Round 3 and FINAL Questions and Answers
FA4613-14-R-0003
20 May 2014
Note: For complete set of Q&As to date, see also Q&As posted 9 May 2014, Q&A Attachment to Site Visit Minutes posted 16 May 2014, and Round 2 posted 20 May 14.
We are not accepting any additional questions.
1. Q: Will you accept electronic proposals?
A: Yes.
2. Q: Pursuant to the new CLINs added In Amendment l, we would like specifics and clarifications regarding size, length, height, substrate, etc. for the following Items:
a) 0001EH Prep and paint window, 1side, w/trim 432 ea (should this be priced at
LF?)
b) 0001EI Prep and paint window, 1side, w/trim, above 10' 288 ea (should this be priced at LF?)
c) 0001ER Prep, repair and paint column, w/base, crown, and trim 480 ea
d) 0001ES Prep and paint louver, w/trim 40 ea
e) 0001ET Prep and paint louver, w/trim, above 10' 40 ea
f) 001EW Prep and paint roof edge assembly; complex 2880 If (what is the definition or example of complex?)
g) 0001EX Prep and paint large bay door, 1side, w/trim 6 ea
h) 0001FD Prep and paint wooden railing assembly; complex 500 If (what is the definition or example of complex?)
i) Also, do you have a picture or example of 0001CS Enclosure, Bridge?
A: a) For the bay doors, assume a 20'x25' metal rolling bay door, along with the frame and trim. These doors are typically found in vehicle maintenance facilities or warehouse applications. Again, we have all different sizes across the base, so this CLIN will represent all of the bay doors they find, regardless of their true size.
20'x25' is fairly conservative; most of the bay doors we have here are NOT quite that large.
b) (CLIN X001EH) Windows were intentionally repriced to be as "each" instead of "linear feet". Linear feet is too vague, and can cause pricing disputes due to the myriad of window types we have on base. The window types we saw at the site visit are typical for FE Warren. Sizes and complexities should be bid accordingly.
Q&A for FA4613-14-R-0003, 22 May 2014, Pg. 2
c) (CLIN X001EI) See response to #3.
d) (CLIN X001ER) Columns to be painted are typical of what we saw at the dormitory on the site visit. The attached railing assembly photo (see Photo 3 below) has a partial of a column base.
e) (CLIN X001ES) A louver is a slotted opening in a wall or door which is used to intake or exhaust air for HVAC purposes (See Diagram 1 below). On base, we have all different sizes of louvers, so it would be impractical to write a CLIN for every size.
For bidding purposes, please assume a 3'x4' louver, although we will use this CLIN for all different shapes and sizes.
f) (CLIN X001ET) See response to #5.
g) (CLIN X001EW) See Photos 1 and 2 below. The differentiation between a "standard" and "complex" roof edge assembly is that complex assemblies usually have extruding structural member that need to be painted in addition to the eave, soffit, fascia, and other trim. The "linear foot" quantity designation does not mean every board painted, rather, if the building was viewed from a bird's eye vantage point, it would be the perimeter of the building edges to be painted; the whole assembly.
h) (CLIN X001FD) See Photo 3 for a "complex" railing assembly. It includes all cap rails, secondary rails, base rails, supports, bracing, slats, panels, balusters, pickets, and all other associated hardware. As with the roof edge assembly, the estimating method is the same. The "linear foot" designation is for the whole assembly; do not add up all of the components.
i) (CLIN X001CS) A photo of a bridge/enclosure is not currently available. For this project, this CLIN is essentially the same as CLIN X001BC as I described in one of the earlier questions, however it is an enclosure just for painting, not abrasive blasting.
Notice that it is under the railing category, so it would be used to enclose a section of railing so that building occupants can still use the porches without getting in the way. The dimensions of this enclosure are the same as specified in the earlier question about enclosures.
Photos supporting the answers above are printed below.
