Maintain Airf ield/Base Stripping

Project Number: VLSB 18-0003

All w ork is to be completed in accordance w ith (IAW) the Statement of Work dated 14 May 2018.

IAW FAR 36-204(d), Disclosure of Magnitude of Construction Projects, the magnitude for this project is as follow s: Betw een $250,000 and $500,000.

The government intends to aw ard this requirement as a Firm-Fixed Price (FFP) contract. The government reserves the right to aw ard any individual or all contract line items (CLINs) from this solicitation at the discretion of the Contracting off icer. The Government intends to solicit and aw ard this requirement w ith a HubZone set-aside. The request for this set-aside has been approved by the SBA.

FAR 52.232-18, Notice to Offerors: Funds are not presently available for this effort. No aw ard w ill be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

B-2. MINIMUM INSURANCE REQUIREMENT: In accordance with the requirements of FAR 52.228-5 "Insurance Work on a Government Installation", the specific types and amounts of insurance contemplated under this contract are set forth in FAR 28.307-2.

B-3. Notice to Proceed (NTP): Will be issued and the dates/times will be determined after award has been made.

B-4. The offeror and all subcontractors shall be licensed by the State of South Carolina in all areas applicable to this contract.

B-5. The Labor Wage Determination current at time of award will be incorporated.

B-6. Payment and Performance bonds are required for the amount of each task order awarded to be submitted within 10 calendar days of notice of award.

B-7. No-Dig Period a.Any period of time that the contractor and/or their subcontractor are not permitted to perform any modification to any existing grade or storm drainage profile by digging, cutting an existing grade, probing, drilling, installing tie down rods, driving grounding rods, trenching and back filling, and all other penetrations to subsurface areas.

b. A no-dig day may allow the contractor access to the site and does not necessarily preclude the contractor from performing other work. A non-access day, does not allow the contractor access to the site to perform any work.

B-8. Sub Contracting Plan is only required from Other Than Small Business (OTSB) and only the apparent low bidder will be required to submit a plan for review and acceptance by the government.

SUBJ: VLSB 18-0003 The contractor shall remove rubber build up from surface of runways. Remove paint and re-stripe as directed by contracting officers designated representative and Air Filed Manager. The Types of Markings will vary in width from 144 inches to 6 inches and be of various lengths. Paint removal will sometimes slightly vary in width + or minus 1 inch. Paint shall be Traffic paint Sherman Williams or Equivalent with reflective media as required. The colors shall vary from white reflective, yellow reflective, non-reflective black, non -reflective red and non-reflective yellow. Paint shall conform to all Military and Federal Highway Transportation requirements. See Statement of Work for further details.

INSTRUCTIONS TO BIDDERS

INSTRUCTIONS TO OFFEROR

Instructions to Offerors

1. Offeror Bid Submission:

• This requirement will be procured using FAR 36 and 14, Construction Contracts and Sealed Bidding.

• IAW FAR 14.202-8 Electronic Bids, for this acquisition the use of electronic bids will be utilized. Offerors shall submit bids electronically by email to mark.wheeler.10@us.af.mil and jillian.clamor@us.af.mil or through the AMRDEC web site at https://safe.amrdec.army.mil/safe/ with a follow-up email. The electronic copies of the bids shall be submitted in a format readable by Portable Document Format (PDF), Microsoft (MS) Office Word 2007, MS Office Excel 2007, and MS Office Power Point 2007, as applicable. All bids will be placed in a secure electronic folder. No personnel besides the Contracting Officer and Contract Specialist will see bids prior to bid opening.

2. Period for Acceptance of bid: The Offeror agrees to hold its prices firm for 180 calendar days from the date specified for bid opening. The Offeror must follow the instructions contained herein.

2.1. Offeror is required to meet all solicitation requirements, including terms and conditions, and representations and certifications (https://www.sam.gov). Failure to meet a requirement may result in an offer being ineligible for award.

2.2. This acquisition is a HUBZone Small Business Set-Aside.

2.3. Discrepancies and Ambiguities: If an offeror believes the requirements in these instructions contain an error, omission, ambiguities, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale no later than 7 calendar days after the IFB release.

2.4. Post-Award/Pre-Performance Conference: A post-award/pre-performance conference will be scheduled by the Contracting Officer (CO) and held prior to the commencement of any work at that installation under the awarded contract. The offeror or their duly authorized representative is required to attend the post-award/pre- performance conference.

2.5. Direct questions regarding this solicitation will be sent to SSgt Mark Wheeler at mark.wheeler.10@us.af.mil and TSgt Jillian Clamor at jillian.clamor@us.af.mil. All questions must be received no later than 3 business days after site visit. The Government reserves the right to not answer questions not meeting this timeline if doing so would result in an amendment requiring an extension of the solicitation and to extend would not be in the best interest of the Government.

2.6. Submit all bids to SSgt Mark Wheeler via e-mail at mark.wheeler.10@us.af.mil and TSgt Jillian Clamor at jillian.clamor@us.af.mil . Bids are due 28 August 2018 at 2:00 PM EST.

2.7. Submission of Offers: Bid opening will be conducted at the 20 CONS Infrastructure Room, located at 321 Cullen St., Shaw AFB, SC 29152. All entrance to the base will be coordinated with Contract Specialist to assure entrance to facility. Please submit all base passes before Wednesday 22 August 2018 at 1:00 P.M.. All bidders are required to provide self-identification to Security Forces for access. The bid opening date is 28 August 2018 at 3:00 PM EST.

3. The response shall consist of two (2) separate volumes; Volume I – Pricing (Contractor Detailed Cost

Breakdown); Volume II–Contract Documentation (Filled SF 1442). Price and past performance/capability will be evaluated.

3.1. Volume I – Pricing (Contractor Detailed Cost Breakdown): The offeror shall submit a detailed cost breakdown displaying the essential elements of work with pricing.

3.2. Volume II – Contract Documentation (Filled SF 1442): The offeror shall submit the SF 1442 with all required fill ins. Section A: SF 1442 with completed blocks #14, #15,#16 (if different than block #14), #17, #20a,#20b,#20c, and block #19 if amendments have been issued. An authorized official of the firm must sign SF 1442 block 20b. Section 00 10 00 - Solicitation: Complete pricing information CLIN 0001. Section 00 45 00 – Representations and Certifications: Complete all appropriate and applicable Representations and Certifications. A listing of no more than ten (10) recent and relavant contracts within 3 years of the same scope and magnitude; to inclusde the contract number, awarding agency, and current agency point of contact for the project. Add langauge from DOD Source selection procedures on recent and relavancy for projects.

3.3. Provide the name, title, and telephone number of the company/division point of contact regarding decisions made with respect to the Offeror’s bid and who can obligate the company contractually.

3.4. Price Information: Information beyond that required by this instruction shall not be submitted, unless the Offeror considers it essential to document or support a price position. All pricing information must be included in the section of the bid designated as the Price Volume (Contractor Detailed Cost Breakdown) and in the contract documentation volume SF 1442. Under no circumstances shall this information and documentation be included elsewhere in the bid.

4. A Bid guarantee will accompany the Bid, failure to submit a bid guarantee will result in rejection of Bid.

4.1. The Bid guarantee copy shall be submitted electronically with Bid. Prior to award, official hard copy Bid guarantee with raised seal from bonding company shall be submitted to contracting officer before award can be made.

5. Site Visit: A site visit will be held 20 August 2018 at CE Building 250 Main Conference Room at 08:30 AM Eastern Standard Time. All Questions shall be submitted in writing by COB 22 August 2018.

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. 52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL

EMPLOYMENT OPPORTUNITY FOR CONSTRUCTION (FEB 1999)

(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.

(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

EVALUATION FACTORS FOR AWARD

Section M – Evaluation Factors for Award

Evaluation and Basis for Award. The 20 CONS will issue an award to the vendor who is determined a responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering price and the price-related factors and determined to be responsible in accordance with FAR 9.103 Contractor Qualifications and/or procedures outlined in FAR 19.6 if the prospective contractor is a small business concern .

(a) The Government will perform a general review of each bid, as follows:

• Only bids that Maintain Airfield & Base Stripping will be evaluated. Each offeror must provide a bid specific to this project.

• Offerors must be a registered HUBZone Business in accordance with the set aside.

• Offerors will be checked against the List of Parties Excluded From Federal Procurement and

Nonprocurement Programs. Any offeror who is listed will be eliminated without further consideration.

• Bids will be checked for minor informalities or irregularities. The Contracting Officer either will give the offeror an opportunity through a clarification to cure any defect resulting from a minor informality or irregularity, whichever is to the advantage of the Government. The Government plans on awarding a contract without conducting discussions.

• Price along with Past Performance/Capability will be the basis for award.

• Offerors shall submit all required bid documentation to be considered responsive (Volume I, II, III).

(b) Price and other price related factors will be the sole basis for award. The offeror that provides the lowest price for all items covered in the SOW, and determined to be responsible in accordance with FAR 9.103 Contractor Qualifications and/or procedures outlined in FAR 19.6 if the prospective contractor is a small business concern will be considered for an award to Construct ARCENT Parking B1957.

(c) The response shall consist of two (2) separate volumes; Volume I – Pricing (Contractor Detailed Cost Breakdown); Volume II–Contract Documentation (Filled SF 1442). Lowest price and other price releated factors and determined responsible in accordance FAR 9.103 and/or FAR 19.6 will be awarded contract.

Volume I – Pricing (Contractor Detailed Cost Breakdown): The offeror shall submit a detailed cost breakdown displaying the essential elements of work with pricing.

Volume II – Contract Documentation (Filled SF 1442): The offeror shall submit the SF 1442 with all required fill ins. Section A: SF 1442 with completed blocks #14, #15,#16 (if different than block #14), #17, #20a,#20b,#20c, and block #19 if amendments have been issued.

An authorized official of the firm must sign SF 1442 block 20b.

Section 00 10 00 - Solicitation: Complete pricing information CLIN 0001.

Section 00 45 00 – Representations and Certifications: Complete all appropriate and applicable Representations and Certifications. A listing of no more than ten (10) recent and relavant contracts of the same scope and magnitude; to inclusde the contract number, awarding agency, and current agency point of contact for the project. Add langauge from DOD Source selection procedures on recent and relavancy for projects.

(d) Price Reasonableness: This section is to assist the Offeror in providing the pricing information required to evaluate the reasonableness and balance of the offered price. Compliance with these requirements is mandatory and failure to comply may result in rejection of the bid. Note that unreasonably high prices, initially or subsequently, may be grounds for the Government not to proceed with award. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may render a bid un-awardable. The burden of proof for credibility of prices rests with the Offeror.

52.214-19 CONTRACT AWARD--SEALED BIDDING--CONSTRUCTION (AUG 1996)

(a) The Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.

(b) The Government may reject any or all bids, and waive informalities or minor irregularities in bids received.

(c) The Government may accept any item or combination of items, unless doing so is precluded by a restrictive limitation in the solicitation or the bid.

(d) The Government may reject a bid as nonresponsive if the prices bid are materially unbalanced between line items or subline items. A bid is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the bid will result in the lowest overall cost to the Government even though it may be the low evaluated bid, or if it is so unbalanced as to be tantamount to allowing an advance payment.

INSTALLATION ACCESS

A request for installation access must be sent to the contract specialist and contracting officer at least 72 hours prior to the date access is required.

VALID ID: For either site visits or submission of proposals, all personnel requesting access to Shaw AFB must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information.
