STATEMENT OF WORK

FOR

JPRA White Bluff Generator Repair and Installation

December 2023

Statement of Work (SOW) For

JPRA White Bluff Generator Repair and Installation

1. BACKGROUND: This Statement of Work (SOW) outlines repair and installation services required for two (2) generators located at the JPRA White Bluff location in Spokane, WA.

Generator 1 This work will include the repair of a Cummins generator (shall be referred to as GENERATOR 1) model DQFA 8919GS 750kw, S/N: 33110332 ST. During a previous service call and diagnostic effortfor Generator 1, the technician was unable to generate any response with the system display. Cummins customer service indicated the initial repair should be the “Base Card” which requires access to a specific software, InPower Pro.

Generator 2 A recent MilCon project for a Command-and-Control center was completed at JPRA. The new facility requires stand-by power, however construction planning did not include the necessary stand-by power requirements. JPRA has government furnished equipment and seeks all inspection, design, labor, materials, and tools necessary to install, hook up, and activate an existing and government provided generator (shall be referred to as GENERATOR 2), ready for stand-by power operation for Bldg. 35 at White Bluff.

2. SCOPE OF WORK:

Generator 1

The service provider shall provide all labor, tools, and materials to diagnose and repair GENERATOR 1.

The service provider shall provide a technician with InPower Pro software to install and calibrate a Base Card in a Cummins generator and perform additional diagnosis to identify any additional repairs to the display function.

Generator 2 The Contractor shall provide all necessary tools, labor, materials, and equipment to inspect, design, and install government furnished equipment (GENERATOR 2), utilizing JPRA’s Building 35 Electrical Load Study (Appendix A). Upon completion, Bldg. 35 will have a fully functional generator that responds to loss of power, automatic transfers, and provides uninterrupted power.

3. OBJECTIVES: The objective of this SOW is to restore display screen functionality on GENERATOR 1 through repairs performed by a qualified technician. Additionally, the objective of this SOW is to ensure mission continuity to Bldg. 35 during loss of power by providing a fully functional and operational stand-by GENERATOR 2, which automatic transfers to provide uninterrupted electrical service.

4. REQUIREMENTS:

Generator 1

Contractor will start with a diagnostic assessment of faults for repair pf GENERATOR 1replacing the Base Card on the Cummins DQFA 8919GS 750kw generator (S/N: 33110332 ST). After the diagnosis, the contractor shall use the results to determine if any additional parts or labor is required to return display functionality to the generator. Any additional work shall be authorized by the Contracting Officer prior to performance.

Generator 2 The contractor shall provide all labor, materials, and tools to install government furnished GENERATOR 2 to Bldg 35 with a functional automatic transfer during any disruption of power in accordance with applicable building/electrical codes and regulations. Materials include but are not limited to wire, conduit, boxes, breakers, fuel lines, a 24-volt battery charger, and a 500-gallon fuel tank. Additionally, the contractor shall install two circuits to provide power to the generator’s 240-volt, 1000W block heater and the contractor provided 24-volt battery charger.

5. DELIVERY: GENERATOR 1 repair must start on the day after award and be completed 7 days after award, pending parts ordered. GENERATOR 2 must be completed no later than (NLT) 1 February 2024.

6. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES: The government shall furnish the following equipment:

• Cummins Generator, Model DQDAB-1511339, 3 phase, 343.7 kva, re-configurable; 6-cylinder engine, Model QSL9-G7. The generator is located on a pallet within the equipment enclosure of Bldg 35

• Thomson Power Systems Automatic Transfer Switch, TS 870 ATS, 100A- 800A, 4 pole, located loose in the electrical room

• 400-amp circuit breaker to replace existing 1200-amp circuit breaker on the generator, located loose in the electrical room

7. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the work requested will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation.

8. PLACE OF PERFORMANCE: All work shall be performed at JPRA White Bluff Site.

9. PERIOD OF PERFORMANCE: Work for GENERATOR 1, to include diagnosis and full repair to regain display functionality, shall be completed 7 Days after contract award. Work for GENERATOR 2 shall be completed 30 Days after contract award.

10. GENERAL INFORMATION:

10.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions.
