92d Contracting Squadron FA462024QA105
Q: CLINs 003 and 004 on Pricing Worksheet: Does the contractor supply rates for markup (%) on parts cost and hourly rate for labor costs to accomplish CLINs 001 and 002?
A: Yes – Contractor will supply labor rate per hour and cost markup percentage for any parts ordered (to include shipping), so that any items/services needed to accomplish completion of work described in CLINs 001 and 002 can be priced according to the rates provided by the contractor, with approval from the Contracting Officer prior to ordering/performing.
Q: Does the fuel tank for GENERATOR 2 need to be mounted?
A: Should be bolted to the concrete and grounded per Industry standard.
Q: Can you describe the required digging for power supply lines from GENERATOR 2 to the power supply facility?
A: Dig from exterior of comm room wall (picture below); around the AC chiller enclosure to the generator enclosure conduit can be surface mounted where applicable.
Q: Does the contractor need to provide the battery charger GENERATOR 2?
A: Yes -- the charger needs to be compatible with Cummins generator because it runs the control board as well.
Q: Are the 7-day and 30-day timelines for completion of work hard dates? Is there flexibility in those dates once diagnosis is complete?
A: Yes, there is flexibility in the timeline for GENERATOR 2 -- As long as there is guaranteed completion when weather permits/eases things, a temporary solution is to run the conduit on the surface temporarily and come back went condition permitted and dig the trench and drop the conduit in. If this route is taken, the generator must still be operational within the 30 day timeline, and arrange to come complete the digging to bury the lines at a later date when weather permits.
Q: What is the location of the existing pad for the generator and the com room (please provide aerial view)?
A: Gen pad is yellow dot on the aerial map below.
Q: What is the geotechnical composition of site? (This is in the east plains area and highly likely to be hard basalt with limited to no topsoil, if this is the case it will require a midi class excavator with a ripper to trench for conduit)?
A: The area was dug during construction -- the area in question should be diggable for the depth required for secondary power.
Q: Are there any depth of cover requirements outside of the NEC requirements?
A: No, NEC will be fine.
Q: Are there any access restriction for trucks to deliver select fill?
A: No, there is no restriction outside of security requirements described in above response and advance notice. There is plenty of room for vehicle/delivery truck access.
Q: RFQ FA462024QA105 states: "The contractor shall utilize the government provided generator, transfer switch, and existing concrete pad with installed conduit and all other design, labor, parts, and installation services for an operational standby generator to power Building 35 IAW the attached Statement of Work". Questions and Government Responses states: "Dig from exterior of comm room wall (picture below); around the AC chiller enclosure to the generator enclosure conduit can be surface mounted where applicable". These two statements contradict each other. Please explain further.
A: When conduit comes up the exterior wall of the comm room and the generator enclosure wall it can be surface mounted as well as inside the comm room.
Q: Are the conduits for the feeders and (2) additional circuits installed or do they need to be installed?
A: Yes, there are two 4” conduit for the feeders and one 1” conduit for controls., to the gen pad. There is no conduit for the battery and block heater power.
Q: Are there any specific requirements for the fuel tank other than "500 gallons". (Pictures of existing "GENERATOR 1" show the generator skid mounted on top of the tank.)
A: GENERATOR 2 bolt directly to pad; the fuel tank is separate stand alone.
Q: Is the transfer switch to be installed on the building exterior or the building interior?
A: It is installed inside the electrical room in place of an existing can some conduit shorting will be required to fit it in. The ATS is service rated.
Q: Is "MDP1" switchgear or a panelboard and is this the service equipment?
A: Yes the ATS will become the service entrance equipment.
Q: Is the ATS to be installed with a switched neutral?
A: Yes -- It is a 4pole switch.
Q: Does the ATS have provisions for parallel conductors?
A: Yes it has the capability to have parallel conductors 2 hole 2/0 – 500 kcmill
Q: Are conductors required to be copper?
A: Yes
Q: What are the requirements and type of the grounding electrode at the generator pad? (NEC 2020 implies that 25 ohms or less to earth is recommended. Is a ground ring, plates, or chemical rod required or is it up to our discretion?)
A: The grounding will be your discretion but should also include fuel tank.
Q: Is there a spec book that we should follow?
A: Yes, we have installation manual for QSL9 Engine with PowerCommand 2100 control available.
Q: Are we required to perform a load bank test? If so is resistive test acceptable or is it required to be a reactive test?
A: Yes, resistive
Q: What underground infrastructure is surrounding building 35 and the generator pad? (Building 35 does not exist on the site utility maps. If this is not available ground penetrating radar will have to be used to locate any existing infrastructure.)
A: Where the secondary conduit to support the battery charger and block heater will not encounter any infrastructure utilities. The area will be located prior to digging.
