STATEMENT OF WORK
VLSB 18-0003 Maintain Airfield and Base Stripping 14 May 2018
A. General Description of Work: The contractor shall remove rubber build up from surface of runways. Remove paint and re-stripe as directed by contracting officers designated representative and Air Filed Manager. The Types of Markings will vary in width from 144 inches to 6 inches and be of various lengths.
Paint removal will sometimes slightly vary in width + or minus 1 inch. Paint shall be Traffic paint Sherman Williams or Equivalent with reflective media as required.
The colors shall vary from white reflective, yellow reflective, non-reflective black, non -reflective red and non-reflective yellow. Paint shall conform to all Military and Federal Highway Transportation requirements. Reflective media shall conform to the same standards. (See Below)
• Use lead-free waterborne paint obtained under Federal Specification TT-P- 1952, Paint, Traffic and Airfield Marking, Waterborne. Select Type I, Ten Minute No Pick-Up Time, or Type II, Fast Dry, High Humidity Formula.
• For all retro-reflective markings, use glass beads available under Federal Specification TT-B-1325, Beads, Retro-reflective, Type I, Gradation A.
B. Requirements of Work;
a. Paint & Rubber Removal: Rubber will be removed from both runways 04R/22L; R/W 04L/22R Total quantity 200,000 SF. Areas will be outlined by the contractor and approved by the contracting officer’s designated representative prior to removal. Paint shall be deemed removed when 45 to 50% of the original surface is removed. Under no circumstances will lose and flaking paint remain on the airfield surface. However there will be some areas as noted on project drawings or statement of work that will require 100% removal so as not to confuse old markings from new ones. Areas of removal shall be by directed by the contracting officer or there designated representative or indicated on the project drawings.
b. R/W 04R/22L; No painting required unless adjacent work on Taxi ways require lines on Run Way surface to be touched up or completed to the next tie in for continuation to avoid pilot confusion. All work completed shall be reconciled daily as to quantities completed with the contracting officer or there designated representative.
c. R/W04L/22R Center lines, number/letters and Threshold Bars and zone markings. All work completed shall be reconciled daily as to quantities completed with the contracting officer or there designated representative.

d. Overruns; Remove and Repair and repaint asphalt adjacent to light bars in overruns. Photo Fig. 1 at the end of Statement of Work.
a. Taxi Ways: Alpha, Bravo and Bravo Center, Charlie, Delta and Delta Center, Echo, Fox Trot, (Golf and Golf Center; to include arm de-arm and safety fans restriped and Edge lines and Hold bars on Taxi Ways prior to entrance to Run Ways Surfaces.
b. Parking Aprons and Hot Pits: Hot pits shall be paint removed 45 to 50% removed and re-striped located North of Bldg. 1200 both Primary and Secondary Hot Pit areas. F-16 parking lines under shelters shall be cleaned and re-painted.
c. Roads. Streets and Parking: Roads and Streets and Parking Lots shall painted with any quantities not expired on the airfield with yellow, white and black being the primary required colors applied to our streets and parking.
Order of work shall all Primary Roads, Streets and Parking as quantities last.
By priority shall be Shall Drive, Patrol Road and Rhodes Ave. Main Gate, 441 Gate, Sumter Gate. Lance Ave. Work shall be by priority of center lines, edge lines, stop bars, cross walks and arrows.
C. General Requirements
a. Dimensions can be verified on ETL 04-2 Pavement Marking Schemes and
UFC 3-260-01 provided.
b. Contractor shall be responsible for damage to airfield pavement and joint sealant as a result of his activities from paint or rubber removal or other activities by his men or equipment that result in permanent damage to the airfield surface or joints. Damaged areas shall be repaired by replacing damaged joint seal and concrete pavement with epoxy or other suitable means that will correct damage caused to the satisfaction of the contracting officer.
c. All work shall be coordinated through the airfield manager’s office and the project inspector. The contractors personal shall be trained in flight line driver safety prior to entering the airfield environment. Training will be conducted by the Air Field Manager or designated representative.
d. Normal working hours shall be 0730 to 1630 local. The need for extended working hour requirements to include 24 hour operations shall be provided to the contracting officer in writing prior to start of actual contract operations.
e. The government will provide radios that will operate on the ground airfield frequency. The contractor will be provided the proper frequency and approval upon award of the contract and prior to any work being conducted on the airfield.

f. Water blasting shall be used for both removal of paint and rubber and operated at safe levels as described in the specifications so as not to damage joint seals and concrete pavement.
g. All contractor employees shall be trained in airfield driving and receive a passing score prior to being allowed on the airfield to work.
D. The contractor shall also be advised that they can expect interruptions from aircraft for varying times of 15 minutes to possibly one hour. All removal and stripping will be measured prior to work being performed and quantities agreed to prior to work being accomplished. All work will performed and quantities accomplished by the contractor will be reviewed by the contracting officer or there designated representative daily.
E. The contractor shall schedule his work activities with the contracting officer or his designated representative. The contractor shall at all time maintain vigilance of working on an active airfield with military operations and advise his people daily and hourly as required as to the sensitivity and dynamic environment.
F. The contractor shall clean up daily and hourly as required to maintain a safe and working environment on the airfield to include his laydown area.
G. Violations of airfield driving rules and misconduct in using airfield radios will result of immediate suspension of airfield driving privileges.
