FA4803-18-B-0001 Questions and Answers, VLSB 18-0003

1. Is there pre-bid date meeting?

Answer: There is no pre-bid date. The bid date is 05 September 2018 at 02:00 P.M Eastern Standard Time.

2. What is the construction cost?

Answer; Exact pricing cannot be given. The magnitude of disclosure is included in section 10 of the SF1442. IAW FAR 36-204(d), Disclosure of Magnitude of Construction Projects, the magnitude for this project is as follows: Between $250,000 and $500,000.

3. Is there any additional addendum issued?

Answer: This is the second addendum/amendment.

4. Is there and updated plan holder list available?

Answer: There is not.

5. Do you require a design team?

Answer: No

6. Is there a union required for all projects out for bid?

Answer: No

7. Please confirm the intent is for the Contractor to perform all work at night/weekends/non-flying hours.

Answer: The contractor will perform work as required to allow for Shaw AFB to continue its flying mission without interruption. If this requires the contractor to work at night and maintain and complete the project in the allotted contract time then work will need to be at night in some instances. This is a function of the status of our flying mission and requirements to support the real world assignments as ordered by the United States Air Force.

8. Regarding the asphalt removal and replacement on the overrun; can the Engineer please provide a quantity for all asphalt to be removed and replaced?

Answer: 1,500 SF, 2 inches thick. All asphalt removed shall be replaced the same day.

9. Please confirm the intent is for the Contractor to replace only asphalt, not subbase.

Answer: That is correct only asphalt. The contractor shall remove, replace material and will not leave any excavated openings overnight. All asphalt removed shall be replaced the same day.

10. Will the asphalt have two lifts as outlined in the specifications? (2" binder course, 1.5" wearing course)

Answer: One lift of 2 inches completely compacted in that tire tracks shall not be detected under wheel load.

11. Please provide the asphalt mix that is to be utilized on the airfield.

Answer: Type C SCDOT

12. Are there any compaction requirements for the asphalt?

Answer: Completely compacted in that tire tracks shall not be detected under wheel load.

13. What supervision is required by the Prime Contractor?

Answer: Full time superintendent and Job foreman as required for actual work.

14. Can the Contractor's representative have dual responsibilities?

Answer: Yes.

15. Please outline the mandatory training required by Shaw AFB for Contractors prior to commencing work on the airfield

Answer: Airfield driver training. Allow for full half day of training by Airfield Operations.

16. Non- Reflective Yellow.

Answer: Yellow paint with no reflective media applied.

17. Attachment 5, Blank Cost Spreadsheet has line items with no quantities. The quantity of work to be performed is required to multiple by the unit price to come up with the cost for the bid. Will the Government be providing quantities? The quantities on the provided drawings do not differentiate reflective/non-reflective and layout/no layout and has an extremely high quantity of paint removal (476,417 SF) when compared to the Blank Cost Spreadsheet range (50,000 to 100,000 SF).

Answer: All quantities can be determined from the project drawings as described in the statement of work. Please see attachment 6.

18. Paragraph B., c. Roads, Streets and Parking states that these areas, “…shall be painted with any quantities not expired on the airfield…”Attachment 5, Blank Cost Spreadsheet has line items with no quantities. The quantity of work to be performed is required to multiple by the unit price to come up with the cost for the bid. Will the Government be providing quantities? The quantities on the provided drawings do not differentiate reflective/non-reflective and layout/no layout and has an extremely high quantity of paint removal (476,417 SF) when compared to the Blank Cost Spreadsheet range (50,000 to 100,000 SF).

Answer: All quantities can be determined from the project drawings as described in the statement of work. Please see attachment 6.

19. Paragraph B., c. Roads, Streets and Parking states that these areas, “…shall be painted with any quantities not expired on the airfield…” Without Government provided quantities with which to “expire” to the airfield, how is this quantity to be calculated?

Answer: All quantities can be determined from the project drawings as described in the statement of work. Please see attachment 6.

20. Paragraph B., a. Paint & Rubber Removal of the Statement of Work states that, “Paint shall be deemed removed when 45 to 50% of the original surface is removed.” Are all areas to be re-striped to have 45 to 50% of the paint removed? Also, in the same paragraph it states that some areas, directed by the contracting officer or indicated on the project drawings, will require 100% paint removal. What quantity will require 100% removal?

Answer: All quantities can be determined from the project drawings as described in the statement of work. 100% shall be determined when the marking is removed some pigmentation may remain but the marking will not be mistaken for a normal painted airfield marking with full pigmentation.

21. Due to the porous and rough nature of pavement surfaces, 100% removal would be impossible to achieve without damaging the surface. Is it the Government’s intent to specify that paint shall be removed to a degree that will not damage the pavements?

Answer: The surface will not be damaged in such a way as to remove grout to the point aggregate shall not be exposed. The Government understands some pigment stain will likely remain but shall be to the condition the marking shall not be mistaken for a new marking.
