no special security requirements required beyond a traditional locked door.
Answer: Anticipate no special security requirements required beyond a traditional locked door.
22) Some of the down spouts look like they go below ground. We would like an as-built of the storm water system.
Answer: Assume that the spouts go below ground, but there are not any as-builts available.
23) Is a overhead, coiling door required? Is a loading dock required?
Answer: OH door at the discretion of the contractor, loading dock not required.
24) The Moody AFB Architectural/Engineering Design Guide, in Chapter 1, Page 6, Section 1-
1, Paragraph 1.1.3. "Drawing Requirements", references "Title Sheet to include......Moody AFB title block with the appropriate information." We cannot find a Title Block for the A/E Design
Drawings as part of the RFP. Will Moody AFB please provide the desired/required title block in CAD format or provide direction where the specific Title Block referenced can be obtained?
Answer: Use contractor’s standard drawing sheet for the proposal (less the logo).
25) Can we get the existing as-built drawings in CADD?
Answer: Information not available. All available drawings posted at www.fbo.gov
26) What is the program for the 8,300 sf addition? I.e. are there bridging drawings/prelim. Plan showing the spaces needed in the addition?
Answer: A building program and updated drawings were provided online at www.fbo.gov.
27) Has the addition been sited? Has its location been determined by the owner in relation to the existing building?
Answer: A building program and updated drawings were provided online at www.fbo.gov.
28) Is there a security system in existing Building B648? If so, is a new security system to be included for the addition?
Answer: Anticipate adding a new Advantor fire/alert and mass notification system that reports to the Moody AFB Fire Dept.
29) Will the government please provide as-built record drawings for existing Building B648
Underground & O/H Site Utility Plans, Fire Protection, Plumbing, Mechanical, Electrical, Tele-
Comm, & Fire Alarn Plans?
30) What type of materials will be housed in the warehouse storage areas of the Sample Project
Addition and under the open shelter to be added on the North Elevation of B648? Are any liquids to be stored? If so, what are they?
Answer: Assume that all items stored in the existing areas will also be stored in the new addition.
31) Amendment # 0002 “Building 648 Floor Plan” identifies ADMIN (230 PEOPLE), 9
OFFICES AT 16’ X 16’, - CONF. RM FOR 30 PEOPLE, - LOCKER ROOM (250 LOCKERS),
- BREAK RM, - STORAGE, - 2 LARGE OPEN WORK SPACES WITH MULT. WORK
STATIONS, - REST ROOMS all referenced by a diagonal hatch pattern within existing B648.
Are these items to be constructed within the existing B648 as part of this project scope?
Answer: Yes. Admin space may extend into the existing if additional space is needed for requirements. The facility may be occupied by all 230 occupants basically broken into 3 shifts with some overlap.
32) Sub-bullet 1 states that at the time of construction, designs will be 65% complete. Does this mean no drawings will be required to be signed and sealed. Does this mean that E&C permits will not be required by the county (they require 100% civil)?
Answer: Anticipate having a fire protection engineer review and approve the construction document. The documents are not required to be signed and sealed during the solicitation, but will be required before construction begins. An approved Erosion Control plan will be required for construction if the size of the disturbed area mandates.
33) Since drawings will not be brought to 100% can we assume that as-builts are not required to be signed and sealed?
Answer: The documents are not required to be signed and sealed during the solicitation, but will be required before construction begins. 65% drawings are required before construction begins, but as-builts will be required after completion of construction.
34) Will it be possible to obtain a disk at the site visit containing as-built cad files for the MES Building in addition to the pdf files contained in the solicitation?
35) Does concrete paving from the exterior concrete open storage area need to be extended to the new addition
Answer: Base this option on your design
36) Will there be storage racks inside the new addition? If so, is the tallest rack higher than 12 feet?
Answer: Anticipate the same type of racks found in the existing to be in the addition.
37) Section 3.3.3 Additions, states "When the floor area of the addition is equal to 25% or more of the existing building floor area, the addition and the original building are required to comply with the Architecture/Engineering Design Guide" This requirement might trigger construction in the original building such as addition of insulation (dry wall and furring), addition of a drinking fountain, ADA compliance, addition of a service sink, and separate rooms for comm. and electrical. Is it the government's intent to bring the existing building up to current code requirements per Para 3.3.3 of the Architecture/Engineering Design Guide?
38) Has there been any construction on this site in the past?
39) Is any exterior signage required?
Answer: Bldg Number required

48) Are all 230 personnel expected to be in the facility at the same time? What is the peak occupancy?
Answer: The facility may be occupied by all 230 occupants basically broken into 3 shifts with some overlap.
49) Amendment 0002, Bldg 648 Floor Plan, Existing Building, Administrative Space: The Floor
Plan states “Administrative” and occupancy of “230” persons. Please confirm the building classification and occupancy levels are correct so we can assure compliance with ATFP standards that impact the new addition and potentially impact modifications that may be required to the existing structure based on classification and occupancy.
50) Amendment 0002, Bldg 648 Floor Plan, states that the new addition will have “similar function as existing space”. Please clarify if this statement is intended to mean that the new addition would accommodate an additional 230 personnel for a new whole building occupant load of 460, or that the 230 personnel is the occupant load for the entre new facility (existing + addition)? This will affect both ATFP & Life Safety.

51) Amendment 0002, Bldg 648 Floor Plan: The Floor Plan also provides a list of 8 functional space characteristics (offices, conf room, locker room, etc) listed under the “Admin” heading and associated with the existing building. Is this statement intended to mean that the new addition is to have the same 8 functional space characteristics as defined for the existing building?
Answer: The 8 functions shall be distributed in the new and existing areas.
52) Statement of Objectives, Paragraph 1, line 6, states “Assume the building is vacant”. Does this statement refer to the new addition or the existing building? If to the new addition, does this mean contractors are to apply a building classification for the new addition of “uninhabited”? If to the existing building, does this statement mean that the occupants of the building will vacate the building for the duration of construction? Or does vacant refer to the interior program of the space, meaning an open room, in lieu of a reference to occupancy.

5) Is there invert information available for the existing sanitary sewer and storm water?
Answer: No, assume sanitary sewer and storm water have the capacity and are positioned to handle the new construction.
6) Are all of the existing utilities within the footprint of the addition known to be active? Have any of them been abandoned?
Answer: Assume that all are active.
7) Would the Government consider offering another site visit in order to provide the best design for this project?
8) In order to properly design the foundation system we will require existing grade elevations as well as the finish floor elevation for the existing facility. Is a site plan with grades available?

Answer: An air barrier is only required if the offeror’s design requires it.
3) Are the Mech/HVAC Direct Digital Controls in B648 connected to the MAFB EMCS? Are they Siemen’s Controls?

1) Is current water flow data available for Moody AFB and for the Sample Project Bldg. B648 (less than a year old)?

2) Are we to tap into the existing (if there is any) fire protection of the current maintenance facility, or bring a new service in?
Answer: Anticipate bringing in a new service.
3) Are floor drains required in the new space?

4) Are any of the sanitary sewer lines within the project area force mains?

Electrical
1) Is there a security system in existing Building B648? If so, is the MAFB proprietary Security vendor "Advantor's" system a sample project/RFP requirement?
Answer: There’s not an existing security system. Do not anticipate installing a security system, however, Advantor fire/alert system and mass notification system is required to report to the
Moody AFB Fire Dept.
2) If As-Build Record Drawings for the existing B648 Site and Building will not be provided please advise what the capacity is of the existing transformer adjacent to B648 and does it serve any other building besides the facility? What is the direction of the primary U/G wire to & from the transformer? The UFC does now allow primary U/G services beneath a building foundation.
Answer: Assume that a new transformer will be required in order to handle the load of the existing building and new addition.
3) If As-Built Record Drawings for the existing B648 Site and Building will not be provided please advise what is the number and size of the conduits and wiring running under the footprint of the new sample project addition? What are the depths of existing conduits?
Answer: Assume that they meet the code requirements.
4) If As-Built Record Drawings for the existing B648 Site and Building will not be provided please advise what is the number and size of the existing CATV conduit and wiring located under the footprint of the new facility?

24) The base design guide references an older version of UFC 3-600-01 and a newer version has been published. Are we to use the newest version or the older version?
Answer: Use newest version.
Fire Protection
1) Per RFP, Section C, page 9 of 47, bullet 15, sub-bullet 1, it states that at time of construction designs will be 65% complete. Per RFP, Section L, page 40 of 47, it states the Fire suppression plans are to be stamped by an FPE. Which is it? Are any drawings required to be signed and sealed by a registered professional at the time of construction?
Answer: The documents are not required to be signed and sealed during the solicitation, but will be required before construction begins.
2) Per RFP, Section L, page 40 of 47, it states the Fire suppression plans are to be stamped by an FPE. This is in the proposal instructions section of the RFP. It is very unusual to require sealed drawings for a proposal. In almost all cases, the FPE will not have enough information during proposal preparation to develop a design for signing and sealing. Does this really mean that fire suppression should be addressed in the proposal, and that sealed drawings are required of the successful offeror upon start of construction?
Answer: The documents are not required to be signed and sealed during the solicitation, but will be required before construction begins.
3) Per RFP, Section L, page 40 of 47, it states the Fire suppression plans are to be stamped by an FPE. This is in the proposal instructions section of the RFP. Per
RFP, Statement of Objectives, 3rd paragraph, it lists various disciplines/documents that may be included in the proposal. Fire suppression is conspicuous by its absence from the list. Are fire suppression drawings required for the proposal?
Answer: No, but schematics are required.
4) Does the existing building B648 have a fire alarm system? Is it stand-alone or tied to the MAFB Fire Dept. If there is an existing system, is the panel a Notifier
640 & a Monoco Transmitter? If not, what system is present.
Answer: Anticipate installing a new fire alarm system tied into the base’s Monaco system.
5) PG 40- Para 2 indicates fire suppression plans are to be submitted and stamped by FPE. This does not occur until project design is at 100% final dwg. Which doesn’t occur until after bid time. Stamped fire suppression plans cannot be provided at bid. Please advise.
