This RFP will result in a task order issued and will be the actual award document to the lowest priced technically acceptable offer.

3. Competition may be restricted in the base year in order to meet minimum ordering requirements in accordance with FAR part 16.
4. The government intends to award a single task order without discussions with MACC offerors; therefore, offerors should propose their best price. The government reserves the right to conduct discussions if deemed in its best interest.
5. Any changes that are required during the RFP stage will be accomplished via amendment to the RFP.
6. Failure to provide a complete proposal (including but not limited to price, assumptions, and proposed performance time) at the designated closing time and date will be handled as a late proposal in accordance with FAR
52.215-1.
7. If the stated offer acceptance period expires, the contractor will be given the opportunity to justify and update pricing.
Design-Build RFP projects under the MACC are designed to streamline the design process when complex designs are not required. The contractor is required to utilize the attachments in the IDIQ contract to develop their proposal.
Design/Build RFP will be issued and describe some or all of the following to be required, as applicable and list is not all inclusive:
Project title, project number, location, point of contact (POC), programmed amount, preferred performance time
Site visit date
General proposal information to include, but not limited to: statement of objectives (SOO), statement of work (SOW), list of submittal expectations, drawings, if available.

Proposal Preparation Instructions- Preliminary Design level is either 15% or 35%and the following items should be submitted for review as applicable.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
INSTRUCTION TO OFFERORS
Preparation of Proposals:
General Instructions: This section of the RFP provides general guidance for preparing proposals as well as specific instructions on the format of the proposal. The offeror's proposal must include all data and information requested in the RFP.
ONLY THE REQUIRED MINIMUM AMOUNT OF INFORMATION IS REQUESTED
TO PROVIDE FOR EVALUATION. EFFORTS SHOULD BE MADE TO KEEP
OFFERS AS BRIEF AS POSSIBLE, CONCENTRATING ON SUBSTANTIVE
INFORMATION ESSENTIAL FOR PROPER EVALUATION. The proposal shall be clear, concise, and shall include sufficient detail for evaluation and for substantiating its validity.
Elaborate format and color representations are not desirable. Offers are required to meet solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Offerors must identify all of the small business and socioeconomic categories for which they qualify for consideration of award. While the intent is to keep the pre-award effort to a minimum, proposals must provide adequate detail for effective evaluation.
Restrictions: Incomplete proposals – failure to submit the data indicated in this section may be cause for determining a proposal incomplete and, therefore, not considered for further technical evaluation or for award.
Who May Submit: Proposals may be submitted by Small Business Firms. 8(a) companies involved in joint ventures (JV) must have the JV approved by the Small Business Administration at time of solicitation closing. The government will recognize the integrity and validity of contractor team arrangements; provided, the arrangements are identified and company relationships are fully disclosed in an offer or, for arrangements entered into after submission of an offer, before the arrangement becomes effective. If team arrangements are in place prior to closing of this solicitation, include team arrangment documents in Volume I. Cage codes for all companies must be identified and small business status certified in ORCA through System for
Award Management (SAM) at www.sam.gov.
Preparation Instructions: Proposals shall be prepared in three volumes:
Volume I – Past Performance
Volume II – Technical Approach
Volume III – Price Proposal
Specific guidance regarding content of these volumes is discussed below.
Each volume shall not require extensive searching throughout the document(s) to locate and evaluate any items or area. Sub-categories of information in each of the volumes should be highlighted for ease of evaluating the information contained therein. All information and data shall be in an 8 ½” x 11” format and shall be provided in a standard 3-ring binder (maximum 2 inches). Drawings shall be placed on 30” x 42” sheets. 8 ½” x 14” sheets will be allowed for charts and tables. Every binder shall contain: Table of Contents, List of Tables or Figures (if required), and List of Appendices where applicable. Text shall be single spaced and printed black on white paper (black and white requirement does not apply to graphics, photos, etc). Font size shall be 12 point, Times New Roman. Each page shall be identified with the appropriate page number centered at the bottom of the page. The offeror shall not submit verbatim sections or attachments of this solicitation as part of their proposal. Only written proposals will be accepted.
Oral, emailed, and/or facsimiles of initial proposals will not be accepted. Offers that do not meet these requirements may be subject to rejection.
A cover sheet identifying the offeror and the project shall be provided and must include the following:
(a) Solicitation number
(b) Names, titles, e-mail, telephone, and facsimile numbers for POCs, of the offeror
(c) Name, address, e-mail, telephone and facsimile numbers of person authorized to negotiate with the government on the offeror’s behalf in connection with this solicitation.
(d) Name, title, and signature(s) of the person(s) authorized to sign the proposal and any resulting contract.
(e) Acknowledgement of all amendments to the solicitation (if applicable)
(f) CAGE code
The terms “identifying name/or logo”, mean a company logo or company name imposed into the background of the pages of the proposal. This is only authorized on the Cover Page of Volume I.
The offeror may use their company name on all pages of all “Original Volumes” of the proposal.
However, offerors shall sanitize/redact/omit or blackout any reference to the offeror’s company name in the copies for evaluation process. Firms submitting proposals shall limit submission to data essential for evaluation of proposals so that a minimum of time and monies are expended in preparing information required by the RFP. Data submitted must reflect the offeror’s interpretation of criteria contained in the RFP. Unnecessarily elaborate or voluminous brochures or other presentations, beyond those sufficient to present a complete and effective response, are not desired. Elaborate artwork, expensive paper and bindings, and expensive/extensive visual and other presentation aids are unnecessary.
Proposals will be evaluated for conformance with the stated RFP criteria. While the intent is to keep the pre-award effort to a minimum, proposals must provide adequate detail for effective evaluation.
Proposal Submission: Mailing Requirement for Proposal Data: Envelopes or other cover for material submitted in response to this RFP shall be opaque, and must be so presented that they may easily be identified. At a minimum, the outside cover must show:
(a) Destination of Proposal (23 CONS/LGCA)
(b) Name of project as described in the RFP documents (MACC)
(c) Solicitation number (FA4830-12-R-0004)
(d) Name and address of offeror
(e) Volume Number
Mail or deliver the proposal to the address listed in the solicitation.
The proposal submitted shall include an original and copies as indicated in the table below. Each proposal shall be marked to clearly identify the original from the copies. The binders shall be numbered (i.e. 1 of 3, 2 of 3, etc.).

Electronic Material: One copy on CD-ROM of Volume I, II and III is required to be submitted with the proposal. All textual material, catalog cuts, and other non-drawing material shall be in
Adobe Acrobat Portable Document Format (.pdf), arranged in the same order as the hard copy version with each section or part book marked. Copies will not be returned.
Past Performance (Volume I):
When addressing past performance evaluation criteria set forth in Section M of the solicitation, the offeror shall provide, as a minimum, a list of their most recent and relevant past performance data for design-build and/or bid-build projects, from Federal, State and Local Government and private industry contracts. Relevant being defined as multidiscipline horizontal and/or vertical construction projects that have been successfully completed. Recent past performance is defined as any relevant projects (as defined previously) in progress or completed within five (5) calendar years prior to closing date of solicitation. A minimum of three (3), but not more than five (5) relevant and recent past performance examples are requested for evaluation. Limit your reference list to 20 pages. All the items identified below shall be addressed in the listing.
(1) Contract number, type;
(2) Whether the offeror performed as the prime or a subcontractor;
(3) Name of contracting office and verified name, address, phone/fax number of point(s) of contact
(4) Project title and/or brief description of construction project.
(5) Initial price and final or current price, contract start date, scheduled completion date, and current or final completion date.
(7) Percent complete as of the date of submission of the proposal; and
(8) Brief comments, if desired.
The evaluation may take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontract work where your firm performed major or critical aspects of the requirement when such information is relevant to the acquisition. However, the proposal should clearly define who accomplished the work if performed by other than the prospective contractor (e.g., a key personnel) and define the role
(e.g., prime contractor, subcontractor, sub-tier subcontractor, etc.) performed by the offeror. The government shall consider the information provided from the offeror and may well consider any other source when evaluating the offeror’s past performance.
Technical (Volume II):
Technical Standards – Provide your “step-by-step” Technical Approach/Scope of Work in reference to the attached Statement of Objectives (SOO), to design and construct HC-130J
Aircraft Maintenance Unit Facility, B648 in accordance with the Architecture Engineering
Design Guide and Specifications. As-builts are provided to you in the solicitation attachments.
Your construction proposal shall be broken down by division as stated in the Construction
Specification Institute (C.S.I.) format.
The offeror should submit for technical review such items as: floor, site, elevations, cross sections, HVAC, utility site, fire suppression, plumbing, life safety code analysis, structural, electrical, submittal registration, progress schedule, and any other applicable plans to support their technical approach (list is examples and not all inclusive).

Preparation of Price Proposal (Volume III):
Volume III must set forth all pricing information necessary to provide a meaningful basis for the government's evaluation of price as set forth in Section M of this solicitation. The offeror is requested to provide a design proposal and construction proposal, separated, and then the sum of both. The government is not requesting certified cost or pricing information. Price will be evaluated in terms using techniques established in FAR 15.404-1 to ensure the government receives a fair, reasonable, and balanced price. Volume III shall contain the following:
(a) Section A. Complete in its entirety the "offeror" portion of the Standard Form 1442
(Page 2). An official having the authority to bind your company contractually must sign and date the SF 1442. One copy of the SF 1442 must bear an original, authorized signature. Include cage code.
(b) Section B. Prices on the CLINS should remain blank, but sample project pricing should be completed.
(c) Section K. Submit all pages that require contractor fill in.
(d) Representations and Certifications. Complete and submit ALL required representations and certifications in electronic form (your CD copy). All representations and certifications shall be completed in SAM (www.sam.gov) and submitted in both, paper and electronic forms.
(e) Attached Contractor Information. This information will be used to determine contractor responsibility in the event your proposal is considered for award.
SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION PROCEDURES
Evaluation Procedures
1. Award will be made based on the Lowest Price Technically Acceptable (LPTA), meaning award will be made to the lowest evaluated priced proposal meeting or exceeding acceptability standards for non-price factors.
2. While the government and the contracting officer will strive for maximum objectivity, the evaluation process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire evaluation process.
3. The government intends to evaluate proposals and award contracts without discussions (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price standpoint. The Government reserves the right to conduct discussions if the contracting officer later determines them to be necessary.
4. The government reserves the right to reject any or all offers if such action is in the government's best interests.
5. The government intends to award nine (9) indefinite-delivery contracts for the MACC program from the pool of offers received. The government intends to award three (3) contracts to offerors in each of the following categories: Service Disabled Veteran Owned Small Business, 8(a) concerns, and other Small Business offerors. The government reserves the right to award no less http://www.sam.gov/ than six (6) or no more than nine (9) contracts if doing so is in the best interest of the government.
The evaluation will proceed as follows. Proposals will be listed in order by total evaluated price from lowest price to highest price. For efficiency purposes, a minimum of the three (3) lowest price proposals submitted by offerors in each category identified above will be evaluated for technical acceptability and past performance acceptability. First, awards will be made to three
(3) SDVOSB without consideration in any other category. Next, awards will be made to three (3)
8(a) concerns without consideration in any other category. Finally, awards will be made to three
(3) Small Business offerors without consideration in any other category. If fewer than three (3) offers are submitted or are determined to not meet acceptability criteria in any of the categories identified above, offers submitted by other offerors qualifying under a small business program may be substituted to meet the government intent to award nine (9) indefinite-delivery contracts.
Evaluations will cease once the government's goal of nine (9) offers identified for award has been reached.

Evaluation Factors:
The proposals will be evaluated for the entire performance period on the basis of the evaluation factors listed below.
Evaluation Factor 1 – Past Performance
Evaluation Factor 2 – Technical Approach
Evaluation Factor 3 – Price Proposal
(1) Past Performance:
(a) Past Performance is based upon an Acceptable/Unacceptable rating. Offerors must receive an acceptable rating for Past Performance to be considered for award.
Relevancy is rated as follows:
DEFINITION RATING
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
(b) Recent past performance is defined as any projects in progress or completed within five (5) calendar years prior to closing date of solicitation.
Past Performance is rated as follows:
DEFINITION RATING
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform
Acceptable the required effort, or the offeror’s performance record is unknown.
Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Unacceptable
(c) In the case of an offeror without a record of recent, relevant past performance or for which information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror will be determined to have unknown past performance, and the contractor will be considered acceptable.
(d) If the past performance receives an unacceptable rating, the offeror may be eliminated from consideration for award.
(e) An offeror may be given the opportunity to clarify certain aspects of their proposals, such as, the relevance of an offeror’s past performance information (as related to this acquisition), and adverse past performance information to which the offeror has not previously had an opportunity to respond or to resolve minor clerical errors.
(2) Technical Approach:
(a) The Technical Approach is based on an Acceptable/Unacceptable scale. Offerors must meet the Technical Standards to be considered for award.
(b) Technical Standards – Technical approach will be evaluated to ensure all the
Statement of Objectives (SOO) are addressed, in accordance with the Architecture
Engineering Design Guide and Specifications. As-builts are provided to you in
Attachments. Your construction proposal shall be broken down by division as stated in the Construction Specification Institute (C.S.I.) format.
(c) The Technical Evaluation Team will rate the technical proposals according to the chart listed below:
DEFINITION RATING
Proposal clearly meets the minimum requirements of the solicitation.
Acceptable
Proposal does not clearly meet the minimum requirements of the solicitation.
Unacceptable
(d) If the proposal receives an Unacceptable for Technical Approach requirements, regardless of an Acceptable rating for Past Performance, the offeror may be excluded from the competitive range if established.
(3) Price:
(a) Price Proposals will not be rated or scored. Price will be evaluated in terms using techniques established in FAR 15.404-1 to ensure the government receives a fair, reasonable, and balanced price. The offeror’s total proposed price for the design and construction of the sample project will be the evaluated factor. The offeror is requested to provide a design and construction proposal separated and then the sum of both. Should funding become available for the project, the government reserves the right to award to the lowest priced technically acceptable offer.
(b) Award will be based on lowest price for those contractors that have received an acceptable rating for Past Performance and are determined to be acceptable in their
Technical Approach and are identified in one of the three small business categories
(Service-Disabled Veteran-Owned Small Business, 8a, Small Business).
