Air Force Instruction (AFI) 32-1063, 10 June 2005, is supplemented as follows. This supplement pro-vides additional guidance and establishes uniform standards and procedures for the operation and mainte-nance of electrical power systems within Air Combat Command (ACC). It is applicable to all elements of the civil engineer having maintenance or operational responsibility for electrical power systems. This publication applies to the Air National Guard (ANG). This publication does not apply to Air Force Reserve Command (AFRC) units. Ensure that all records created as a result of processes prescribed in this document are maintained in accordance with AFPD 37-1, Air Force Information Management, and Air Force Manual (AFMAN) 37-123, Management of Records, and are disposed of in accordance with the Air Force Records Disposition Schedule (RDS) located at https://afrims.amc.af.mil. Contact supporting records managers as required. ACC units may further supplement this instruction as necessary, but must forward one copy to HQ ACC/A7CI, 129 Andrews St, Suite 102, Langley AFB VA 23665-2769, for a post-publication review; this also applies to all subsequent revisions of unit-level supplements to this instruction. Send comments and suggested improvements to this supplement on AF Form 847, Recom-mendation for Change of Publication, through channels, to HQ ACC/A7CI.
SUMMARY OF CHANGES
This document is substantially revised and must be completely reviewed. This revision incorporates substantive changes and numerous additions to AFI 32-1063. These changes revise the requirements for managing, operating and maintaining electrical systems. This revision aligns the ACC supplement with the AFI, establishes command procedures for reporting power outages (paragraph 1.16.), allows for pre-positioning of Equipment Authorization Inventory Data (EAID) generators (paragraph 7.2.1), and describes quick connect switches (paragraph 7.2.3).
1.7. The ACC Infrastructure Support Branch (HQ ACC/A7CI) Electrical Manager and/or Electrical Engineer will provide base power production points of contact (POCs) the preferred format for the Annual Generator Inventory and Replacement Priority Report by January 1st of each year. Bases https://afrims.amc.af.mil
2 AFI32-1063_ACC 16 OCTOBER 2006
will compile this inventory and submit to ACC by January 31st to ensure requirements are captured in the ACC Financial Plan (FINPLAN) for the next fiscal year.
1.10. User operators, identified and trained according to paragraph 1.10 of the basic instruction, may operate the generator to meet mission requirements. User operators will notify the civil engineer service call desk so that the power production supervisor or the standby person can be alerted that the generator has been placed into operation by the user. The user operator must observe the generator operation and record generator parameters every 2 hours on AF IMT 487, Emergency Generator Operating Log (Inspection Testing), to document operation. The user operator will remain on duty until properly relieved and will thoroughly brief the oncoming shift about the generator operation. No generator will remain on line without the physical presence of a user operator. All safety rules to which CE adheres, including hear-ing protection, apply to the user operator.
1.16. (Added) Electrical power outages affecting mission critical facilities will be reported via email to HQ ACC/A7CI Electrical Engineer and/or Electrical Manager (accceoi@langley.af.mil) and through Work Information Management System (WIMS) to HQ ACC/A7CI within 24 hours of the outage, using the format at Attachment 2 (Added) of this supplement. Emergency status and precedence code is C-2 (normal processing under emergency conditions). A majority of the outages are of a short duration and simply corrected. A WIMS-gram, after all the facts are collected, satisfies the requirement. Outages which adversely affect mission capability (Significant Events) and/or are expected to draw media attention will be reported immediately via Attachment 2 (Added) with details added.
1.17. (Added) Once emergency conditions have terminated, communications and electronics facilities will be returned to commercial power as soon as practical, but no longer than 30 minutes after emergency condition termination. Flying safety is of primary importance and facilities should be returned to the pri-mary source of power as soon as the threat passes. Fuel economy and extended life expectancy of the gen-erator will also be maximized.
2.3. (Added) The Base Civil Engineer (BCE) will appoint a Power Conditioning and Continuation Inter-facing Equipment (PCCIE) POC and notify HQ ACC/A7CI of the individual's name, organization, office symbol, and phone number. POC information will be updated at the beginning of each Fiscal Year (Octo-ber). HQ ACC/A7CI will keep the POC advised of PCCIE updated information and changes to policy.
3.2.3. (Added) The pre-positioning of EAID generators is appropriate and should be considered where practical, to meet mission response times around the base and where aesthetically acceptable. These situ-ations require wiring which must be installed to meet the National Electric Code (NEC). In such cases, the generator maintains its portability and mobility capabilities since the cabling can be quickly and simply disconnected at the generator connection panel. An EAID generator is not an essential part of the building electrical system, since it can be relocated. Technical Order 35-1-3, Corrosion Prevention, Painting, and Marking of USAF Support Equipment (SE), page 2-2, paragraph 2-15, establishes the appropriate painting scheme for these assets that must be maintained ready for immediate deployment in the original color.
3.2.4. (Added) Those facilities having EAID generators dedicated, but not connected, to them will have the generator connection point clearly identified. Just as facilities with Real Property Installed Equipment (RPIE) generators must have a one-line diagram, facilities with EAID generators dedicated (connected or not) will have a one-line diagram indicating connection point (i.e., a double throw switch, transformer secondary, or main circuit breaker); length, size, and storage location of cable; and required generator size and voltage.

3.2.5. (Added) A quick connect switch may be any switch, properly sized and readily accessible and within sight of the generator (NEC Article 100), to which the generator cables can be safely and conve-niently connected. The screw lugs of a switch to which the cable is secured is a suitable quick connect/ disconnect. For temporary connections of generators, the wiring will meet or exceed Article 305 of the 2005 National Electrical Code.
3.2.6. (Added) Commercial mobile generators that are used as EAID shall be approved through AF Form 601, Equipment Action Request, tracked by the item manager as a suitable substitute, and accounted for on the CA/CRL listing.
5.3. (Added) Paragraphs 4 through 5.2 and 8 of the basic instruction provide the primary references nec-essary in the design of new mission critical facilities and the replacement and/or upgrading of existing emergency generators and transfer switches.
5.4. (Added) The base electrical distribution system will be arranged to enhance reliability by enabling all mission critical facilities to be provided backup power from a separate emergency generator, where feasi-ble, limiting confusion which could contribute to accidents and/or injuries.
5.5. (Added) Fuel Storage operation tanks in support of RPIE standby generators will have adequate capacity for 72 hours of normal operation time. Fuel consumption may be determined either from a mea-sured load of the generator or the size of the generator. In the absence of a documented fuel consumption rate, allowing a 1 gallon per hour (gph) consumption rate for each 10 kW produced will yield a satisfac-tory fuel consumption determination.
7.1.10. (Added) Provisions will be included to enable the generator and transfer switches to be bypassed, to permit safe maintenance on automatic transfer switches. The ACC preferred standard is an external bypass for safety reasons.
