Question: What does the DEQ utility permit cover? For example will the contractor need to file for a SWPPP permit through DEQ, and will the contractor be able to transfer the permit to the owner after construction? Will the contractor need to get a dewatering permit?

Answer: The DEQ permit is for the re-route of the waterline only. This permit requires the contractor to install the waterline according to the approved plans and submit a certification tothe State saying that the waterline was installed in accordance with the plans and specifications that were approved as well as submitting as-built drawings to the State. This permit does not cover any other activities that may require permitting by the contractor. Any other permitting required is the responsibility of the Contractor.
