2. DESCRIPTION OF WORK:

a. Contract Scope:

The MACC will be utilized to execute a broad range of maintenance, repair and minor construction projects on real property at Seymour Johnson AFB, North Carolina to include Dare County Bombing Range which is located approximately 200 miles to the northeast of Seymour Johnson AFB proper and Fort Fisher Recreational Area located approximately 100 miles to the south of Seymour Johnson AFB proper. The projects will include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, fire protection, electrical, mechanical (including HVAC), painting, millwork, and other specialty and general contracting work.

b. Bid / Proposal Preparation

An Invitation for Bid (IFB) or Request for Proposal (RFP) issued under this contract may be issued to more than one contractor and will include a Task Order (TO) defining the project requirements. The project may ultimately require the contractor to produce a full design, partial design, or no design depending on the level of design already available and provided to the contractor in the TO. For example, a new project with no, or partial, previous design accomplished may include requirements to provide a 35% (minimum) design as part of the contractor’s proposal. Conversely, a project for which a 100% design is already available will only require a bid in the prescribed format. If awarded a Task Order (TO) for the project, the successful contractor will, as necessary, complete the design to the 100% level. This will include participating in design reviews, conducted at Seymour Johnson AFB, at each design milestone (35%, 65%, etc) described in the TO. For IFB's, the bid will be submitted on the bid schedule provided by the Government. Cost proposals for RFP's will include a bid schedule and, when required by the Task Order, a construction cost estimate breakdown (AF Form 3052). (To facilitate discussions prior to award, the government may also require submission of an AF Form 3052 after initial proposals are submitted even though the AF Form 3052 was not initially required by the Task Order.) The bid schedule as well as the line item categories to be used on the AF Form 3052 may be provided, to the contractor, by the Government. In addition, the TO may also include but is not limited to, the following, as applicable, based on the level of design required

(1)Government prepared Statement of Work (SOW), sketches, and any available as-builts, specifications, or design information.
(2)Design calculations requirements.
(3)Construction drawings requirements including professional certifications.
(4)Direction regarding fast-track vs. design-build.
(5)Timeframes for preparing the proposal, completing design work (if awarded), and completing construction.
(6)Contractor prepared specification sections and version required
(7)Submittal requirements
(8)Government Furnished Materials (GFM) or Government Furnished Equipment (GFE)

c. Bid / Proposal Evaluation Criteria:

Bids received in the IFB format will be evaluated based on compliance with the TO requirements and the proposed price. Proposals received in the RFP format will be evaluated based on compliance with the TO requirements and the proposed price. In addition, at the government’s discretion, price – performance tradeoff (PPT) and “best value” criteria when described in the TO may also be incorporated into the evaluation process. The TO will indicate the minimum requirements which must be met in order for a proposal to be considered technically acceptable. The government reserves the right to enter into discussions with responsive contractors (those submitting technically acceptable proposals) for the purpose of requesting minor revisions to the proposals. Any proposal which does not address all requirements set forth in the TO will be determined to be technically unacceptable.

d. Access to Work Areas:

The contractor may be required to work within controlled or restricted areas. Refer to paragraphs 19 and 20 and Specification Section 01000 for additional information concerning security.

e. Unfunded Projects:

Occasionally, the government will have a need to establish a final price for a project which is not already funded but for which there is a reasonable expectation that funding will be received in the future. In that case, an RFP will be issued to a single contractor for preparation of a 35% design (if not already designed) and a cost proposal. The 35% design fee (not to exceed an appropriate portion of the 6% statutory limit for a 100% design) shall be negotiated for those projects not already designed. The contractor must provide an acceptance period of 120 calendar days following establishment of a final price. If the project is awarded prior to expiration of the 120 calendar day acceptance period, the contractor will be issued a task order to complete design work as needed and accomplish the construction. If the project is not awarded within the 120 day acceptance period following the establishment of a final price, the contractor will be paid the negotiated 35% design fee.

3. CONTRACTOR OPERATIONS: The Contractor shall conduct all operations in accordance with the Seymour Johnson AFB Specification Section 01000 found in Appendix A.

4. COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK: The contractor shall commence work and complete the project in accordance with the time frames established in the Task Order (TO) and Notice to Proceed (NTP).
