9 May 2014
1. Q: CLIN 0001AA "Install Plastic" for what and where?
A: CLIN 0001AA - The plastic sheeting is to isolate the work area from the surrounding area.
The CLIN has multiple uses; laying on the ground to gather LBP chips, hung up to protect building exterior from unexpected precipitation, etc.
2. Q: CLIN 0001AK "Replacement of Hardware", is this to remove from existing doors and then to replace it after refinishing?
A: CLIN 0001AK - This CLIN is for miscellaneous hardware removal then replacement after work is complete. This includes, but isn't limited to receptacle covers, signage, hardware on doors, and other interior features that are not easily taped off.
3. Q: CLIN 0001BC "Abrasive Blasting Enclosure", based on what specifications and sizes?
A: CLIN 0001BC - For bidding purposes, this will represent a 10' x 10' x 8' containment area in which abrasive blasting will take place. At minimum this temporary enclosure should be woven polypropylene sheeting or rubber. These units can be added together to account for a larger work areas. If a delivery order will require an enclosure, it will list specifics.
4. Q: Is this entire projects pricing based on removal of lead base paints or just those within CLIN 0001AN through 0001BA?
A: Not all project pricing is based on LBP remediation. Base year CLINS 0001AV and 0001AW, Option year one CLINS 1001AV and 1001AW, Option year two CLINS 2001AV and 2001AW , Option year three CLINS 3001AV and 3001AW, and Option year four CLINS 4001AV and 4001AW deal with remediation and removal of LBP.
5. Q: Are Military Family Housing units included in the contract?
A: Military Family Housing is not in the contract.
6. Q: In the Contract, the Statement of Work speaks of lead remediation, encapsulation and full abatement. There are only two line items for preparation of lead based surfaces, over and under 10 ft. high. Are these two line items for remediation only (scraping of loose paint only) and over-coating with appropriate coatings?
A: Correct. Those lines are for remediating LBP and overcoating.
7. Q: Is it possible to get the bid schedule in an Excel format?
A: Yes, an Excel format bid schedule has been posted to FBO.gov.
8. Q: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
A: Solicitation FA4613-14-R-0003 is a follow-on to FA4613-05-D-0005 that expired in 2009.
9. Q: The second paragraph states:
This proposed contract is being set-aside as a 100% Competitive 8(a). Only Small Businesses registered with the Small Business Administration in the 8(a) program are
Q&A for FA4613-14-R-0003, 9 May 2014, Pg. 2 eligible for award. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 238320, Painting and Wall Covering Contractors. The size standard for NAICS 238320 is $14.0 million. The government is interested in all 8(a) small businesses including, Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, and Small Disadvantaged Business that are interested in performing this requirement.
Has it already been set aside for 8(a) or are you seeking other businesses that are interested?
A: This solicitation is an 8(a) competitive set aside. According to FAR 19.203(c) a requirement accepted by the SBA under the 8(a) Program must remain in the 8(a) Program unless the SBA agrees to release
it. The previous paint requirements contract was 8(a) and this one must also be 8(a) as the SBA has not released it from the program. The paragraph you quoted means that 8(a)s that are also Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, and Small Disadvantaged Businesses are encouraged to submit offers.
10. Q: Is the Performance Bond waiverable?
A: According to FAR 28.102 the Performance Bond for construction is a required item and is not wavierable.
11. Q: Do both parties to a joint venture need to be 8(a)?
A: Questions regarding 8(a) eligibility are referred to the SBA District Office in your local area.
Once an apparent winner is identified the local SBA District Office for the base will be notified. The SBA certifies the eligibility of the apparent winner prior to award.
