FA4809-10-R-0001, Simplified Acquisition of Base Engineering Requirements
(SABER VIII) Questions/Answers 23 April 2010
1. Q: In the first paragraph on page 107, it states: “Request Volume II be submitted 15 calendar days prior to proposal due date.” Please confirm that it is the Government’s intent to receive the Past Performance Information on May 6, 2010, before the pre-proposal conference/site visit scheduled for May 10, 2010 (the day after Mother’s Day).
Also, please confirm that Past Performance Questionnaires (Attachment #3) are required to be returned to you by the proposal due date, 21 May 2010, as indicated in the cover letter preceding the questionnaire, rather than May 6th (when the associated Past Performance Information is due).
A: Reference Section L, III, Volume II – Past Performance Information is requested 15 calendar days prior to proposal due date. In addition, please reference Section L, III, entitled “Relevant Contracts.” See sentence, “Offerors are responsible to ensure that their reference sources receive, complete, and return the questionnaires on time,” and see cover letter of Attachment 3 preceding the Questionnaire: “Past performance questionnaires to be forwarded as soon as possible, but no later than the date the proposals are due.”
2. Q: If an Offeror is proposing as a joint venture, please clarify the number of relevant projects that you would like to see from each partner in the joint venture. Item A on page 107 states that no more than ten most recent projects will be considered. We assume this means ten projects total, as opposed to ten projects from each partner in the joint venture.
A: Reference Section L, Paragraph III, A and subparagraph entitled “Relevant Contracts.” No more than ten (10) most recent of these projects will be considered.
3. Q: Can you please let me know what we need to do in advance of the site visit – if anything.
A: We need the names of attendees from your company (not to exceed four (4)). In addition, please reference Section L, III, Volume II – Past Performance Information is requested 15 calendar days prior to proposal due date.
26 April 2010
4. Q: In Section L, Volume II, Paragraph “Relevant Contracts,” it is stated that each contract must exceed “$50,000,00” – is the correct number $50,000,000 or $50,000?
A: $50,000.00 – Amendment will soon be issued to clarify: $50,000.00. Please be advised of another typo that will also be included on the Amendment: In Section L, under “Pre-Proposal Conference,” there is a missing number in the fax number. It should state 5424 instead of 524.
5. Q: Please advise to the current protocols and requirements for base access at the front gate and the location of assembly for those participating in the site walk.
A: The following information needs to be provided to 4 CONS by 5 May 10 in order to accomplish security checks for each attendee: attendee’s full name, driver’s license number, and vehicle license number. Each attendee will have a special event pass prepared for them at the visitor center on the morning of the site visit. Amendment forthcoming to change 10 May 10 to 5 May 10.
